PKC - Item 3C - Park Amenitites Potential Civic Center Project ROSEMEAD PARKS COMMISSION MEMORANDUM TO: THE HONORABLE CHAIR AND PARKS COMMISSION FROM: TOM BOECKING, DIRECTOR OF PARKS AND RECREATION DATE: JULY 7, 2026 SUBJECT: DISCUSSION OF POTENTIAL CIVIC CENTER AMENITIES SUMMARY The purpose of this agenda item is to obtain feedback from the Parks Commission regarding the types of park, recreational, environmental, and educational amenities that should be considered as part of a potential future Civic Center. The Commission's input will help identify community priorities and guide future planning efforts to create a welcoming, accessible, and multi- functional public space that serves residents of all ages. DISCUSSION The City continues to evaluate long-term opportunities to enhance public facilities and community gathering spaces. As part of these discussions, the concept of a future Civic Center has been identified as an opportunity to create a centrally located destination that not only provides municipal services but also serves as a vibrant community space. Because parks and recreation amenities play an important role in promoting health, wellness, community engagement, and quality of life, staff is seeking input from the Parks Commission regarding the recreational features that should be considered if the City pursues development of a future Civic Center. The Commission's feedback will assist staff in identifying community priorities and developing future conceptual plans. A Civic Center provides an opportunity to integrate civic functions with recreational and public open spaces that are accessible to residents of all ages and abilities. Amenities could support passive recreation, active recreation, community events, cultural programming, and environmental sustainability. Potential amenities for discussion include, but are not limited to: • Community gathering plaza for special events and civic celebrations • Open lawn areas for informal recreation and community activities • Children's playground with inclusive and accessible play features Parks Commission Meeting July 7, 2026 Page 2 of 2 • Outdoor performance stage or amphitheater • Walking paths and landscaped gardens • Public art installations • Picnic shelters and seating areas • Outdoor fitness equipment • Shade structures throughout the site • Multi-purpose event space • Dog-friendly amenities • Community garden • Outdoor game areas (chess tables, table tennis, cornhole, etc.) • Bicycle parking and connectivity to existing trails and sidewalks • Sustainable landscaping and drought-tolerant demonstration gardens • Botanical Garden • Nature interpretation trail with educational signage • Multi-purpose classroom for environmental workshops • Teaching kitchen for nutrition and healthy cooking classes • Makerspace for STEAM education and creative programming • Flexible meeting rooms for community organizations • Environmental education center or exhibit room • Volunteer headquarters for community clean-up and stewardship programs • Youth leadership and civic engagement space • Senior lifelong learning classroom • Community demonstration plaza for workshops and public presentations STAFF RECOMMENDATION Staff requests that the Parks Commission provide feedback regarding desired park and recreation amenities for a potential Civic Center development.
