Crossing Guard Review for the Intersection at Dorothy Street & Brighton Street, for the Duff Language Magnet Academy SUMMARY The City of Rosemead received a request regarding the addition of an adult crossing guard for the Duff Language Magnet Academy, at the intersection at Dorothy Street and Brighton Street. The request reported concerned for students and residents in the community crossing the intersection at Dorothy Street and Brighton Street and asked that improvements be installed in the area. This intersection is stop controlled for southbound, and there are existing crosswalks at the north leg and west leg of the intersection. In response to this request and on behalf of the City, engineering staff has completed a traffic review of this intersection at Dorothy Street and Brighton Street. The traffic review included a review of existing conditions, 3 -years of available collision data, Average Daily Traffic (ADT) counts, 24-hour speed survey, Turning Movement Counts, Pedestrian Movement Counts, and field observations at the intersection. After a thorough review of existing traffic conditions and per the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), based on the traffic review and engineering judgement, it was determined that the intersection of Dorothy Street and Brighton Street would benefit from the installation of traffic devices at the intersection, to improve the overall visibility along Dorothy Street at Brighton Street. It was also determined that based on engineering judgment, as well as observations and counts gathered during the field review, a crossing guard is recommended for Dorothy Street and Brighton Street. CEQA: Not subject to the California Environmental Quality Act. STAFF RECOMMENDATION Staff recommends that the Traffic Commission recommend the following actions: ROSEMEAD TRAFFIC COMMISSION MEETING August 6, 2026 Page 3 of 3 1. INSTALL CROSSING GUARD: Install a Crossing Guard at the northwest corner of the intersection of Dorothy Street and Brighton Street for students crossing the north leg and west leg of the intersection, adjacent to Duff Language Magnet Academy. The installation of a crossing guard at the intersection will help student age pedestrians cross the street along Dorothy Street, as well as along Brighton Street, during student drop off and pickup times from the school. 2. REFRESH CROSSWALKS: Refresh the existing crosswalks at the north leg and west leg of the intersection of Dorothy Street and Brighton Street, to improve the overall visibility for vehicles and pedestrians at the intersection. 3. All-Way Stop Requests for the Intersections of Graves Avenue at Gladys Avenue & Graves Avenue at Charlotte Avenue Associate Engineer Richter provided a brief description of the item and presented a PowerPoint presentation of the studies that were conducted. Associate Engineer Richter explained that the City received a request to review the intersections of Graves Avenue at Charlotte Avenue and Graves Avenue at Gladys Avenue, to determine if the intersections qualify for the installation of an all-way stop. The request is to implement traffic calming measures along this segment of Graves Avenue, due to concerns of speeding vehicles observed along the street. The resident expressed concern for other drivers and pedestrians in the area. In response to this request, and on behalf of the City, engineering staff has completed a traffic review at the subject intersections. The traffic review included a review of existing conditions of the segment, 3-years of available collision data, Average Daily Traffic (ADT) 1. PUBLIC COMMENTS 2. CONSENT CALENDAR 3. After a thorough review of existing traffic conditions and per the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), based on the traffic review and engineering judgement, the segment of Graves Avenue between San Gabriel Boulevard and Angelus Avenue was found to qualify for the installation of additional traffic calming measures. Vice-Chair Nguyen asked about the potential ramifications if the City were to install a four-way stop at either Gladys Ave or Charlotte Ave. Associate Engineer Richter responded that, because the locations do not meet the required engineering warrants, the City could face liability in the event of an accident if a stop sign were installed contrary to the traffic data and engineering recommendations. Commissioner Trieu asked whether a crosswalk crossing Graves Ave at either Gladys Ave or Charlotte Ave had been considered. Associate Engineer Richter asked for clarification regarding the proposed crosswalk location. Commissioner Trieu clarified that he was referring to crosswalks along Graves Ave at the mid-block locations near Gladys Ave and Charlotte Ave. Associate Engineer Richter replied that a mid-block crosswalk at those locations would likely not be recommended based on the current traffic volumes and pedestrian counts. She explained