opportunity to comply. If the conduct continues, the individual may be removed from the meeting. No warning is required
for conduct that constitutes the use of force or a true threat of force.

A. Retirement Recognition for City Manager Ben Kim in Appreciation of His Dedicated
Public Service to the City of Rosemead
3. PUBLIC HEARING

A. Second Public Hearing and Approval of the Program Year (PY) 2026-2027 Action
Plan for the Community Development Block Grant, Home Investment Partnerships,
and Community Development Block Grant Coronavirus Programs
The PY 2026-2027 Action Plan serves as the annual application for federal funds
under the Department of Housing and Urban Development (HUD) Community
Development Block Grant (CDBG) and Home Investment Partnerships Program
(HOME) formula grant program. The City anticipates receiving $542,776 in CDBG
funds and $230,551.14 in HOME funds to support eligible projects during the PY
2026-2027. As a recipient of CDBG funds, the City has also previously received
Community Development Block Grant Coronavirus (CDBG-CV) funds with a
current balance of approximately $200,000. A list of staff-endorsed projects was
developed based on funding requests and ongoing CDBG and HOME funded
activities. These recommendations are consistent with the housing and community
development priorities that the City has set in the past and meet the CDBG and
HOME eligibility requirements.

Recommendation: That the City Council take the following actions:
1. Conduct the public hearing and take any public comments;
2. Approve and authorize the submittal of the PY 2026-2027 Action Plan, including
CDBG, HOME, and CDBG-CV funding recommendations to HUD;
3. Authorize the City Manager to execute all appropriate and necessary documents
to receive funding and implement approved use and make necessary budget
adjustments based on HUD's final allocation amount; and
4. Authorize the City Manager to execute sub-recipient agreements with the non-
profit organizations receiving CDBG, HOME, and CDBG-CV allocations in the
PY 2026-2027 Action Plan.

C. National League of Cities 2026 Summer Board and Leadership Meeting – Louisville,
KY – July 8-10, 2026
The City Council will consider authorizing the attendance of any Council Member
who wishes to attend the 2026 National League of Cities 2026 Summer Board and
Leadership Meeting to be held in Louisville, Kentucky, from July 8-10, 2026.
The Summer Board & Leadership Meeting brings together National League of Cities
Board of Directors, Federal Advocacy Committees, and Member Councils to discuss
policy priorities, strategic goals and address emerging issues affecting municipalities.

Recommendation: That the City Council authorize the attendance and finance of any
Council Member that attends the 2026 National League of Cities 2026 Summer
Board and Leadership Meeting to be held in Louisville, Kentucky, from
July 8-10, 2026.
D. Agreement with the Los Angeles County Metropolitan Transportation Authority for
One-Time Disbursement of Proposition C Funds to Fulfill Unprogrammed Surface
Transportation Program – Local Balance, and Adoption of Resolution No. 2026-29
to Appropriate the Funds to the Valley Boulevard Resurfacing Project No. 21031
On April 24, 2025, the Los Angeles County Metropolitan Transportation Authority
(LACMTA) Board approved using Proposition C funds for a one-time disbursement
of funds to fulfill the City of Rosemead’s unprogrammed Surface Transportation
Program – Local balance. The amount that the City will receive is $153,186.00.
Recommendation: That the City Council take the following actions:
1. Authorize the City Manager to enter into a Fulfillment Agreement
No. 9200000000FUL24 with LACMTA to provide Proposition C funding
in the amount of $153,186.00 for use on the Valley Boulevard Resurfacing
project; and
2. Adopt Resolution No. 2026-29 to appropriate $153,186.00 in Prop C funding to
the Valley Boulevard Resurfacing Project No. 21031.
E. Approval of The City of Rosemead’s FY 2026-27 Statement of Investment Policy
The approval of this item approves the Annual Investment Policy and delegation of
investment authority to the Finance Director/City Treasurer for FY 2026-27. Staff
has reviewed the City’s current investment policy in light of recent amendments to
California law and recommends limited updates to maintain consistency with current
statutory authority and clarify certain policy provisions.
Recommendation: That the City Council approve the proposed updates to the City’s
Investment Policy; and delegate investment authority to the City Treasurer for the
upcoming year, in accordance with Government Code Section §53607.
F. Adoption of Resolution No. 2026-35 Approving ARPA Funding Reallocation and
Fiscal Year 2025-26 Budget Amendments
Staff is requesting City Council approval to amend the Fiscal Year 2025-26 Budget
to appropriate available restricted funds for eligible expenditures, including the
reclassification of available American Rescue Plan Act (ARPA) savings to the City
Hall Basement Remodel project, and adjustments to Measure A, Proposition A, and
Proposition C funding.

