Approval of Minutes for April 2, 2026, Traffic Commission Meeting CEQA: Not subject to the California Environmental Quality Act. 3. NEW BUSINESS A. Crossing Guard Review for the Intersection at Dorothy Street & Brighton Street, for the Duff Language Magnet Academy SUMMARY The City of Rosemead received a request regarding the addition of an adult crossing guard for the Duff Language Magnet Academy, at the intersection at Dorothy Street and Brighton Street. The request reported concerned for students and residents in the community crossing the intersection at Dorothy Street and Brighton Street and asked that improvements be installed in the area. This intersection is stop controlled for southbound, and there are existing crosswalks at the north leg and west leg of the intersection. In response to this request and on behalf of the City, engineering staff has completed a traffic review of this intersection at Dorothy Street and Brighton Street. The traffic review included a review of existing conditions, 3 -years of available collision data, Average Daily Traffic (ADT) counts, 24-hour speed survey, Turning Movement Counts, Pedestrian Movement Counts, and field observations at the intersection. After a thorough review of existing traffic conditions and per the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), based on the traffic review and engineering judgement, it was determined that the intersection of Dorothy Street and Brighton Street would benefit from the installation of traffic devices at the intersection, to improve the overall visibility along Dorothy Street at Brighton Street. It was also determined that based on engineering judgment, as well as observations and counts gathered during the field review, a crossing guard is recommended for Dorothy Street and Brighton Street. CEQA: Not subject to the California Environmental Quality Act. STAFF RECOMMENDATION Staff recommends that the Traffic Commission recommend the following actions: ROSEMEAD TRAFFIC COMMISSION MEETING August 6, 2026 Page 3 of 3 1. INSTALL CROSSING GUARD: Install a Crossing Guard at the northwest corner of the intersection of Dorothy Street and Brighton Street for students crossing the north leg and west leg of the intersection, adjacent to Duff Language Magnet Academy. The installation of a crossing guard at the intersection will help student age pedestrians cross the street along Dorothy Street, as well as along Brighton Street, during student drop off and pickup times from the school. 2. REFRESH CROSSWALKS: Refresh the existing crosswalks at the north leg and west leg of the intersection of Dorothy Street and Brighton Street, to improve the overall visibility for vehicles and pedestrians at the intersection. 3. REPLACE MISSING RPMS AT CROSSWALKS: Replace missing RPMS at the crosswalk on north leg and west leg of the intersection of Dorothy Street and Brighton Street. 4. MATTERS FROM STAFF None 5.
