012390 - Agreement between Cotton beland Assoc & City - Box 067410 TO: HONORABLE MAYOR AND MEMBERS ROSEMEAD CITY COUNCIL FROM: FRANK G. TRIPEPI, CITY MANAGER lz~y& DATE: JANUARY 18, 1990 RE: AGREEMENT BETWEEN COTTON BELAND ASSOCIATES AND THE CITY TO UPDATE HOUSING ELEMENT Staff has requested proposals from consultants in order to update Rosemead's Housing Element. Those consultants who submitted proposals were: Michael Brandman Associates, P.& D. Technologies; and, Cotton Beland Associates. Cotton Beland's proposal appears to be the lowest cost for service to complete the Housing Element update. The specific cost amounts are: 1. Cotton Beland . . . . . . . . . . $10,485.00 2. P.& D. Technologies . . . . . . . 14,707.00 3. Michael Brandman Associates . . . 16,820.00 Housing Elements must be updated every five (5) years according to schedules designated in Section 65588 of the California Governmeht Code: July 1, 1989, ' was the official deadline for Rosemead's Housing Element. Although the deadline has officially passed, the Department of Housing and Community Development has indicated that it should pose no problems to the City. Staff has reviewed Cotton Beland's proposal and has determined that the firm has sufficient staff and resources available to complete the update. It is anticipated that a draft Element would be available for public review and comment within six (6) months. Attached for your 1. Agreemen 2. Proposal 3. Proposal 4.
