LC - 02-23-2026 - MinutesSummary of Actions Legislative Committee Monday February 23, 2026 The Legislative Committee meeting was called to order by Councilmember Steven Ly at 5:01 p.m., in the Rosemead City Hall Conference room located at 8838 East Valley Boulevard, Rosemead, California. PRESENT: Mayor Sandra Armenta, Councilmember Steven Ly, Assistant City Manager Bryan Chua, Administrative Services Manager Amanda Moreno, Balance Public Relations, and David Turch & Associates ABSENT: Lucien Global REPORTS A. Summary of Actions – Dec. 1, 2025, Legislative Committee Meeting Action: reviewed and filed. B. Federal Legislative Update Discussed upcoming deadlines for Congressionally Directed Spending applications and which projects will be submitted. • Adam Schiff – March 6th at 11:59 PM • Alex Padilla – March 13th at 11:59 PM Community Projects to be submitted: Veteran’s Incubator, Park and Ride structures on key corridors, affordable housing, wi-fi in parks, and public safety technologies. C. State Budget & Legislative Update 1. Balance Public Relations 2. Lucien Global Action: Each lobbyist provided a report. Staff will work with Jamie to submit community projects. Reports filed. D. 2026 Committee & Lobbying Schedule State Lobbying Second trip to Sacramento may be cancelled – pending Balance review Third trip advised by Darryl to visit late August – field council attendance after Jamie consults if Second Federal lobbying trip is needed Federal Lobbying Second trip pending consultation from Jamie following first trip. Third trip – Steven wants to attend Page 2 of 2 Action: Staff to follow-up with lobbyist to confirm trips and field council for attendance. E. Garvey Avenue Bus Rapid Transit Coordinate joint meeting with South El Monte if they want the BRT Send a comment letter with the following questions 1. If parking is reduced, will funding be provided to Cities to fund alternative solutions? 2. Based on implementation of new or improved transit services/routes, how much time is being saved for residents? 3. What specific new or improved services will the City of Rosemead gain? New stops? New routes? Increase in service? 4. Do you have demographic breakdown of type individuals residents currently using transit? (students, seniors, etc.) Action: Confirm questions align with legislative platform before sending out public comment to SGVCOG. F. Senator Sasha Renée Pérez Tour – Friday, March 6, 2026, 3PM - 5PM Add talking points: • Empty lot across from Target for housing • Garvey BRT conversation • Expand microtransit for Olympic 2028 locations Action: Add talking points and provide detailed talking points for Mayor by Monday 3/2 G. Assemblymember Mike Fong Visit – Friday, March 13, 2026, 10:00AM - 11:30AM Steven to attend Action: Add talking points and provide detailed talking points for Council by Monday 3/2 H. Judy Chu's check ceremony for Garvey Center in April Action: Determine by Thursday 2/26 if Tuesday 4/7 10-11AM works for Judy Chu check presentation. Staff to prepare thank you letter. 4.
