1) Those wishing to speak on any Agenda Item, including public hearing, should have their
Speaker Request Form submitted to the City Clerk no later than the time immediately
following Oral Communications.
2) Immediately after approval of the minutes and again at the end of the meeting, there is a
period of time set aside for those persons wishing to address the Council on matters not
listed on the Agenda entitled: ORAL COMMUNICATIONS FROM THE AUDIENCE
(please complete the Speaker Request Form stating your preference to speak either at the
beginning or at the end of the meeting).

~IXA. PUBLIC HEARING TO CONSIDER PROTESTS RELATING TO THE
IMPOSITION OF LIENS ON REAL PROPERTY IN CASES WHERE THE
7 RUBBISH COLLECTIONS OF SAID PROPERTY HAVE BECOME
DELINQUENT
Pursuant to the contract between the City and Consolidated Disposal Services, a
public hearing has been scheduled to,consider protests regarding the imposition of
liens on real property of all delinquent customers. All of the subject property
owners have been notified by mail.
Recommendation: Upon the close of the Public Hearing, direct staff to take the
necessary steps to place liens on those properties that have not paid by 6:00 p.m.
on June 30, 2004.

III. LEGISLATIVE
I' A. RESOLUTION NO. 2004-22 - CLAIMS AND DEMANDS
Recommendation: Adopt Resolution No. 2004-22, for payment of City
expenditures.
~IV, ONSENT CALENDAR- RECOMMENDATION: APPROVAL
L I CC-A PROPOSED ADDENDUM TO GROUND LEASE AGREEMENT BETWEEN
THE CITY AND AT&T WIRELESS FOR PROPERTY LOCATED AT 9101
MISSION DRIVE
The AT & T lease for the single monopole antenna at 9101 Mission Drive is now
set to expire on December 15, 2004. AT & T Wireless has asked for a renewal
term of five (5) years, which would extend the term through December 15, 2009.
Recommendation: Approve the Fifth Addendum to Ground Lease between
AT&T Wireless and the City of Rosemead.
CC-B RESOLUTION NO. 2004-21 - A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD AUTHORIZING EXECUTION OF AN
AGREEMENT WITH THE COUNTY OF LOS ANGELES AND TO PROVIDE
ENFORCEMENT OF A STORMWATER AND RUNOFF POLLUTION
/ CONTROL PROVISIONS OF THE CITY MUNICIPAL CODE
The County of Los Angeles is offering Stormwater Inspection services to assist
the City in meeting its obligations under NPDES Permit No. CAS004001. The
services offered are to conduct Industrial/Commercial Program Inspections, issue
stormwater related permits and collect fees if so requested by the City.
Recommendation: Approve Resolution No. 2004-21 and the Stonmwater
Inspection Program Agreement, and authorize the Mayor to sign the Agreement.
AGREEMENT BETWEEN THE CITY OF ROSEMEAD AND THE COUNTY
OF LOS ANGELES TO PROVIDE A GANG ALTERNATIVE PREVENTION
PROGRAM (GAPP)
This agreement extends the Gang Alternative Prevention Program for fiscal year
2004-05.
Recommendation: Authorize the extension of the GAPP agreement with the
County of Los Angeles for fiscal year 2004-05.
REQUEST FROM ROSEMEAD KIDS WRESTLING CLUB FOR
FIREWORKS STAND PERMIT
The initial application for the Wrestling Club was incomplete and staff requested
that they re-submit their application.
Recommendation: Approve the fireworks stand permit for the Rosemead Kids
Wrestling Club.