Recommendation: That the City Council adopt Resolution No. 2026-35, authorizing
the following actions:
1. Reclassify previously obligated American Rescue Plan Act (“ARPA”) funds
in the amount of $70,754.54 from completed or closed projects to the City
Hall Basement Remodel project.
2. Amend the Fiscal Year 2025-26 Budget to appropriate $70,754.54 in
reclassified ARPA funds to the City Hall Basement Remodel project.
3. Amend the Fiscal Year 2025-26 Budget to recognize $110,000 in Los
Angeles County Measure A revenue and appropriate $110,000 in
corresponding Measure A expenditures.
4. Amend the Fiscal Year 2025-26 Budget to appropriate an additional
$10,000 in Proposition A funds for Senior Excursions in Fund 215,
Division 4030 Senior Services, increasing the appropriation from $40,000
to $50,000.
5. Amend the Fiscal Year 2025-26 Budget to appropriate an additional
$4,200 in Proposition C funds for administrative expenses in Fund 220,
Division 1305 Finance, increasing the appropriation from $3,800 to
$8,000.
6. Amend the Fiscal Year 2025-26 Budget to appropriate an additional
$4,600 in Proposition C funds for administrative expenses in Fund 220,
Division 3010 Field Services, increasing the appropriation from $19,400
to $24,000; and
7. Authorize the City Manager, or designee, to make all necessary budgetary
and accounting entries, adjustments, transfers, and related actions to
implement the budget amendments.
G. Award of Contract for the Purchase & Delivery of Swimming Pool Chemicals
The City of Rosemead would like to enter into a two-year contract with Waterline
Technologies for the purchase and delivery of swimming pool chemicals for the
Rosemead Aquatic Center and Splash Zone. The purpose of this agreement is for the
continuous purchase and delivery of chemicals to our aquatic facilities: Rosemead
Park Aquatic Center and the Splash Zone at Garvey Park.
Recommendation: That that the City Council approve the proposed contract with
Waterline Technologies from July 1, 2026, to June 30, 2028, and authorize the City
Manager to execute the contract on behalf of the City. The total compensation for
the contract term will not exceed $181,000.

5.MATTERS FROM CITY MANAGER & STAFF
A.San Gabriel Valley Council of Governments Regional Early Action Planning
2.0 – Affordable Housing Incubator for City Owned Properties on Hart Avenue
(APNS: 8594-022-900, -901, -902, & 8594-027-900)
In August 2025, the City entered into an agreement with the San Gabriel Valley
Council of Governments for technical assistance to analyze four vacant parcels
(Hart Properties) acquired in December 2023 along Hart Avenue between Marshall
Street and Ramona Boulevard, for a mixed income housing development.
The conceptual site plans provide for a total of 30 housing units, with five moderate-
income affordable units, developed for a fee simple ownership model using small lot
subdivision standards in the Zoning Code, and would require usage of State density
bonus law, concessions, and waivers.
Recommendation: That the City Council direct staff to include a rezoning and
redesignation of the site in the concurrent zoning code update project, discuss, and
provide further direction to City staff.
