CC - Item 4D - Accept Completed Improvements and Authorize the Filing of a Notice of Completion for the City Hall Interior Renovations Project No. 31027ROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: BEN KIM, CITY MANAGER 5k DATE: APRIL 14, 2026 SUBJECT: ACCEPT COMPLETED IMPROVEMENTS AND AUTHORIZE THE FILING OF A NOTICE OF COMPLETION FOR THE CITY HALL INTERIOR RENOVATIONS PROJECT NO.31027 â–ºtilid -L /_V 1 On November 12, 2024, the City Council awarded a construction contract to MLC Constructors, Inc. for the City Hall Interior Renovations Project. The total construction budget, including a 10% contingency, was $1,504,607.50. All construction improvements have been completed and have been accepted by the City Staff. A notice of completion will be filed with the Los Angeles County Recorder upon approval by the City Council. The release of retention funds will take place upon the filing of the notice of completion. DISCUSSION The City Hall basement office area, which houses Public Works, Finance, Human Resources, and IT staff, was outdated and did not meet current building code and ADA accessibility requirements. Deficiencies included non -compliant restroom turning radii and inadequate ceiling clearance caused by office cubicles located beneath low ductwork. To address these issues and better support departmental operations, a comprehensive interior renovation of the basement was undertaken. Project improvements included the reconfiguration of the men's and women's restrooms to meet ADA requirements, construction of a new unisex restroom to satisfy fixture count and code requirements, installation of a new fire alarm system, and construction of new office spaces with glass partitions to enhance natural lighting. Additional work included the relocation of the IT server room to a dedicated space, renovation and expansion of the employee breakroom with new appliances and furnishings, and installation of new flooring, paint, storage cabinetry, LED lighting, suspended ceilings, and new office furniture throughout the workspace. During construction, several unforeseen conditions required additional work and coordination with the contractor. These conditions included multi -phase hazardous material abatement due to the discovery of lead -containing mastic and asbestos -containing joint compound, relocation of a AGENDA ITEM 4.1) City Council Meeting April 14, 2026 Page 2 of 3 concealed water pipe that conflicted with the proposed layout, revisions to the floor plan and fire alarm system, and demolition of concrete masonry walls due to missing metal studs required for proper door framing. A total of thirty construction change orders were issued, amounting to $136,729.53. These costs were fully covered by the authorized project contingency using Public Facilities funding. Despite these challenges, all improvements have been successfully completed and accepted by staff. STAFF RECOMMENDATION It is recommended that the City Council: Accept the completed improvements for the City Hall Interior Renovation Project No. 31027 as performed by MLC Constructors, Inc. 2. Authorize the recordation of Notice of Completion with the Los Angeles County Recorder and the release of retention funds. FISCAL IMPACT The project was included in the Fiscal Year 2024-2025 Capital Improvement Program (CIP) and consisted of an approved budget of $1,504,607.50. Final expenditures totaled $1,504,554.53. The following is the breakdown of the construction cost: Construction Budget $1,504,607.50 Approved Construction Contract $1,367,825.00 Approved Construction Contingency 10% $136,782.50 Expended Amount $1,504,554.53 Unexpended Amount $52.97 ENVIRONMENTAL REVIEW The project is Class 1 Categorically Exempt from the California Environmental Quality Act (CEQA) pursuant to section 15301 (a) of the CEQA Implementing Guidelines. STRATEGIC PLAN IMPACT The project is consistent with the City of Rosemead's Strategic Plan Goal C - Infrastructure and Facilities, which is to enhance streets, sidewalks, and public infrastructure; coordinate with relevant utility agencies regarding safety and enhancements; and modernize facilities by expanding the use of wireless network technology and renewable energy.