that such requests require additional review and must meet state standards, which typically include a significant number of pedestrian crossings. Based on the preliminary counts collected, there were not enough students crossing to meet those criteria. She further noted that mid-block crosswalks require sufficient visibility for approaching vehicles. One concern at this location is the slight downhill grade and curve along the west side of Graves Ave near San Gabriel Blvd. Vehicles traveling downhill may not have adequate time to react to a crosswalk located mid-block. While the City could further evaluate the request, it would not currently be recommended based on the available information. Commissioner Trieu agreed, however, he expressed that additional monitoring or potential improvements may still be beneficial, as drivers traveling eastbound or westbound on Graves Ave may be more inclined to speed when there are no stop signs present. Chair Drange does not think crosswalks would be beneficial at that location. He asked if there was a crosswalk crossing Graves Ave at Angelus Ave. Associate Engineer Richter confirmed there is an existing crosswalk at Graves Aves and Angelus Ave on the west leg and north leg. She added that there is a crossing guard near the school as well. Commissioner Tran asked if there are alternative solutions to help slow down vehicles. Associate Engineer Richter discussed several potential measures to address the concern, including the installation of rumble strips. She noted that the speed survey did not indicate a significant speeding issue, with the 85th percentile speed recorded at 32 mph compared to the posted speed limit of 25 mph. As an initial measure, she recommended installing additional speed limit signs and monitoring conditions. Staff Rosemead Traffic Commission Meeting Minutes of April 2, 2026 Page 3 of 4 could revisit the location approximately six months after installation to evaluate the effectiveness of the signage and determine whether additional traffic calming measures are warranted. Chair Drange asked if there are any existing speed limit signs. Associate Engineer Richter replied there are no existing speed limit signs. Commissioner Tran mentioned AB 413 and asked if that was something considered. Associate Engineer Richter stated that extending the red curb was considered. Because the location is adjacent to a fire hydrant, the red curb could be extended to 20 feet as part of routine maintenance. She noted that extending red curbs at every intersection under the new legislation would significantly increase red curb markings throughout the City. The decision to extend the red curb at this location would ultimately be at the City's discretion. Commissioner Tran made a motion, seconded by Vice-Chair Nguyen, to approve staff recommendations, and revisit this item in six months to evaluate its effectiveness and determine whether any additional measures are warranted. Vote resulted in: Yes: Drange, Nguyen, Lang, Tran, Trieu No: None Abstain: None Absent: None Director of Public Works Gutierrez stated that invitations had been sent to both the Traffic Commission and Beautification Commission for a joint special meeting regarding a project that requires input from both commissions. City Engineer Basilyous explained that the City is undertaking a roadway improvement project along Walnut Grove Avenue and Valley Boulevard, which includes street resurfacing, ADA curb ramps, sidewalks, and other infrastructure improvements. As part of the project, the City is also conducting feasibility studies for bike lanes and raised medians. The City Council approved the project for design and directed staff to present the completed feasibility studies to the Traffic Commission and Beautification Commission for review and feedback. Chair Drange asked whether the joint meeting would be agendized with a quorum of both commissions or held for informational purposes only. Director of Public Works Gutierrez responded that the meeting structure has not yet been finalized but confirmed it will be a joint meeting with both commissions in attendance. He then asked the commissioners to provide their availability, and the Commission agreed that either April 29 or April 30 would work for the meeting. None 4. MATTERS FROM STAFF 5. City Traffic Commission Meeting August 6, 2026 Page 2 of 5 Existing Conditions: Dorothy Street runs east and west, and is considered a local road per the California Road Functional Classification by Caltrans. Dorothy Street has a posted speed limit of 25 MPH. Dorothy Street is approximately 38-feet wide, with one lane of travel in each direction and a no marked center line. Along Dorothy Street at the intersection with Brighton Street, the street width narrows with a bulb out at the west leg crosswalk area to 28-feet wide, and a double yellow line is marked for approximately 50-feet on either side of the