CC - Item 1A - Request to Submit a Letter Supporting the Reappointment of Council Member Margaret Clark to the Southern California Association of Governments Energy and Environment CommitteeROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: BEN KIM, CITY MANAGER DATE: APRIL 21, 2026 SUBJECT: REQUEST TO SUBMIT A LETTER SUPPORTING THE REAPPOINTMENT OF COUNCIL MEMBER MARGARET CLARK TO THE SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS ENERGY AND ENVIRONMENT COMMITTEE SUMMARY Council Member Clark is requesting support from the City Council to be reappointed to Southern California Association of Governments (SCAG), Energy and Environment Committee, an at -large Presidential Appointment. DISCUSSION Council Member Clark is seeking reappointment to SCAG's Energy and Environment Committee. To be considered for an at -large Presidential appointment, SCAG requires a written request from a member city. The President may make up to six at -large appointments for each Policy Committee to help ensure participation by member cities. An at -large representative serves for the remainder of the President's term. However, the representative may continue serving if their city council approves the reappointment and the incoming SCAG President authorizes it. Local elected officials serving in an at -large capacity on a Policy Committee are full voting members. STAFF RECOMMENDATION That the City Council discuss and consider sending a letter, recommending the reappointment of Council Member Clark to SCAG's Energy and Environment Committee. Council Member Clark brings extensive institutional knowledge, built through years of service on environmental committees at the national, regional, and local levels. She has long been an active member of the National League of Cities' Energy, Environment, and Natural Resources (EENR) Committee. Closer to home, she has served on SCAG's Energy and Environment Committee and its Regional Council, The League of California Cities Environmental Quality Committee, as well as the San Gabriel Council of Governments Energy, Environmental and Natural Resources Committee and she continues to contribute locally through her work on the Los Angeles County Solid Waste Task Force, addressing important trash and recycling issues. Her leadership is backed by a proven record of results. In 1993, she helped establish the San Gabriel Basin Water Quality Authority, which plays a critical role in protecting and cleaning the groundwater our valley relies on for drinking water. In 1999, she helped create the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy, which provides vital funding for parks and open space throughout the region. She continues to serve on its board today. For these reasons, the City of Rosemead respectfully supports her reappointment so she can continue advancing environmental priorities and effectively representing her constituents.
