1) Those wishing to speak on any Agenda Item, including public hearing, should have their

following Oral Communications.
2) Immediately after approval of the minutes and again at the end of the meeting, there is a

PROPOSED CDBG AND HOME ALLOCATION FOR FISCAL YEAR 2004-
2005
Public Hearing regarding community needs and funding as part of the Annual
Action Plan process for CDBG and HOME funds for fiscal year 2004-2005.

Recommendation: Staff recommends, after public testimony, review and after
any amendments, that the City Council approve the proposed CDBG and HOME
programs and projected use of funds for FY 2004-2005, and authorize staff to j
include this in the Annual Funding Plan; and, that the Council consider the public
service applications and award funding, within the 15% cap amount available, to
public service agencies that have submitted applications.

Recommendation: Adopt Resolution No. 2004-13, for payment of City
expenditures.

CC-A ORDINANCE NO. 831 - AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF ROSEMEAD PROHIBITING LOITERING BY CRIMINAL STREET
GANGS
This Ordinance was introduced and further reading was waived at the City
Council meeting of March 23, 2004.
Recommendation: Adopt Ordinance No. 831, and instruct staff to communicate
the adoption to the Executive Officer to the Los Angeles County Board of
Supervisors.
CC-B RESOLUTION NO. 2004-14 - SUPPORTING DEVELOPMENT OF A
NATURAL HAZARD MITIGATION PLAN IN ACCORDANCE WITH THE
FEDERAL DISASTER MITIGATION ACT OF 2000 (PUBLIC LAW 106-390)
Federal legislation requires that all local agencies must have a local natural
disaster mitigation plan in place to be eligible for federal disaster funding.
Recommendation: Adopt Resolution No. 2004-14 in support of development of
a Natural Hazard Mitigation Plan.
CC-C AUTHORIZATION TO SUBMIT ANNUAL FUNDING REQUEST UNDER
CALIFORNIA BEVERAGE CONTAINER RECYCLING AND LITTER
REDUCTION ACT
The Department of Conservation has notified the City of the availability of
$15,599 under the California Beverage Container Recycling and Litter Reduction
Act. Funds may be used for local programs that meet recycling of beverage
containers and beverage container litter abatement criteria.
Recommendation: Direct staff to submit the annual funding request to the
Department of Conservation for funding of local beverage container recycling and
litter prevention programs.
CC-D AUTHORIZATION TO ATTEND CALIFORNIA CONTRACT CITIES
ASSOCIATION 45 T11 ANNUAL MUNICIPAL SEMINAR, MAY 20-23, 2004,
INDIAN WELLS, CALIFORNIA
This year's theme is "The Value of Contracting for Public Safety Services:
Making it Work for California Cities". The public safety sessions will include
"The Reality of Fire Protection and Impacts of the State Budget on Public
Safety".
Recommendation: Authorize the attendance of any Councilmember, City
Attorney, Temple Station Commander, City Manager and staff as assigned by the
City Manager.

AUTHORIZATION TO ATTEND THE ROSEMEAD CHAMBER OF
COMMERCE ANNUAL PLANNING CONFERENCE, APRIL 29-MAY 1, 2004
- VENTURA, CALIFORNIA
This annual event provides the Chamber's Board of Directors and City
representatives with an opportunity to assess the previous year's performance and
develop new goals and objectives for 2004-05.
Recommendation: Authorize the attendance of any Councilmember, City
Manager and staff as assigned by the City Manager.
CC-F ACCEPTANCE OF DEEDS FOR STREET PURPOSES 7900, 7901, 7907, 7913,
7914, 7916, 7920, 7924, 7938 VIRGINIA STREET; 3033 DENTON AVENUE;
7863, 7867, 7901 GARVEY AVENUE
This item provides for the dedication of the road right-of-way along the westerly
portion of Virginia Street and future Strathmore Avenue. Virginia Street will be
reconstructed to include new curb, gutter and sidewalk. Strathmore Avenue will
be extended north from Garvey Avenue to Virginia Street to allow for the
vacation of Denton Avenue. The dedication will allow for street improvement to
be constructed within public right-of-way.
Recommendation: Accept the Dedications; and direct the City Clerk to record
the deeds together with the certifications of acceptance.
CC-G AUTHORIZATION TO ATTEND LEAGUE OF CALIFORNIA CITIES
MAYORS AND COUNCILMEMBERS ACADEMY, APRIL 28-30,2004 -
SACRAMENTO
This conference serves as a learning tool for new Councilmembers and a refresher
course for experienced Councilmembers.
Recommendation: Authorize the attendance of any Councilmember and staff as
assigned by the City Manager.
CC-H AUTHORIZATION TO ATTEND LEAGUE OF CALIFORNIA CITIES
LEGISLATIVE ACTION DAYS, MAY 12-13, 2004, SACRAMENTO
It is critical that cities send delegates, including elected officials to impress on the
Legislature that we are united in our efforts to protect our local revenues.
Recommendation: Authorize the attendance of any Councilmember, City
Attorney, City Manager and staff designees.
