1) Those wishing to speak on any Agenda Item, including public hearing, should have their
Speaker Request Form submitted to the City Clerk no later than the time immediately
following Oral Communications.
2) Immediately after approval of the minutes and again at the end of the meeting, there is a
period of time set aside for those persons wishing to address the Council on matters not
listed on the Agenda entitled: ORAL COMMUNICATIONS FROM THE AUDIENCE
(please complete the Speaker Request Form stating your preference to speak either at the
beginning or at the end of the meeting).

N PERMITS OR ENTITLEMENTS FOR BUSINESSES OFFERING MASSAGE
SERVICES - ADOPT
The Planning Department requires additional time to research other jurisdictions
regulations and prepare a municipal code amendment to address the concerns
related to massage service businesses.
Recommendation
Adopt Ordinance No. 837.

C-A SOLUTION NO. 2004-44 - SUPPORTING PROPOSITION IA
ALIFORNIANS TO PROTECT LOCAL TAXPAYERS AND PUBLIC
SAFETY
Proposition 1 A will appear on the November 2004 statewide ballot which would
limit the State's ability to raid local government funding.
Recommendation: Adopt Resolution No. 2004-44 Supporting Proposition 1 A -
Californians to Protect Local Taxpayers and Public Safety.
CC-B APPROVAL OF PLANS AND SPECIFICATIONS FOR THE ROSEMEAD
PUBLIC SAFETY CENTER AT ZAPOPAN PARK
The City is proposing to rehabilitate the Zapopan Community Center for use as a
Public Safety Center. There will be a public lobby, offices for City assigned
deputies and training rooms. Plans call for a base set of improvements with five
alternate bids to include an emergency generator, parking lot improvements,
furniture, exterior painting and kitchen improvements. The architects total
estimate for the base project and the five alternates is $422,603. Without the
alternates, the estimated cost is $313,780.
Recommendation: Approve the plans and technical specifications and authorize
the project to be bid and designate the building as the Rosemead Public Safety
Center.
CC-C APPROVAL OF UNDERTAKING AGREEMENT FOR TRACT MAP 60712 -
3442 IVAR AVENUE
The Undertaking Agreement was executed to guarantee the construction of curb,
gutter, driveways, sidewalk, sewer lateral and survey monuments subsequent to
the recordation of the parcel map. A Certificate of Deposit in the amount of
$9,000 has been submitted to the City.
Recommendation: Approve the Undertaking Agreement for the installation of
the improvements.
CC-D ASSIGNMENT OF SIGNAL MAINTENANCE INC. CONTRACT TO
REPUBLIC ELECTRIC
The City's traffic signal maintenance contractor, Signal Maintenance, Inc. (SMI)
has been purchased by Republic Electric. Republic Electric is desirous of
continuing to provide traffic signal maintenance services to the City pursuant to
the provisions of the City's existing contract with SMI, which is effective through
May 3 t, 2005. Under the requirements of the City's current contract with SMI,
the agreement cannot be assigned to Republic Electric without written consent of
the City.
Recommendation: Approve assignment of the City's existing contract with
Signal Maintenance, Inc. to Republic Electric and authorize staff to provide
written notification thereto.
