The City was contacted by LACDA to establish a partnership for implementation of their Lead -
Free Homes LA Program. The program provides free lead -paint hazard mitigation services to
eligible residential properties, with the goal of protecting children under six and pregnant women
from lead exposure and is managed countywide through program phases. The City was selected
for inclusion into the 7ch Phase targeting the San Gabriel Valley area, which started on
June 1, 2026, and ends on October 31, 2026. An MOU (Attachment A) is required to allow
LACDA staff to process requests by City of Rosemead residents.
DISCUSSION
The Lead -Free Homes LA Program is administered by LACDA with funding from a lawsuit
settlement against former lead paint producers. LACDA identified high -need areas using the 2020
HUD census tract mapping system, and areas in the City were identified based on environmental
risk factors, older housing stock, low-income households, and the presence of young children.
Program Eligibility and Process
Any homeowner or renter who meets the eligibility criteria for the program can apply for no -cost
lead remediation from the program during the appropriate program phase. Eligibility standards
include the following:
• Property within Census Tracts: 4329.02, 4823.03, 4823.04, 4824.01, 4825.02, 4825.03

• Property with four or fewer units
• Structure built before 1951
• One of the following:
o Child under 6 years old lives in, or frequently visits, the home
o Someone who lives in the home is pregnant

• Structure is not used as a short-term or vacation rental
For eligible applicants within targeted census tracts (Attachment C), LACDA manages the
remediation process with program funds, and City staff are only involved in cases which need
demolition or work requiring Building and Safety Division approval. Only four cases during the
life of the program have required additional permits or Building and Safety Division staff time. In
such cases, staff would invoice contractors for work completed. Examples of past remediation
done by LACDA contractors are provided below.
Program Administration
To assist operations within the City, staff will share program information with the public and
process permit requests as needed. In addition to administering the program, LACDA will provide
a quarterly report detailing progress and utilization of the program by City residents to the City's
point of contact, which will be shared with City Council.

This item has been noticed through the regular agenda notification process.
ENVIRONMENTAL ANALYSIS
This request is not a project as defined in CEQA Guidelines Section 15378. A Mitigated Negative
Declaration was prepared by the Lead Agency, the County of Los Angeles, on October 22, 2019
as part of the initial approval of the Countywide program. No further environmental review is
required.

The request is consistent with Goal A of the Rosemead 2030 Strategic Plan, which are detailed
below.
Goal A: Safety - Rosemead will enhance public safety in our City by providing safe access to
public facilities, expand neighborhood safety programs, and improve quality of life, which will
include assisting homeless residents in our community.

FISCAL IMPACT
No impact. Staff time utilized to review remediation projects which require additional permits
would be charged to LACDA program contractors as needed to recoup costs.
STAFF RECOMMENDATION
Staff recommends that the City Council authorize the City Manager to execute the MOU between
LACDA and the City of Rosemead.