intersection on Dorothy Street. Parking along the north and south side of Dorothy Street is allowed, except where the curbs are marked red and on Mondays between 6AM-7AM. This segment of Dorothy Street runs parallel to single-family residential homes, and a commercial area on the north side of the street. On the south side of Dorothy Street, the street segment runs parallel to the Duff Language Magnet Academy, Garvey Park, and a commercial area. There area yellow ladder crosswalks marked on the west leg and north leg of the intersection at Dorothy Street and Brighton Street. At the west leg of the intersection along Dorothy Street, there are pedestrian crossing signs and down arrows adjacent to the crosswalk. Brighton Street runs north and south, and is considered a local road per the California Road Systems May by Caltrans. Brighton Street has a prima facie speed limit of 25 MPH. Brighton Street is approximately 40-feet wide, with one lane in each direction and has no marked centerline. Parking is available on the east and west side of Brighton Street, except where the curb is marked red and during street sweeping times on Mondays between 10AM-2PM. This segment of Brighton Street north of the intersection with Dorothy Street is adjacent to single-family residential homes located on both sides of the street. There are yellow ladder crosswalks marked on the north leg and west leg of the intersection of Brighton Street at Dorothy Street. Duff Language Magnet Academy is located along Dorothy Street. Duff Language Magnet Academy is a public elementary school within the Garvey School District and serves an average of 335 students in grades kindergarten through sixth grade. The regular bell schedules for students at Duff Language Magnet Academy are as follows: Monday through Friday – Start time: 8:20am for all students, End time: 2:35pm for all students; Wednesdays early dismissal at 1:35pm for all students. There are existing yellow ladder crosswalks at the intersection of Dorothy Street and Brighton Street at the west leg, which has school signage, and at the north leg of the intersection, at the school frontage of Duff Language Magnet Academy. BACKGROUND INFORMATION: This location of Dorothy Street at Brighton Street, adjacent to the Duff Language Magnet Academy, was previously reviewed in 2023 to review a request for a crossing guard to be installed adjacent to the school. At the time of the initial review, the Duff Language Magnet City Traffic Commission Meeting August 6, 2026 Page 3 of 5 Academy served approximately 215 students in grades K-4. Vehicle and pedestrian counts data was collected along the segment of Dorothy Street, as well as at the intersection of Dorothy Street and Brighton Street, to determine the number of vehicles and pedestrians traveling through the area. At the time, the location did not meet the requirements for a crossing guard to be placed at the intersection of Dorothy Street and Brighton Street, based on the criteria from the CAMUTCD. In 2023, was determined that there was not enough pedestrian and vehicular activity at the subject location to warrant a crossing guard to be placed at the intersection. However, at the time of the initial review, the Duff Language Magnet Academy was in the process of expanding the student population and grade levels, from K-4th Grade to K-6th Grade. The student body was expected to expand by two grade levels for the Fall 2025/Spring 2026 academic school year. It was determined that a secondary review be completed for Fall 2025/Spring 2026, after the school added two grades to the student population. Currently, the Duff Language Magnet Academy serves approximately 335 students in grades K- 6th Grade, which higher than the approximate 215 students in grades K-4th Grade served in the Fall 2022/Spring 2023 academic school year. The data collected from the previous review was compared to the new data in the current review, and it was determined that there are higher number of pedestrians and vehicles traveling through this area. This is based on the counts collected during the 2025/2026 academic school year, as compared to the previous counts from the 2022/2023 academic school year. Given the higher number of students attending the school, due to the expansion of grades added to the Duff Language Magnet Academy, a crossing guard would facilitate student crossings at the intersection of Dorothy Street and Brighton Street. Following the most recent review completed for the Duff Language Magnet Academy, it was determined that based on engineering judgement, a crossing guard may be placed at the intersection of Dorothy Street and Brighton Street. Given the higher number of students attending the school, due to the expansion of grades added to the Duff Language Magnet Academy, a crossing guard would facilitate student crossings at the intersection of Dorothy Street and Brighton Street. Based on the crossing