ROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: MARCH 9, 2010. SUBJECT: WHITMORE STREET RESURFACING PROJECT -AWARD OF CONTRACT SUMMARY As part of the City's Fiscal Year 2009-10 Capital Improvement Program, the City Council approved the "Residential Street Resurfacing Project," which consists of the rehabilitation of various streets within the City. The project includes the rehabilitation of Whitmore Street from Del Mar Avenue to the Alhambra Wash. Funding for this project is available through the American Recovery and Reinvestment Act of 2009 - Community Development Block Grant program (ARRA 2009, CDBG). Community Development Block Grant (CDBG) regulations 'require that funds be spent on specific project types and in specific target areas. This project meets the CDBG requirements. This project is in conformance with the City's Strategic Plan Goal 1: "Beautify community infrastructure and improve public facilities" and Strategy 1: "Enhance public right-of-way with attractive and environmentally sensitive landscaping and hardscaping". The project also conforms to Goal 2: "Enhance public safety and quality of life" and Strategy 8: "Take proactive measures to prevent crime, promote safety, and improve perceptions of Rosemead". Staff Recommendation It is recommended that the City Council: 1. Approve plans and specifications for this improvement project; 2. Authorize the City Manager to enter into a contract with Sully Miller Contracting Company for the construction of the Whitmore Street Resurfacing Project in the amount of $220,066; and 3. Establish an amount of up to $22,000 (10%) as contingencies to cover the cost of any potential and additional unforeseen construction work. ITEM NO. Paae 2 of 3 DISCUSSION Background According to the City of Rosemead Pavement Management Program report from 2009, Whitmore Street from Del Mar Avenue to the Alhambra Wash (approximately 500 feet west of San Gabriel Boulevard) has a Pavement Condition Index (PCI) of 37. The Pavement Management Program identifies and evaluates pavement conditions and rates the pavement quality from 0 (worst) to 100 (best). According to this report, this portion of Whitmore Street is listed as one of the worst in the City. The proposed project includes grinding the existing asphalt pavement, the placement of 3-inch thick rubberized asphalt pavement and the construction of new sidewalk. Additionally, In response to resident concerns, staff has included the installation of new landscaping, irrigation, and fencing to beautify the area and improve neighborhood safety at the end of the cul-de-sac (adjacent to the Alhambra Wash). This area is currently a barren parcel with a walkway that leads over the Alhambra Wash. Trash and graffiti are a common problem for this area. El Monte, CA $ 198,673.25 $225,908.50 3 Excel Pavement Long Beach, CA $ 206,361.00 $247,721.00 Staff has reviewed the bid documents for completeness and checked the contractor's background and recent projects to assess competency. Staff has concluded that Sully Miller Contracting is the lowest responsible bidder for this project. Sully-Miller Contracting has satisfactorily completed similar projects for other public agencies, including the City of Arcadia, the City of Bell and City of Cudahy. Sully Miller Contracting also satisfactorily completed the Residential Resurfacing Project for the City of Rosemead in summer of 2009. The bid submitted by Sully Miller Contracting, Co. in the amount of $220,066 was approximately 12% below the Engineer's estimate of $250,000 for this project (including the addition of Alternates 1 & 4). Alternate 1 includes landscaping improvements at the end of the cul-de-sac (adjacent to the Alhambra Wash). Alternate 4 includes curb address painting at each property to enhance public safety and emergency response. Alternates 3 and 4 were not included in this contract due to funding constraints. Pace 3 of 3 Timeline If directed to move forward, staff will work to advertise and complete this project according to the following schedule: March 9th - CitV Council Awards Contract April 1st - April 30th - Tentative Construction Period May 15th - Tentative Project Completion May 20th, 2010 - Tentative Notice of Completion by City Engineer FINANCIAL REVIEW The total appropriation needed to award this contract is $242,066.00 which includes contingencies of 10% ($22,000) of the contract cost for possible unforeseen construction work that may be required. Funding for this project is included in the City's Fiscal Year 2009-10 Capital Improvement Program Budget, as part of the Residential Street Resurfacing Project, funded through the American Recovery and Reinvestment Act of 2009 - Community Development Block Grant program (ARRA 2009, CDBG). ENVIRONMENTAL REVIEW The project is categorically exempt (CEQA) pursuant to Section 15304 exemption covers projects involving significant effect on the environment. Additionally, in response to resident concerns at the end of the cul-de-sac (adjacent to the Alhambra Wash), staff has included the installation of new landscaping, irrigation, and fencing to beautify the area and improve neighborhood safety. This area is currently a barren parcel with a walkway that leads over the Alhambra Wash. Trash and graffiti are a common problem for this parcel. The Engineer's Estimate for this project is $200,000. It should be noted that this resurfacing project will be the first of a two-phase approach to resurfacing Whitmore Street. Phase II of this project will include resurfacing Whitmore from San Gabriel Boulevard to the Alhambra Wash. Staff anticipates that funding will be available for this future phase of the project next fiscal year.
