SUBJECT: DISCUSSION OF POTENTIAL CIVIC CENTER AMENITIES AND
PRIORITIZATION
SUMMARY
The purpose of this agenda item is to obtain feedback from the Parks Commission regarding the
types of park, recreational, environmental, and educational amenities that should be considered
as part of a potential future Civic Center development. The City Council has requested that the
Parks Commission review and prioritize a list of desired amenities to help guide the planning and
design of the future project site. The Commission's recommendations will assist in identifying
features that best reflect the community's needs and long-term vision for the Civic Center.
DISCUSSION
On July 7, 2026, the Parks Commission held a discussion regarding potential amenities that
could be incorporated into a future Civic Center development. Commissioners identified a
variety of park, recreational, environmental, and educational features that would help create a
welcoming, sustainable, accessible, and multi-functional public space for the community.
At the July 14, 2026, City Council meeting, staff presented the Parks Commission's
recommendations to the City Council. Following the presentation, the City Council requested
that the Parks Commission further refine its recommendations by identifying and prioritizing the
amenities it believes are most important for inclusion in the future Civic Center project.
The amenities identified by the Parks Commission include:
• Public art installations, including a community mural with opportunities for local artists.
• Picnic shelters and shaded seating areas for families, gatherings, and community events.
• Dog-friendly spaces and amenities.
• Walking paths and trails that encourage outdoor recreation and connectivity.
• Native and drought-tolerant landscaping, including demonstration gardens, botanical
gardens, and rain gardens.

• Educational signage highlighting environmental features, sustainability, and local
ecology.
• Community information boards to promote City programs, events, and activities.
• Outdoor fitness equipment to encourage healthy lifestyles.
• An amphitheater for civic events, performances, concerts, and other community
programming.
• Open lawn and flexible event spaces for festivals, Concerts in the Park, Movies in the
Park, and similar community events.
• Bicycle-friendly amenities, including:
• Additional bicycle racks and lockers.
• Secure bicycle parking.
• Electric bicycle charging and storage areas.
• Bicycle-friendly connections to surrounding neighborhoods.
• Solar panels and other sustainable design features to reduce energy costs and promote
environmental stewardship.
• A rooftop gathering space with outdoor seating and the potential for a café.
• Universal accessibility features to ensure equitable access for residents of all ages and
abilities, including seniors, children, and individuals with disabilities.
STAFF RECOMMENDATION
Staff requests that the Parks Commission provide feedback regarding desired park and recreation
amenities for a potential Civic Center development and set a list of priorities.
