February 6, 2010
The regular meeting of the Rosemead City Council and Community Development Commission was called to
order by Mayor Clark at 10:22 a.m. in the Rosemead City Council Chamber located at 8838 East Valley
Boulevard, Rosemead, California.
PRESENT: Mayor/Chairwoman Clark, Mayor Pro TemNice-Ch airman Taylor, Council Member/Commissioner
Armenta, Council Member/Commissioner Low, and Council Member/Commissioner Ly.
STAFF PRESENT: City Manager Allred, Director of Parks and Recreation Montgomery-Scott, Recreation
Supervisor Regan, and City Clerk Molleda
1. TOUR OF ROSEMEAD PARK SWIMMING POOL, GARVEY PARK SWIMMING POOL, AND CITY OF
FONTANA'S AQUATIC FACILITIES
City Manager Jeff Allred introduced Justin Caron from Aquatic Design Group.
Director of Parks and Recreation David Montgomery-Scott led the tour of the Rosemead Park Swimming Pool
facility.
The City Council and staff left the Rosemead Park swimming pool facility at 11:07 a.m. and arrived at the
Garvey Park swimming pool facility at 11:19 a.m.

The City Council and staff left the Garvey Park swimming pool facility at 11:50 a.m. and arrived at the
Rosemead Park swimming pool facility at 12:00 p.m.
City Manager Jeff Allred handed out a booklet to the City Council for review. (The booklet is available in the
City Clerk's office for review.)
Justin Caron began to review the booklet.
Mayor Pro Tern Gary Taylor stated he did not like the set up where Council received the booklet the same
day at 12 o'clock. Mr. Taylor added that he was not going to participate in this because there was no way to
review a $10 million project on the spot.
City Manager Jeff Allred responded that this would not happen again

Mayor Pro Tern Gary Taylor left the meeting at 12:04 p.m.
Justin continued reviewing the booklet.
Mayor Clark felt that there should be perhaps a smaller pool at Garvey Park in addition to the splash-play
areas.
Council Member Steven Ly stated that a small "lesson" pool is needed at Garvey Park.
Council Member Polly Low left the meeting at 1:05 p.m.
2. RETURN TO ROSEMEAD PARK SWIMMING POOL FACILITY TO DISCUSS AQUATICS FACILITIES
DESIGN OPTIONS AND FINANCING CAPABILITIES
Mayor Margaret Clark, Council Member Steven Ly, Council Member Sandra Armenta, City Manager Jeff
Allred, Director of Parks and Recreation David Montgomery-Scott, and Recreation Supervisor Monday Regan
left the Rosemead Park swimming pool facility at 1:05 p.m. to view the City of Fontana's aquatic facilities and
returned back to Rosemead Park at 3:22 p.m.
3. ADJOURNMENT
The meeting was adjourned at 3:22 p.m. The next joint Community Development Commission and City
Council meeting is scheduled to take place on February 9, 2010 at 6:00 p.m. and 7:00 p.m., respectively.
