CC - Item 4F - Adopt Resolution No. 2026-27, Approving SB1 (Beall) Project List for Fiscal Year 2026-27 Under the Road Repair and Accountability Act of 2017ROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: BEN KIM, CITY MANAGER V_01e% DATE: JUNE 9, 2026 SUBJECT: ADOPT RESOLUTION NO. 2026-27 — APPROVING SB1 PROJECT LIST FOR FISCAL YEAR 2026-27 UNDER THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017 (SBI BEALL) SUMMARY Senate Bill (SB) 1, known as the Road Repair and Accountability Act of 2017, provides the City of Rosemead with funding for essential road maintenance, rehabilitation, and critical safety improvements. For Fiscal Year 2026-27, the City is projected to receive approximately $1,433,482 in SB1 funds. To secure this funding, the City must adopt a list of proposed projects by resolution and submit it to the California Transportation Commission. Staff recommends that the City Council adopt Resolution No. 2026-27, approving the project list for FY 2026-27 and authorize staff to submit it to the Commission by July 1, 2026, ensuring the City can access these funds. BACKGROUND The Road Repair and Accountability Act of 2017 (SB 1 Beall) provided the first significant, stable, and on -going funding increase in state transportation funding in more than two decades. It addresses deferred maintenance on state highways and local streets through increased fuel taxes, vehicle registration fees, and other transportation -related revenues. A portion of these funds is distributed annually to cities and counties via the Road Maintenance and Rehabilitation Account (RMRA) to fund projects for road maintenance, pavement rehabilitation, safety improvements, and transportation enhancements such as: • Road maintenance and rehabilitation • Safety projects • Railroad grade separations • Traffic control devices • Complete street components, including active transportation purposes, pedestrian and bicycle safety projects, transit facilities, and drainage and storm -water capture projects in conjunction with any other allowable projects. AGENDA ITEM 4.F City Council Meeting June 9, 2026 Page 2 of 3 DISCUSSION The Road Repair and Accountability Act requires that cities and counties submit a project list to the California Transportation Commission (CTC) pursuant to an adopted resolution. The list must include the description, location, schedule, and useful life for each project. The City's project list includes streets identified through the Pavement Management Program, with improvements focusing on restorative work using cost-effective methods such as micro paving and asphalt overlays that involve cold milling and paving with either conventional or Asphalt Rubber Hot Mix (ARHM) asphalt. For FY 2026-27, the City of Rosemead has an estimated allocation of $1,43 3,482 based on revenue projections, which staff propose to allocate to the following project: Project Title: Arterial Street Rehabilitation FY 26-27 Project Description: Cold Milling and asphalt pavement, construction of rubberized asphalt overlay. Streets with a PCI between 0-74 Project Location: San Gabriel Boulevard from the I-10 Freeway to the City's southern boundary, Del Mar Boulevard from Hellman Avenue to the City's southern boundary, and Ramona Boulevard from Walnut Grove Avenue to the Caltrans right-of-way (ROW) In addition to the project list, SB 1 legislation requires that cities and counties maintain an existing commitment of local funds for street, road, and highway purposes to remain eligible for an apportionment. Pursuant to Streets and Highways Code Section 2032, the maintenance of effort (MOE) requirement states that the City shall expend no less than the annual average of its general fund expenditures for the 2009-10, 2010-11, and 2011-12 fiscal years. STAFF RECOMMENDATION It is recommended that the City Council adopt Resolution No. 2026-27 approving the list of projects for FY 2026-27 under the Road Repair and Accountability Act of 2017 (SB1 Beall). FINANCIAL IMPACT Adoption of Resolution No. 2026-27 will allow the City to receive SB 1 funding apportionment estimated by the State of California to be $1,433,482 for Fiscal Year 2026-27. To receive the funding, the City is required to annually expend from its General Fund in the amount of $56,439 for street, road, and highway purposes per the maintenance of effort (MOE) requirement of the Streets and Highways Code. ENVIRONMENTAL REVIEW City staff has determined, in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that this project is not subject to CEQA review because it can be seen with certainty that there is no possibility that the activity will have a significant effect on the environment. City Council Meeting June 9, 2026 Page 3 of 3 STRATEGIC PLAN IMPACT This item is consistent with the City of Rosemead's Strategic Plan Goal C — Infrastructure and Facilities, which is to enhance streets, sidewalks, and public infrastructure; coordinate with relevant utility agencies regarding safety and enhancements; and modernize facilities by expanding the use of wireless network technology and renewable energy. Prepared by: ZQqA DAiielle Garcia Public Works Fiscal and Project Manager Attachment A: Resolution No. 2026-27 LI Attachment A Resolution No. 2026-27 RESOLUTION NO.2026-27 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, APPROVING A LIST OF PROJECTS FOR FISCAL YEAR 2026-27 FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017 WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the Governor in April 2017 to address the significant multi -modal transportation funding shortfalls statewide; and WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of our City are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year; and WHEREAS, the City must adopt by resolution a list of projects proposed to receive fiscal year funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, which must include a description and the location of each proposed project, a proposed schedule for the project's completion, and the estimated useful life of the improvement; and WHEREAS, the City, will receive an estimated $1,433,482 in RMRA funding in Fiscal Year 2026-27 from SB 1; and WHEREAS, this is the tenth year in which the City is receiving SB 1 funding and will enable the City to continue essential road maintenance and rehabilitation projects, safety improvements, and increasing access and mobility options for the traveling public that would not have otherwise been possible without SB 1; and WHEREAS, the City used a Pavement Management System to develop the SB 1 project list to ensure revenues are being used on the most high -priority and cost-effective projects that also meet the communities priorities for transportation investment; and WHEREAS, the funding from SB 1 will help the City maintain and rehabilitate the following streets listed below throughout the City this year; and WHEREAS, the 2023 California Statewide Local Streets and Roads Needs Assessment found that the City's streets and roads are in a "good" condition and this revenue will help us increase the overall quality of our road system and over the next decade will bring our streets and roads into a better condition; and WHEREAS, the SB 1 project list and overall investment in our local streets and roads infrastructure with a focus on basic maintenance and safety, investing in complete streets infrastructure, and using cutting -edge technology, materials and practices, will have significant positive co -benefit statewide. THE ROSEMEAD CITY COUNCIL HEREBY RESOLVES AS FOLLOWS: SECTION 1. The foregoing recitals are true and correct. SECTION 2. The City proposes one (1) new project for FY 26-27. SECTION 3.
