Recommendation: Adopt Resolution No. 2004-23, for payment of City
expenditures.

CC-A SOLUTION NO. 2004-24 - ADOPTION OF THE CITY OF ROSEMEAD'S
ISCAL YEAR 2004-05 APPROPRIATION LIMIT AND ANNUAL BUDGET

This Resolution adopts the Appropriations Limit, the 2004-05 Annual Budget,
and making the appropriation for amounts budgeted.
Recommendation: Adopt Resolution No. 2004-24, approving fiscal year 2004-
05 Appropriation Limit according to Article XIII-B (Gann Initiative) of the
Constitution of the State of California, and approving the fiscal year 2004-05
Annual budget, and making the appropriation for amounts budgeted.
CC-B FISCAL YEAR 2003-04 BUDGET AUTHORIZATION TO TRANSFER
$424,800, FROM UNAPPROPRIATED RESERVE TO ORGANIZATIONS
4180, 4630, 4640, 4650, 4700, 4710, 4720, 4740, 4780, 4840, AND 4870
A review of this year's budget indicates that some departmental accounts have
exceeded their budgeted amounts. Although total expenditures for the City are
under budget, the City auditors are requiring that the City Council take Minute
action to approve budget transfers from unappropriated reserves to each
department.
Recommendation: Authorize a transfer of $424,800 from unappropriated
reserves to cover additional costs incurred during the current fiscal year 2003-04
for organizations 4180, 4630, 4640, 4650, 4700, 4710, 4720, 4740, 4780, 4840,
and 4870.
CC-C REQUEST TO INSTALL TRAFFIC SIGNAL/STOP SIGN ON GRAVES
AVENUE AT JACKSON AVENUE AND INSTALL RED CURB ON GRAVES
AVENUE
A,resident has requested the installation of a traffic signal and red curb at the
intersection of Jackson Avenue and Graves Avenue due to the difficulty of exiting
from Jackson Avenue onto Graves Avenues because of the volume of traffic and a
parked school bus blocking visibility. Installation of a traffic signal or stop
controls were not warranted pursuant to Caltrans guidelines.
Recommendation: Approve the Traffic Commission's recommendation to
install red curb on the north side of Graves Avenue east of Jackson Avenue, and
to remove 30 feet of red curb from the east side of Jackson Avenue north of
Graves Avenue.
CC-D ONSIDERATION OF JOINT USE AGREEMENTS BETWEEN GARVEY
SCHOOL DISTRICT AND THE CITY OF ROSEMEAD FOR GARVEY
/O INTERMEDIATE SCHOOL AND TEMPLE INTERMEDIATE SCHOOL
The Garvey School District is applying for a State Grant for the construction of
two gymnasiums, one at Garvey Intermediate School and one at Temple School.
The State requires that the school district must have a "joint use" partner when
submitting the application.
f y Recommendation: Approve the Agreements.
1 CC-E CCEPTANCE OF BIDS AND AWARD OF CONTRACT FOR STREET
ROVEMENTS ON SAN GABRIEL BOULEVARD
On May 27, 2004, bids were received for the subject project, which includes stre
resurfacing, new sidewalk, installation of parkway trees and street lighting. The
l apparent low bidder, Silvia Construction, made an error in their bid and asked th
their bid be withdrawn. The Council will consider award of the project to the
second low bidder, Sully Miller Contracting Company.
Recommendation: Authorize Silvia Construction to withdraw their bid; accept
all remaining bids and award the project to Sully Miller Contracting Company in
the amount of $1,822,270.00; and authorize the Mayor to sign the contract on
behalf of the City.

CC-F ANNUAL ADOPTION OF CITY'S INVESTMENT POLICY
The City's auditor, McGladrey & Pullen, LLP, requests that the City Council
approve on an annual basis the City's investment policy
Recommendation: Adopt the Investment Policy.
CC-G ACCEPTANCE OF DEEDS FOR STREET PURPOSES - 3362 KELBURN
AVENUE AND 3369 LAFAYETTE STREET
This item provides for the dedication of corner cut-off easements at 3362 Kelburn
Avenue and 3369 Lafayette Street to construct curb ramps that will improve
pedestrian access on Hellman Avenue as part of the future Hellman Avenue
Bridge Widening project over Alhambra Wash.
Recommendation; - Accept the deeds and direct the City Clerk to record the
deeds together with the Certification of Acceptance.

A. REQUEST FROM COMMISSIONER DIANA HERRERA FOR
REAPPOINTMENT TO THE PLANNING COMMISSION
Commissioner Herrera has requested reappointment to the Planning Commission.
B. FIRST AMENDMENT TO CITY MANAGER'S EMPLOYMENT
AGREEMENT -
The City of Rosemead hired Bill Crowe as City Manager in June, 2002. This
First Amendment to Employment Agreement will extend the City Manager's
contract and set his annual compensation during the contract period.
