SUBJECT: DINSMOOR HERITAGE HOUSE SHORT TERM REHABILATION
PROJECT
SUMMARY
During its regular meeting of February 9, 2010, City Council took receipt of the
Dinsmoor House Preservation Plan. The plan included a series of projects aimed at
rehabilitating the property. As a result, City Council directed staff to propose short-term
rehabilitation efforts at Dinsmoor Heritage House with a focus on exterior improvements
so as to immediately enhance the buildings current appearance. These should include
select projects already identified in the Preservation Plan.
Staff Recommendation
It is recommended that the City Council:
1. Determine the scope of proposed improvements to the Dinsmoor House; and
2. Appropriate funds from the undesignated General Fund balance in the amount of
$55,342.14 (equal to funds received for property insurance claims due to 2008
flooding incident); and
3. Determine whether to appropriate additional funds from the undesignated
General Fund balance (up to $28,157.86) to complete all proposed exterior and
seismic improvements.

At the behest of City Council, staff has compiled a list of proposed improvements from
the Dinsmoor House Preservation Plan with the primary goal of enhancing its street
appearance. The most significant cost items are for repairs to window frames (following
an infrared assessment of their underlying condition) and removal and replacement of
wood features around the house which are deteriorated due to age and weather. The
last two of the proposed items address seismic concerns including structural
improvements to the chimney and in the basement to attempt to mitigate excessive
damage in the event of an earthquake. The proposed projects are as follows:

Where it is possible, staff will seek the volunteer assistance of the community and
Dinsmoor Heritage House Museum committee members to help defray some labor
costs. It is believed that completion of these projects will significantly improve the
exterior appearance of the house and increase community interest in it.
It is important to note that the Dinsmoor House Preservation Plan identified a number of
structural, systemic, and aesthetic problems on the property. Remaining projects will be
incorporated into the long term Capital Improvement Plan so as to be completed as
funds become available.

This item has been noticed through the regular agenda notification process.
FISCAL IMPACT
As no funds have been allocated for Dinsmoor House improvements, City Council must
appropriate funds in the amount of $83,500 from the undesignated fund balance for the
project. However, a portion of those funds would include the $55,342.14 received by the
City in 2008 as claims for damages to the property. Those funds are part of the
undesignated fund balance.
