CC - Item 3A - Presentation - Annual Action Plan - First Public HearingAnnual Action Plan First Public Hearing City Council Meeting May 12, 2026 Department of Housing and Urban Development (HUD) Reporting Documents To participate in HUD’s Programs, the City is required to prepare: •2025-2029 Consolidated Plan (ConPlan): The ConPlan serves as a comprehensive housing affordability strategy, community development plan, and submission for funding under any of HUD’s entitlement formula grant programs. The ConPlan establishes priority needs and goals that align with community needs and ensures compliance with HUD national objectives and regulations. •Annual Action Plan (AAP): The AAP is an operational document that details how the City of Rosemead will implement the ConPlan on a yearly basis and serves as an annual application for federal funds under the HUD CDBG and HOME formula grant program. 2 Community Development Block Grant (CDBG) 3 Must Meet National Objectives:Eligible Activities and Projects Include: •Benefit low-and moderate-income persons •Eliminate slum and blight •Meet an urgent community need (occurred within the last 18 months that would threaten public health and safety, and that the community has no other resources to address the issues) •Creation and retention of affordable housing •Infrastructure improvements •Community facilities •Community services •Special needs services •Economic development Funding for Public Services Activities •The City released the Notice of Funding Availability (NOFA) for PY 2026-2027 from January 15, 2026 to February 17, 2026. The notice was sent to organizations on the City’s CDBG Interest List, published in the Rosemead Reader, posted on the City’s website, and posted at the six (6) public locations. Proposed PY 2026-2027 Goals and Priority Needs 10 •Promote Fair Housing •Increase Access to Affordable Housing •Support Community Services •Enhance Public Facilities and Infrastructure •Promote Economic Development •Support Efforts to Address Homelessness •Support Programs through Program Administration Staff Recommendation 11 That the City Council: Conduct a public hearing to receive community feedback on the PY 2026-2027 Action Plan needs and priorities.
