PUBLIC HEARING CEQA: The following item is not subject to the California Environmental Quality Act, unless noted on the item. A. Public Hearing to Receive Comments on the Program Year 2026-2027 Action Plan for the Community Development Block Grant and Home Investment Partnerships Programs The U.S. Department of Housing and Urban Development (HUD) provides Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) funds to the City of Rosemead for the purpose of developing viable urban communities by providing decent housing, suitable living environments, and by expanding economic opportunities, specifically for low- and moderate-income people. For Program Year (PY) 2026-2027, the City will receive approximately $542,776 in CDBG funds and $230,551.14 in HOME funds from HUD. As a recipient of CDBG funds, the City has also previously received Community Development Block Grant Coronavirus (CDBG- CV) funds with a current balance of approximately $200,000. The purpose of this public hearing is to inform residents about the CDBG and HOME programs and to solicit public input regarding community needs and priorities prior to final funding decisions. Recommendation: That the City Council conduct a public hearing to receive citizen input on community needs and priorities prior to final CDBG and HOME funding decisions for the PY 2026-2027 Action Plan. 4. Claims and Demands • Resolution No. 2026-19 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $2,079,050.77 CHECKS NUMBERED 121588 THROUGH NUMBER 121703, DRAFTS NUMBERED 9102 THROUGH NUMBER 9151 AND EFT NUMBERED 54048 THROUGH NUMBER 54105 INCLUSIVELY Recommendation: Adopt Resolution No. 2026-19. 4 Rosemead City Council Regular Meeting Agenda May 12, 2026 B. Minutes Recommendation: That the City Council approve the regular meeting minutes of February 24, 2026. C. Amendment No. 3 to the Professional Services Agreement for Psomas - General Plan and Zoning Code Updates The City retained Psomas in 2023 to analyze and update the City’s existing General Plan and Zoning Code and to prepare a Subsequent Environmental Impact Report in order to be consistent with the vision and goals of the 2021-2029 Housing Element, the California Environmental Quality Act, and California State law as of January 1, 2024. To date, the professional services agreement with Psomas has been amended twice. Staff is requesting that the agreement be amended a third time based on recommendations by the Commercial Task Force Subcommittee meeting to provide a seamless transition from the Garvey Avenue Specific Plan to Mixed-Use Overlay zones along Garvey Avenue and to expand overall housing capacity to not only comply with but to surpass the City’s Regional Housing Needs Assessment obligations. Recommendation: That the City Council authorize the City Manager to execute Amendment No. 3 to the fully Executed Professional Services Agreement contract with Psomas, amending the cost, scope of services, and term of the previously executed contract (including the six-month extension). D. Award of Contract to Schoeppner Shows Carnival for Services at the Annual July 4th Event The Parks and Recreation Department is seeking the City Council to approve a contract with Schoeppner Shows Carnival. The contract is to provide carnival rides, games, and services for the Annual July 4th Event at Rosemead Park. As part of the Proposed Fiscal Year 2026-27 budget, $130,000 has been requested for the July 4th Event. Recommendation: That the City Council authorize the City Manager to approve an agreement with Schoeppner Shows Carnival in amount not-to-exceed $52,000, from account number 101-4040-5710. E. Second Reading for Municipal Code Amendment 25-01 - Ordinance No. 1032 and Ordinance No. 1033, Amending Chapter 17.54 (Wireless Telecommunication Facilities) and Adding Chapter 12.54 (Wireless Telecommunication Facilities in the Public Right-Of-Way) On April 21, 2026, the City Council introduced Ordinance No. 1032 and Ordinance No. 1033 for first reading. These ordinances amend the Rosemead Municipal Code by updating Chapter 17.54, which governs wireless telecommunication facilities, and adding Chapter 12.54, addressing such facilities in public rights-of-way. The changes aim to align the City’s regulations with Federal and State laws, providing flexibility while preserving the City’s land use authority as much as possible. 5 Rosemead City Council Regular Meeting Agenda May 12, 2026 Recommendation: That the City Council approve the second reading and adoption of Ordinance No. 1032 and Ordinance No. 1033, Amending Chapter 17.54 (Wireless Telecommunication Facilities) and Adding Chapter 12.54 (Wireless Telecommunication Facilities in the Public Right-Of-Way). F. Report of Purchase Orders in Excess of $10,000 This report summarizes purchase orders over $10,000 issued from January 1, 2026 through March 31, 2026, reflecting key expenditures for contracted services, community programs, and capital improvements essential to City operations. Recommendation: That the City Council receive and file the report. 5. MATTERS FROM CITY MANAGER & STAFF 6. MATTERS FROM MAYOR & CITY COUNCIL A. Community Events – Coffee with the Mayor and a Council Member Mayor Sandra Armenta requests to discuss hosting a series of new monthly community events called, “Coffee with the Mayor and a Council Member.” These events would provide an opportunity for the community to connect with Council Members to discuss various topics. Recommendation: That the City Council discuss and provide direction to staff. B. Discussion to Consider the City in Becoming a Member of the Independent Cities Association Council Member Steven Ly would like to discuss the possibility of the City of Rosemead becoming a member of the Independent Cities Association, a regional organization of nearly 40 Southern California cities that addresses shared issues such as public safety, education, infrastructure, and intergovernmental collaboration. Independent Cities Association hosts two annual seminars that bring together city council members, officials, and business partners to collaborate, network, and exchange knowledge: a Winter Seminar in February focused on public safety, and a Summer Seminar in July that explores current and emerging issues. Recommendation: That the City Council discuss and provide direction to staff. C. Council Comments 7.
