February 4, 2010 Minutes B. Traffic Signal at Valley Boulevard, Rio Hondo Avenue, and Mission Drive 3. OLD BUSINESS A. NEIGHBORHOOD TRAFFIC MANAGEMENT PROGRAM – TOOLBOX AND CRITERIA
OF TRAFFIC CALMING MEASURES: DRAFT -3 SUMMARY The Traffic Commission and staff continue to develop the Neighborhood Traffic Management Program. This month a Draft-3 is being presented.
This Draft incorporates the Traffic Commission’s comments from our last meeting. In addition, a criteria table has been developed to determine when toolbox measures should be used. Staff
Recommendation It is staff’s recommendation that the Traffic Commission review and discuss Draft-3 of the Neighborhood Traffic Management Program. B. ACCESS TO 8930 MISSION DRIVE WEST
OF ROSEMEAD BOULEVARD SUMMARY The Traffic Commission has asked staff to review the traffic conditions as they relate to the access of 8930 Mission Drive. The Commission was concerned
that left turn access impacts traffic flow and safety on Mission Drive. In addition, the Traffic Commission was concerned for the eastbound left turn pocket on Mission Drive at Rosemead
Boulevard. The Commission indicated vehicles waiting in this lane often block through traffic. The Commission suggested extending the left turn pocket and possibly installing protected/permission
left turn phasing at this intersection. Staff Recommendation It is staff’s recommendation that the Traffic Commission recommends to the City Council the installation of “KEEP CLEAR”
pavement markings with limit lines in the eastbound lanes of Mission Drive at the westerly driveway of 8930 Mission Drive.
ROSEMEAD TRAFFIC COMMISSION March 4, 2010 4. NEW BUSINESS A. REQUEST TO ADD A STOP CONTROL AT RAMONA BOULEVARD AND HART AVENUE SUMMARY As you are aware, the City recently completed a
capital improvement project along Ramona Blvd, Just east of Hart Avenue. The project includes the addition of landscaping and a new sidewalk for pedestrians. While working on this project,
it was brought to staff’s attention that there is an unsafe traffic condition at the intersection of Ramona Blvd and Hart Avenue. Residents have asked the Traffic Commission to review
this item and determine if the installation of a stop sign is warranted at this location. Staff would like to take traffic counts at this location to determine the level of vehicle and
pedestrian traffic movements. Prior to fully analyzing this location, staff would like further input from the Traffic Commission as to possible enhancements that could help increase
safety in this area. With this information, staff will conduct field observations and bring the findings back at the next Traffic Commission meeting. Staff Recommendation Staff recommends
that the Traffic Commission provide input on existing traffic conditions and potential enhancements for the area adjacent to Rosemead Boulevard and Mission Drive. B. BICYCLE TRAFFIC
ON CITY SIDEWALKS SUMMARY The City recognizes the importance of alternative transportation methods (walking, bicycling, public transportation) and balancing them with public safety issues
created when they interact with vehicle traffic. The General Plan Circulation Element completed in 2008 discusses these forms of transportation and their impact on the community. Staff
recently received an inquiry related to the usage of bicycles on sidewalks and on local streets. Currently, the City of Rosemead does not have specific language related to the usage
of bicycles on streets and on sidewalks. Staff Recommendations Staff recommends that the Traffic Commission provide input on existing bicycle traffic and determine if guidelines are
needed relating relating to bicycle usage in the City. 5. STAFF REPORTS 6. COMMISSIONER REPORTS 7. ADJOURNMENT The next regular meeting is scheduled for at the Rosemead City Hall, City