guard criteria from the CAMUTCD and breakdown table shown in the Traffic Report (Attachment A), it can be determined that this intersection of Dorothy Street and Brighton Street, although does not meet both hours with 40 school age pedestrians, would benefit from a crossing guard. It is our recommendation that a crossing guard would benefit this intersection by providing an additional safety measure for parents to allow students to cross, as well as increase the number of students using the marked crosswalks by allowing students to cross the west leg of the intersection during the heavier traffic times of student drop off/pickup along Dorothy Street. City Traffic Commission Meeting August 6, 2026 Page 4 of 5 STAFF RECOMMENDATION After a thorough review of existing traffic conditions and per the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), based on the traffic review and engineering judgement, it was determined that the intersection of Dorothy Street and Brighton Street would benefit from the installation of traffic devices at the intersection, to improve the overall visibility along Dorothy Street at Brighton Street. It was also determined that based on engineering judgment, as well as observations and counts gathered during the field review, a crossing guard is recommended for Dorothy Street and Brighton Street. The Duff Language Magnet Academy may also consider the addition of educational pamphlets and/or community outreach programs to the parents and students of Duff Language Magnet Academy, regarding the placement of a crossing guard at the intersection of Dorothy Street and Brighton Street. Based on the field observations completed at the school, there were several instances of adults and students crossing the street midblock both east and west of the subject intersection. The school may consider providing educational tools on using the crosswalk with the crossing guard, and reduce the number of midblock crossings where there is vehicular traffic along Dorothy Street. It is important to note that some improvements were installed along this area of Dorothy Street and Brighton Street following the first review of this area in the Fall 2022/Spring 2023 school year. This included pedestrian crossing signage with downward facing arrows at the west leg of the intersection along Dorothy Street at Brighton Street, as well as some added school signage. Some additional improvements are recommended to improve the overall visibility at the intersection of Dorothy Street and Brighton Street. Please refer to the Installation Exhibit in Attachment A for a conceptual exhibit representation of the proposed recommendations. These improvements include: 1. At the west leg of the intersection along Dorothy Street, there are pedestrian crossing signs and down arrows adjacent to the crosswalk. Brighton Street – Within the City of Rosemead, Brighton Street runs north and south, and is considered a local road per the California Road Systems May by Caltrans. Brighton Street has a prima facie speed limit of 25 MPH. Brighton Street is approximately 40-feet wide, with one lane in each direction and has no marked centerline. Parking is available on the east and west side of Brighton Street, except where the curb is marked red and during street sweeping times on Mondays between 10AM-2PM. This segment of Brighton Street north of the intersection with Dorothy Street is adjacent to single-family residential homes located on both sides of the street. There are yellow ladder crosswalks marked on the north leg and west leg of the intersection of Brighton Street at Dorothy Street. Duff Language Magney Academy – Within the City of Rosemead, Duff Language Magnet Academy is located along Dorothy Street. Duff Language Magnet Academy is a public elementary school within the Garvey School District and serves an average of 335 students in grades kindergarten through sixth grade.1 The regular bell schedules for students at Duff Language Magnet Academy are as follows: Monday through Friday – Start time: 8:20am for all students, End time: 2:35pm for all students; Wednesdays early dismissal at 1:35pm for all students. There are existing yellow ladder crosswalks at the intersection of Dorothy Street and Brighton Street at the west leg, which has school signage, and at the north leg of the intersection, at the school frontage of Duff Language Magnet Academy. SPEED SURVEY In order to assess the speed at which vehicles are traveling along Dorothy Street and Brighton Street, speed samples were taken. A 24-hour speed samples were taken on October 2, 2025, along Dorothy Street east of Brighton Street, Dorothy Street west of Brighton Street, and Brighton Street north of Dorothy Street. The 85th percentile speed of northbound and southbound vehicles along Dorothy Street east of Brighton Street is 26 MPH. This translates to mean that 85 percent of the vehicles sampled, eastbound and westbound