MEMORANDUM OF UNDERSTANDING BETWEEN
COUNTY OF LOS ANGELES AND CITY OF ROSEMEAD
LEAD FREE HOMES LA PROGRAM MANAGEMENT SERVICES
This Memorandum of Understanding (MOU) is being entered this of , by and between the
County of Los Angeles (County), by and through the Los Angeles County Development Authority (LACDA)
acting as its agent and City of Rosemead (City), and collectively referred to herein as the Parties and
individually as Party.
I. PURPOSE
The purpose of this MOU is to detail the agreement between the County and City for the provision of
lead -based paint hazard mitigation program services for homes that meet the eligibility criteria for the
County's Lead Free Homes LA Program (Program). The County wishes to collaborate with City in
facilitating the Program within the City's boundaries.
Program services to be undertaken by the County will include the performance or arranging for the
performance of the deliverables described herein. The activities to be performed as part of this MOU
will include outreach to ensure enrollment of residential properties into the Program and testing and
mitigation, as required, of any lead -based paint hazards. Both single- and multi -family residential units
with up to four units may be provided with mitigation services Program. Eligible residential units will
be identified through the enrollment and lead assessment process. In addition, individuals and families
may be temporarily relocated and will receive advisory and support services and compensation for all
eligible out-of-pocket temporary relocation expenses while the mitigation activities are underway.
Through the partnership established through this MOU, City will allow full access to portions of its
jurisdiction in which this Program will be offered.
All references to the County shall also be applicable to the LACDA, acting as its agent.
II. COUNTY RESPONSIBILITIES
1. The County shall be responsible for the provisions of the Program services including program
administration, implementation, oversight and administration of consultant and construction
contracting services as needed, and final inspections/clearances of mitigated properties as is
further described in this Section II.
2. Solicit and acquire contractors, consultants, and any other resources required to perform any
deliverables not directly provided by County personnel to perform mitigation of lead -based paint
hazards from the interior and exterior of eligible single-family and multifamily residential
structures within portions of City jurisdiction in which this Program is offered.
3. Coordinate outreach and enrollment activities in the identified impacted residential areas within
the City's jurisdiction.
4. Track enrollment of specific properties, testing and results, specific hazard mitigation services
performed at the location, clearances, expenditures, payments, and other data determined
necessary.
5. Notify property owners and other parties of testing findings. Where actionable lead -based hazard
mitigation is warranted, coordinate with the property owners and other parties to determine the
necessary lead hazard mitigation work.
6. Conduct, through contractors or consultants, the lead -based paint hazard mitigation of any
property for which permission to perform the work has been granted. As necessary, individuals
and families will be temporarily relocated and receive advisory and support services and
compensation for all eligible out-of-pocket temporary relocation expenses while the mitigation
activities are underway.
7. Provide for final inspection/clearance of completed work by a contractor or consultant that is
independent from the lead -based paint hazard mitigation tasks.
8. Once outreach has commenced in the City's jurisdiction, provide quarterly reports on activities
conducted during that time period.
9. The County shall pay for all the costs associated with the activities listed in this Section.
III. CITY RESPONSIBILITIES
Authorize consent to County, and its agent LACDA, to transact all business related to the Lead
Free Homes LA Program within the City's jurisdiction.
2. Cooperate to undertake and allow the County to provide lead -based paint hazard mitigation
program services for the mitigation of homes in the City's jurisdiction.
3. Collaborate with the County on an outreach plan to ensure enrollment of residential properties
into the Lead Free Homes LA Program.
4. Provide referrals to other available related programs that provide for enhancement of safety and
functionality of living conditions, stabilization of neighborhoods, energy and cost efficiencies,
and other initiatives for which the homeowner and/or landlord/tenant are eligible. Where
appropriate, City, in collaboration with County, shall coordinate with the City's departments and
community partners to identify the City's related programs and assist the homeowner and/or
landlord/tenant to enroll in such programs.
Provide expedited and priority building and safety code permitting to contractors performing
mitigation services at residential properties being assisted under this Program.
6. Provide direction to the County in areas relating to policy, information, and procedural
requirements regarding building codes and other pertinent requirements that apply to the
implementation of this Program in the City's jurisdiction.
IV. TERM OF MOU
The term of this MOU shall commence upon date of execution of this MOU by the Parties and shall
continue through the completion of all identified remediation activities unless terminated or extended,
in whole or in part, as provided herein.
V. COUNTY AND CITY MUTUAL RESPONSIBILITIES
County and City will share information in accordance with applicable State and federal laws and
regulations and implement specific procedures as may be necessary to enable each party to perform its
duties and functions as required by law and under this MOU.
VI. COMPENSATIONBUDGET
There will be no compensation to City for work described in this MOU.
VII. CONFIDENTIALITY
County and City shall maintain the confidentiality of all clients' records and information, in accordance
with all applicable federal, State, and local laws, regulations, ordinances, and directives regarding
confidentiality. The County and City shall inform all its officers, managers, supervisors, employees,
and agents accessing the data hereunder of the confidentiality requirements of this MOU. The County
and City will not disclose records or information pertaining to the properties receiving environmental
review services, except as required or permitted by law.
VIII. INDEMNIFICATION
1. City shall be responsible for and shall defend and hold harmless and indemnify County, the LACDA,
and its elected and appointed officials, employees, and agents from all costs and claims for damages
whatsoever by any third party relating to or resulting from the actions of City arising out of or in
connection with the services, work, operation, or activities of City, its agents, employees, and officials
in relation to the rendition of services pursuant to this MOU.
2. County shall be responsible for and shall defend and hold harmless and indemnify City, and its elected
and appointed officials, employees, and agents from all costs and claims for damages whatsoever by
any third party relating to or resulting from the actions of County and the LACDA arising out of or in
connection with the services, work, operation, or activities of County, its agents, employees, and
officials in relation to the rendition of services pursuant to this MOU.
IX. TERMINATION
Either Party may terminate this MOU at any time, with or without cause, upon providing at least thirty
(30) calendar days advance written notice to the other party. Any written notice of termination shall
state the date that termination shall become effective.
X. AMENDMENTS
It is mutually agreed that this MOU may be modified or amended by mutual consent, and such
modification shall be in writing and effective upon the execution of a written amendment to this MOU
by both parties hereto.

The Los Angeles County Development Authority (LACDA) has developed a model for the County
of Los Angeles Lead Free Homes LA Program to capitalize on the efficiencies of the resources
necessary to implement this lead -based paint remediation throughout the County. LACDA's work
plan maximizes the resources necessary to conduct all aspects of the Program, including
community -based outreach to enroll eligible households, lead hazard and scope of work
assessments, owner and occupant meetings, temporary relocation, construction contractor
activities, inspections, and lead hazard clearances. It draws upon successful models and
precedents utilized to engage communities, meet political expectations, and attract partners
with the capacity to fulfill the extraordinary demands and roles related to each phase of the
workflow.

To determine the outreach strategies throughout the communities, the priority area census
tracts were assessed as follows.
1. High Environmental Risk Factors
2. DPH Health Teams
3. DPH Priority Areas —Three highest risk levels*
4. Number of pre-1951 homes
5. Percentage of low- and moderate -income (L/M) households
6. Percentage of Households with children under six years of age
The assessment reflects that 75.20% of households within the outlined service area are
considered L/M income households. Prioritization of these communities considers that
households with lower income may be less likely to have the resources to make necessary repairs,
resulting in deterioration of painted surfaces and related causes. It also anticipates that effective
outreach efforts will focus on eligible homes built before 1951 that are occupied by young
children and will yield successful enrollment results.
This analysis suggests that implementing a multifaceted strategic outreach and enrollment
campaign, one that engages a variety of stakeholders via thoughtful efforts to reach eligible
households who will benefit from this Program, may be achieved within 5 months.
