Pursuant to provisions of the Brown Act, no action may be taken on a matter unless it is listed on the agenda, or unless

Phones should be silenced. Remarks must be made from the podium or designated remote platform and directed to the full
Council. No individual may engage in conduct that actually disrupts, impedes, or renders infeasible the meeting’s orderly
conduct. The Mayor or designee will warn an individual whose conduct is disrupting the meeting and provide an
opportunity to comply. If the conduct continues, the individual may be removed from the meeting. No warning is required
for conduct that constitutes the use of force or a true threat of force.

B. Minutes
Recommendation: That the City Council approve the special meeting minutes of
May 30, 2026 and June 2, 2026.
C. Adoption of Resolutions Relative to the November 3, 2026, General Municipal
Election
The City Council will consider approving Resolution No. 2026-23, calling and giving
notice of holding a General Municipal Election on Tuesday, November 3, 2026,
for the election of certain officers as required by the provisions of the laws of the
State of California relating to general law cities; Resolution No. 2026-24, requesting
the County of Los Angeles Board of Supervisors to render specified services to the
City related to the conduct of a General Municipal Election on Tuesday,
November 3, 2026; Resolution No. 2026-25, adopting regulations for candidates for
elective office pertaining to candidates statements submitted to the voters during
city elections; and Resolution No. 2026-26, providing for the conduct of a special
runoff election for elective offices in the event of a tie vote at any municipal election.
Recommendation: That the City Council adopt the following resolutions entitled:

NOVEMBER 3, 2026; and
• Resolution No. 2026-26:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD, CALIFORNIA, PROVIDING FOR THE
CONDUCT OF A SPECIAL RUNOFF ELECTION FOR
ELECTIVE OFFICES IN THE EVENT OF A TIE VOTE AT ANY
MUNICIPAL ELECTION
D. Lead Free Homes LA Program – Memorandum of Understanding (MOU) Between
The City of Rosemead and Los Angeles County Development Authority (LACDA)
The City was contacted by LACDA to establish a partnership for implementation
of their Lead-Free Homes LA Program. The program provides free lead-paint
hazard mitigation services to eligible residential properties, with the goal of
protecting children under six and pregnant women from lead exposure and is
managed countywide through program phases. The City was selected for inclusion
into the 7th Phase targeting the San Gabriel Valley area, which started on
June 1, 2026, and ends on October 31, 2026. An MOU is required to allow LACDA
staff to process requests by City of Rosemead residents.
Recommendation: That the City Council authorize the City Manager to execute the
MOU between LACDA and the City of Rosemead.
E. Second Amendment to Professional Services Agreement Extension for Transtech
Engineers, Inc. - Building and Safety Services
On July 1, 2022, the City Council approved a three-year Professional Services
Agreement with Transtech Engineers, Inc. for building and safety services, which
includes serving and protecting the public by ensuring that building construction
complies with California Building Standards Code (Title 28, California Code of
Regulations) as well as State safety laws, disabled access, and City Ordinances.
The terms of the agreement allow for two one-year extensions, in which the first one-
year extension was approved on June 10, 2025. Staff is requesting that the City
Council consider the last one-year extension, effective July 1, 2026.
Recommendation: That the City Council approve and authorize the City Manager to
execute the second amendment with Transtech Engineers, Inc. and authorize the
last one-year extension and the increase in hourly compensation in accordance with
the CPI-U.

F. Adopt Resolution No. 2026-27, Approving SB1 (Beall) Project List for Fiscal Year
2026-27 Under the Road Repair and Accountability Act of 2017
Senate Bill (SB) 1, known as the Road Repair and Accountability Act of 2017,
provides the City of Rosemead with funding for essential road maintenance,
rehabilitation, and critical safety improvements. For Fiscal Year 2026–27, the City is
projected to receive approximately $1,433,482 in SB1 funds. To secure this funding,
the City must adopt a list of proposed projects by resolution and submit it to the
California Transportation Commission by July 1, 2026.
Recommendation: That the City Council adopt Resolution No. 2026-27, entitled:

A. Implementation of Senate Bill 707 Requirements and Adoption of Resolution
No. 2026-33, A Disruption of Telephonic or Internet Service Policy Required Under
Government Code Section 54953.4
Senate Bill 707 (SB 707) significantly amends the Ralph M. Brown Act by
establishing new statewide requirements related to teleconferencing, public
participation, language access, and accessibility accommodations for certain
local legislative bodies, called “eligible legislative bodies.” Implementation of
SB 707 relating to public access, translation of agendas, and accessibility
requirements become operative on July 1, 2026. Among its key provisions, the
legislation requires cities to provide two-way remote public participation and to
adopt a formal policy addressing disruptions to telephone or internet service
during public meetings.
Recommendation: That the City Council adopt Resolution No. 2026-33, entitled:

B. Adoption of Resolutions Approving the City of Rosemead’s FY 2026-27 Operating
Budget, Capital Improvement Program Budget, Establishing the FY 2026-27
Appropriations Limit, Approving the Rosemead Housing Development Corporation
FY 2026-27 Annual Budget
The City Council will consider the adoption of the City’s Fiscal Year (FY) 2026-27
Operating and Capital Improvement Budget, which provides for total appropriations
of $54,176,000. The General Fund operating budget of $34,615,500. The Capital
Improvement Program budget is $7,965,250 and includes funding for three new
projects, additional funding for existing projects, and funding for annual projects.
The proposed budget for the Rosemead Housing Development Corporation is
$1,373,300.
Recommendation: That the City Council adopt the following Resolutions:
