REVIEW OF PLANNED DEVELOPMENT (PD) ZONE
At the request of the City Council, the Planned Development Zone
section of the Rosemead Municipal Code is attached for your
review. Existing sections that may be of interest to you are
section 9120.5 which requires a statement in the C.C.&R.s that
notifies all prospective owners that "some of the project lots and
yard areas may be smaller than would ordinarily be allowed under
the development standards" and section 9120.7 which prevents the
density of each project from exceeding that of the underlying
General Plan designation.
In response to Mayor Pro Tem Taylor's concern regarding minimum lot
y sizes in Planned Development projects, staff has drawn up a draft
amendment (attached) which would require that residential planned
developments have a minimum lot size of 4,500 square feet
regardless of the underlying general plan designation.
Also included in the draft amendment is a suggestion from Mayor
Bruesch which would limit the deviation from the underlying
development standards to a maximum of 25%. For example, in a P.D.
project with an underlying zone of R-2, the front setback of 20
feet could only be reduced to 15 feet (25%) and so forth.
RECOMMENDATION:
It is recommended that the City Council authorize staff to process
an amendment incorporating a minimum lot size standard of 4,500
square feet and a maximum deviation standard of twenty-five percent
