1) Those wishing to speak on any Agenda Item, including public hearing, should have their
Speaker Request Form submitted to the City Clerk no later than the time immediately
following Oral Communications.
2) Immediately after approval of the minutes and again at the end of the meeting, there is a
period of time set aside for those persons wishing to address the Council on matters not
listed on the Agenda entitled: ORAL COMMUNICATIONS FROM THE AUDIENCE
(please complete the Speaker Request Form stating your preference to speak either at the
beginning or at the end of the meeting).
3) Upon request, this agenda will be made available in appropriate alternative formats to
persons with disabilities, as required by Section 202 of the Americans with Disabilities
Act of 1990. Any person with a disability who requires a modification or

Recommendation: Adopt Resolution No. 2004-17, for payment of City
7 expenditures.
CONSENT CALENDAR -RECOMMENDATION: APPROVAL
CC-A ROUNDS MAINTENANCE AGREEMENT -LOS ANGELES COUNTY
IBRARY
The Los Angeles County Regional Library grounds have been maintained by the
City for the past 24 years under a Landscape Maintenance Agreement. That
Agreement expires on July 1, 2004.

Recommendation: Extend the Agreement for another five years and authorize
the Mayor to execute the Agreement.
` CC~B EXTENSION OF AGREEMENT - PARKWAY AND MEDIAN LANDSCAPE
MAINTENANCE
Mariposa Horticultural Enterprises, Inc., has maintained the City's parkways and
medians since May 25, 1982. The Contractor proposes to extend the Agreement
for another year without an increase in fees.
Recommendation: Extend the Agreement for another year and authorize the
/ Mayor to execute the Extension of Agreement.
CC-C UTHORIZATION TO ATTEND ANNUAL CALIFORNIA JOINT POWERS
SURANCE AUTHORITY 9TH ANNUAL RISK MANAGEMENT
CONFERENCE, OCTOBER 13-15,2004, INDIAN WELLS
This year's topics include: Contractual Risk Transfer, Workers Compensation
Prevention and Cost Containment, Workplace Safety Problems, and Lessons
Learned from Claims and Lawsuits.
Recommendation: Authorize the attendance of any Councilmember, City
Manager and staff as assigned by the City Manager.
V. MATTERS FOR DISCUSSION AND ACTION
j A. RESOLUTION NO. 2004-19 - A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD RECOMMENDING THAT PAROLE BE DENIED
TO CONVICTED MURDERER DANNY SAUL ROSALES
At the April 27°i Council Meeting, Mrs. Gaytan-Ruiz completed a Request to
Speak form for the purpose of requesting that the Council adopt a resolution
recommending denial of parole to the convicted murdered who killed her
daughter, Barbara on January 14, 1979. To date, many cities have adopted similar
resolutions.
Recommendation: If the Council approves the request, it is recommended that
Resolution No. 2004-19 be adopted and that the City Clerk be directed to forward
it to the appropriate agency.
