1) Those wishing to speak on any Agenda Item, including public hearing, should have their
Speaker Request Form submitted to the City Clerk no later than the time immediately
following Oral Communications.
2) Immediately after approval of the minutes and again at the end of the meeting, there is a
period of time set aside for those persons wishing to address the Council on matters not

(please complete the Speaker Request Form stating your preference to speak either at the

Recommendation: Adopt Resolution No. 2004-45, for payment of City
expenditures.

RESOLUTION NO. 2004-46 - A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD, CALLING AND GIVING NOTICE OF THE
HOLDING OF A GENERAL MUNICIPAL ELECTION TO BE HELD ON
TUESDAY, MARCH 8, 2005, FOR THE ELECTION OF CERTAIN OFFICERS
AS REQUIRED BY THE PROVISIONS OF THE STATE OF CALIFORNIA
RELATING TO GENERAL LAW CITIES
This resolution calls for an election to be held on March 8, 2005, and makes
provisions for the conduct of the election in accordance with the California
Elections Code.
Recommendation: Adopt Resolution No. 2004-46.
CC-B RESOLUTION NO. 2004-47 - A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD, REQUESTING THE BOARD OF SUPERVISORS
OF THE COUNTY OF LOS ANGELES TO RENDER SPECIFIED SERVICES
TO THE CITY RELATING TO THE CONDUCT OF A GENERAL
MUNICIPAL ELECTION TO BE HELD ON TUESDAY, MARCH 8, 2005
This resolution calls for an election to be held on March 8, 2005, and makes
provisions for the conduct of the election in accordance with the California
Election Code.
Recommendation: Adopt Resolution No. 2004-47.
CC-C RELEASE OF BOND - PARCEL MAP 26652 - 3436 BURTON AVENUE
To guarantee construction of house sewer lateral, parkway drain, driveway and
survey monuments as part of the development of Parcel Map 26652, a Certificate
of Deposit was issued to the City in the amount of $8,640. The completed
improvements have been inspected and approved by the City Engineer.
Recommendation: Accept the public improvements and release the Certificate
of Deposit.
REQUEST FOR PARKING RESTRICTION ON EARLE AVENUE NORTH OF
GARVEY AVENUE
A Traffic Commission Member requested that staff review parking on Earle
Avenue north of Garvey Avenue, as there are parked vans from Dollar Rent-A-
Car that hinder traffic flow on Earle Avenue. The Traffic Commission voted to
recommend installation of red curb on each side of Earle Avenue immediately
north of Garvey Avenue per the Deputy Traffic Engineer's recommendation.
Recommendation: Approve the Traffic Commission's recommendation to
install red curb on Earle Avenue north of Garvey Avenue per the Deputy Traffic
Engineer's recommendation.
CC-E REQUEST FOR RED CURB IN FRONT OF 3303 DEL MAR AVENUE
I The City received a request from the property owner of 3303 Del Mar Avenue to
install red curb in front of his property because visibility of southbound vehicles
from his driveway is difficult. The Traffic Commission voted to recommend
/ installing the red curb.
Recommendation: Approve the Traffic Commission's recommendation to
install red curb in front of 3303 Del Mar Avenue.

A. REQUEST FROM COMMISSIONER CARMINE BAFFO FOR
REAPPOINTMENT TO THE TRAFFIC COMMISSION
Commissioner Baffo has requested reappointment to the Traffic Commission.
16~13. RESOLUTION NO. 2004-48 - A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD, CONSENTING TO AN ELECTION
CONSOLIDATION WITH THE CITY OF LOS ANGELES, INCLUDING THE
LOS ANGELES COMMUNITY COLLEGE DISTRICT AND ORDERING
THAT THE THREE (3) SEATS ON THE BOARD OF TRUSTEES OF THE
LOS ANGELES COMMUNITY COLLEGE DISTRICT APPEAR ON THE
BALLOT OF THE GENERAL MUNICIPAL ELECTION TO BE HELD ON
TUESDAY, MARCH 8, 2005
The City of Los Angeles is conducting school board elections for the Los
Angeles Community College District (LACCD) and Los Angeles Unified School
District (LAUSD) on March 8, 2005. Portions of the two school districts are
within the jurisdictional boundaries of twenty-one cities holding elections the
same day. The City of Los Angeles is once again requesting that the Rosemead
City Council consolidate the March 8°i General Municipal Election with the City
of Los Angeles for LACCD.
Recommendation: That the City Council agree to the requested consolidation,
and to adopt Resolution No. 2004-48, consenting to the consolidation of the Los
Angeles Community College District Board of Trustees election on the Rosemead
ballot, and further provides that they will be responsible for their proportionate
share of the cost of the election.
