Legislative Committee
December 1, 2025
The Legislative Committee meeting was called to order by Councilmember Steven Ly at 5:36 p.m., in the
Rosemead City Hall Conference room located at 8838 East Valley Boulevard, Rosemead, California.
PRESENT: Mayor Pro Tem Sandra Armenta, Councilmember Steven Ly, City Manager Ben Kim,
Director of Community Development Lily Valenzuela, Director of Parks and Recreation Tom Boecking,
Administrative Services Manager Amanda Moreno, Balance Public Relations, David Turch & Associates,
and Lucien Global
REPORTS
1. Legislative and Budget Updates
A. Federal legislative and budget update from David Turch & Associates
B. State legislative and budget update from Balance Public Relations
C. State budget update from Lucien Global
Action: Each lobbyist provided a report, no action taken.
2. 2026 Legislative Platform Update
Action: Staff notated revisions for final draft and to provide within the next 24 hours. Item
scheduled for December 9th, 2025, City Council meeting.
3. 2026 Committee & Lobbying Schedule
State Lobbying Dates
First Trip
• Jan. - Sun. 1/4/26 to Wed. 1/7/26 or
• Feb. - Tue. 2/3/26 or Wed. 2/4/26
Purpose: Early outreach, before bill deadlines and committee work intensifies
Second Trip
• Apr. – Tue. 4/28/26 or Wed. 4/29/26 or
• May – Tue. 5/12/26 or Wed. 5/13/26 (May Revise)
Purpose: Budget advocacy around the Governor’s May Revise
Third Trip
• Aug. – Tue. 8/4/26 or Wed. 8/5/26

Purpose: Final advocacy push before the end-of-session legislative floor period
Federal Lobbying Dates
First Trip
• Week of February 2nd or 9th or
• Mar. - Mon. 3/2/26 – Fri. 3/6/26 focusing on meetings Tuesday & Wednesday
• Visit no later than March 23rd
Second Trip
• Week of June 1st or 8th
Third Trip
• September dates TBD
Action: Staff to follow up with lobbyists to confirm dates.
4. Recognition event for Rosemead Park Funding
Potential dates to be discussed with each office during lobbying day.
Action: Prepare City tile, plaque, and resolution to recognize each office for Rosemead Park
funding.
5. Community Projects
Action: Staff notated revisions for final draft and to provide within the next 24 hours. Item
scheduled for the December 9th, 2025, council meeting.