vehicles are traveling at 26 MPH or below, which is slightly above the posted speed limit of 25 MPH. PEAK HOUR INTERSECTION TURNING MOVEMENT COUNTS To determine what type of turning movements are encountered at the intersection of Dorothy Street and Brighton Street, a peak hour intersection turning movement count and pedestrian count was taken at this intersection during the hours of 7-9 AM, 1-3 PM and 4-6 PM on Thursday, October 2, 2025. The counts were taken while school was in session. Figures 4, 5, and 6 represent the highest peak 1 hour of vehicles at the intersection during each count time. Please refer to Attachment 3 at the end of the report for the count sheet. Figure 4 shows the highest one-hour traffic volume during the AM peak hours of 7:00-9:00 AM. The peak hour volume for the AM Peak was 7:30- 8:30 AM at the intersection of Dorothy Street and Brighton Street and corresponds with the school drop off time for Duff Language Magnet Academy. Figure 5 shows the highest one-hour traffic volume during the Afternoon peak hours of 1:00-3:00 PM. The peak one hour was between the Afternoon hour of 14:00-15:00 (2:00-3:00 PM) at the intersection of Dorothy Street and Brighton Street. This corresponds to school pick up time at Duff Language Magnet Academy. Figure 6 shows the highest one-hour traffic volume during the PM peak hours of 16:00-18:00 PM. The peak one hour was between the PM Peak hours of 17:00-18:00 (5:00-6:00PM) at the intersection of Dorothy Street and Brighton Street. The pedestrian counts tally the number of pedestrians in each leg of the intersection during the count times of 7-9AM, 1-3PM, and 4-6PM (typical commute periods). Each hour is shown in Table 4. The west and east leg counts reflect pedestrians crossing Dorothy Street at Brighton Street. As mentioned above there are existing crosswalks located at the west leg and north leg of the intersection of Dorothy Street and Brighton Street. The total number of pedestrians crossing per hour are shown in the table above. Peak hour pedestrian counts were also taken on Tuesday, June 2, 2026, during the student drop off and pickup times to determine how many pedestrians are crossing Dorothy Street and Brighton Street. The pedestrian counts tally the number of pedestrians in each leg of the intersection during the count times of 7-9AM and 1-3PM. Each hour is shown in Table 5. The west and east leg counts reflect pedestrians crossing Dorothy Street at Brighton Street. Refer to Attachment 4 at the end of the report for the count sheet. In order to ensure that the counts were completed before school was out for the summer break, the critical times of 7AM-9AM and 1PM-3PM were focused on for data collection, to reflect the drop off and pickup times for students. The total number of pedestrians crossing per hour are shown in the table above. As part of the review for pedestrians crossing at the intersection of Dorothy Street and Brighton Street, an in-person observation as well as pedestrian count was carried out on Tuesday, June 2, 2026, during school drop off and pickup times for the Duff Language Magnet Academy. This included observing pedestrian movements at and around the intersection of Dorothy Street at Brighton Street, as well as collecting data at the subject intersection. The pedestrian counts shown in Table 6 tally the number of adult and school age pedestrians in each leg of the intersection in the morning between 7:45-8:45AM during school drop off, and in the afternoon between 2:00-3:00PM during school pickup. The count was divided into 15-minute increments in the table below (Table 6). CROSSING GUARD REVIEW FOR DOROTHY STREET AND BRIGHTON STREET CITY OF ROSEMEAD Prepared By: Transtech Engineers, Inc. | Page 12 of 32 FIELD OBSERVATIONS AT BRIGHTON STREET AND DOROTHY STREET An observation was completed in the morning and afternoon on Tuesday, June 2, 2026, at the intersection of Dorothy Street and Brighton Street, located north of Duff Language Magnet Academy, an elementary school in the City of Rosemead. The observations were conducted during school drop off and pickup times for Duff Language Magnet Academy students, to determine if there is a need for a crossing guard to be installed at the intersection of Dorothy Street and Brighton Street. During the field review, vehicular traffic movements were observed along Dorothy Street and Brighton Street during the morning and afternoon drop off and pickup times for students. It was determined that there was more traffic during the morning in this area, due to the number of students being dropped off at school. A backup of cars was observed along Dorothy Street for westbound traffic on the south side of the street, as vehicles would queue along the curb on Dorothy Street to drop off students. The majority of pedestrians used the marked crosswalks at the intersection of Dorothy Street and Brighton Street when crossing the street, however some parents and students would cross the street midblock along Dorothy Street between Del Mar Avenue and Brighton Street. The peak time for traffic along Dorothy Street and Brighton Street was for approximately 10 minutes before the school started at 8:20AM. It was also observed that some parents would park in the parking spaces along the south side of Dorothy Street in front of Garvey Park during student drop off and pickup, and walk their students to and from the school entrance along the south side of the street on the sidewalk. It was also observed that some drivers would stop in the middle of the street (double parking) along Dorothy Street, to drop off or pickup students during school drop off/pickup times. It was determined that most pedestrians used the crosswalk at the west leg of Dorothy Street and Brighton Street. The students using the crosswalk were elementary school age. Southbound vehicles (BLUE) queue to drop off students, and turn right from Brighton Street onto Dorothy Street, during school drop off/pickup times. Duff Language Magnet Academy Garvey Park It was determined that some drivers would park in the Garvey Park parking spaces during student drop off/pickup, and students would walk along the sidewalk to reach Duff Language Magnet Academy. Eastbound vehicles (ORANGE) travel along Dorothy Street and queue on the south side of the street during student drop off/pickup times. The travel lane area narrows at the intersection, and vehicles queuing on the south side of Dorothy Street must merge to one lane of travel at the intersection. Brighton St CROSSING GUARD REVIEW FOR DOROTHY STREET AND BRIGHTON STREET CITY OF ROSEMEAD Prepared By: Transtech Engineers, Inc. | Page 15 of 32 CRITERIA FOR DETERMINING IF A CROSSING GUARD IS WARRANTED The City of Rosemead received a request to review the intersection of Dorothy Street and Brighton Street and determine if the installation of a crossing guard is warranted. The intersection of Dorothy Street and Brighton Street is located north of Duff Language Magnet Academy. The intersection at Dorothy Street and Brighton Street is stop controlled for southbound traffic, and has marked yellow ladder crosswalks on the north leg and west leg of the intersection. There is an uncontrolled pedestrian crosswalk at the west leg of the intersection. Duff Language Magnet Academy serves students in grades K-6. As a result of the initial request, the City commissioned a Traffic Engineering study to assess existing conditions as well as determine if a crossing guard is warranted. All Engineering studies and recommendations follow the guidelines found in the CAMUTCD (California Manual on Uniform Traffic Control Devices) and the California Vehicle Code. Following engineering standards assures that all devices or measures placed in or on public streets have a universal meaning and all drivers understand and can anticipate where signs or striping may be placed. This is also true in regard to the criteria for Adult Crossing Guards. This traffic study is based on the guidelines found in the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and based on engineering judgement from a detailed traffic study. Criteria for Adult Crossing Guards Adult Crossing Guards normally are assigned where official supervision of school pedestrians is desirable while they cross a public highway, and at least 40 school pedestrians for each of any two hours (not necessarily consecutive) daily use the crossing while going to or from school. Table 6 outlines the criteria and findings. As found in the CAMUTCD 7D.02 the following guidelines are provided. Adult crossing guards may be used under the following conditions: 1. Adult Crossing Guards normally are assigned where official supervision of school pedestrians is desirable while they cross a public highway, and at least 40 school pedestrians for each of any two hours (not necessarily consecutive) daily use the crossing while going to or from school. 2. At uncontrolled crossings where there is no alternate controlled crossing within 600 feet; and a. In urban areas where the vehicular traffic volume exceeds 350 during each of any two hours (not necessarily consecutive) in which 40 or more school pedestrians cross daily while going to or from school; or b. Whenever the critical (85th percentile) approach speed exceeds 40 mph, the guidelines for rural areas should be applied. 3. It is our recommendation that a crossing guard would benefit this intersection by providing an additional safety measure for parents to allow students to cross, as well as increase the number of students using the marked crosswalks by allowing students to cross the west leg of the intersection during the heavier traffic times of student drop off/pickup along Dorothy Street. Where justified through analysis of the operations of the intersection N/A N/A CROSSING GUARD REVIEW FOR DOROTHY STREET AND BRIGHTON STREET CITY OF ROSEMEAD Prepared By: Transtech Engineers, Inc. | Page 17 of 32 BACKGROUND INFORMATION: This location of Dorothy Street at Brighton Street, adjacent to the Duff Language Magnet Academy, was previously reviewed in 2023 to review a request for a crossing guard to be installed adjacent to the school. At the time of the initial review, the Duff Language Magnet Academy served approximately 215 students in grades K-4. Vehicle and pedestrian counts data was collected along the segment of Dorothy Street, as well as at the intersection of Dorothy Street and Brighton Street, to determine the number of vehicles and pedestrians traveling through the area. At the time, the location did not meet the requirements for a crossing guard to be placed at the intersection of Dorothy Street and Brighton Street, based on the criteria from the CAMUTCD. In 2023, it was determined that there was not enough pedestrian and vehicular activity at the subject location to warrant a crossing guard to be placed at the intersection. However, at the time of the initial review, the Duff Language Magnet Academy was in the process of expanding the student population and grade levels, from K-4th Grade to K-6th Grade. The student body was expected to expand by two grade levels for the Fall 2025/Spring 2026 academic school year. It was determined that a secondary review be completed for Fall 2025/Spring 2026, after the school added two grades to the student population. Currently, the Duff Language Magnet Academy serves approximately 335 students in grades K-6th Grade, which higher than the approximate 215 students in grades K-4th Grade served in the Fall 2022/Spring 2023 academic school year. The data collected from the previous review was compared to the new data in the current review, and it was determined that there are higher number of pedestrians and vehicles traveling through this area. This is based on the counts collected during the 2025/2026 academic school year, as compared to the previous counts from the 2022/2023 academic school year. Given the higher number of students attending the school, due to the expansion of grades added to the Duff Language Magnet Academy, a crossing guard would facilitate student crossings at the intersection of Dorothy Street and Brighton Street. RECOMMENDATIONS After a thorough review of existing traffic conditions and per the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), based on the traffic review and engineering judgement, it was determined that the intersection of Dorothy Street and Brighton Street would benefit from the installation of traffic devices at the intersection, to improve the overall visibility along Dorothy Street at Brighton Street. It was also determined that based on the existing conditions and vehicle counts along Dorothy Street and Brighton Street, the requirements for the installation of a crossing guard were met. At this time, a crossing guard is recommended for Dorothy Street and Brighton Street. The Duff Language Magnet Academy may also consider the addition of educational pamphlets and/or community outreach programs to the parents and students of Duff Language Magnet Academy, regarding the placement of a crossing guard at the intersection of Dorothy Street and Brighton Street. Based on the field observations completed at the school, there were several instances of adults and students crossing the street midblock both east and west of the subject intersection. The school may consider providing educational tools on using the crosswalk with the crossing guard, and reduce the number of midblock crossings where there is vehicular traffic along Dorothy Street. This included pedestrian crossing signage with downward facing arrows at the west leg of the intersection along Dorothy Street at Brighton Street, as well as some added school signage. Some additional improvements are recommended to improve the overall visibility at the intersection of Dorothy Street and Brighton Street. Please refer to the Recommendations below for a visual demonstration of the proposed conditions. 1. INSTALL CROSSING GUARD: Install a Crossing Guard at the northwest corner of the intersection of Dorothy Street and Brighton Street for students crossing the north leg and west leg of the intersection, adjacent to Duff Language Magnet Academy. The installation of a crossing guard at the intersection will help student age pedestrians cross the street along Dorothy Street, as well as along Brighton Street, during student drop off and pickup times from the school. 2. REFRESH CROSSWALKS: Refresh the existing crosswalks at the north leg and west leg of the intersection of Dorothy Street and Brighton Street, to improve the overall visibility for vehicles and pedestrians at the intersection. 3. REPLACE MISSING RPMS AT CROSSWALKS: Replace missing RPMS at crosswalks on north leg and west leg of the intersection of Dorothy Street and Brighton Street.
