2) Immediately after approval of the minutes and again at the end of the meeting, there is a

CC-A RESOLUTION NO. 2004-16 - A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD APPROVING COST SHARING AGREEMENT
FOR ELECTRICAL FACILITIES ON STATE HIGHWAYS

This cost sharing agreement between Caltrans and the City specifies terms for
sharing costs for operation of electrical facilities such as traffic signals where
City-owned streets intersect State highways.
Recommendation: Approve Resolution 2004-16 and the Electrical Facility Cost
Sharing Agreement and authorize the Mayor to sign the Agreement.
CC-B ACCEPTANCE OF BIDS AND AWARD OF CONTRACT FOR 2003-04
SLURRY SEAL
The City received four bids for the subject project on April 19, 2004. The low bid
was submitted by Pavement Coatings Company in the amount of $91,104.80.
Recommendation: Accept the bids and award the project to Pavement Coatings,
Company in the amount of $91,104.80; and authorize the Mayor to sign the
contract on.behalf of the City.
CC-C REQUEST FOR "NO RIGHT TURN ON RED" RESTRICTIONS FOR
SOUTHBOUND SAN GABRIEL BOULEVARD AT WALNUT GROVE
AVENUE
The City received a request from the Sheriff s Department for the installation of
"No Right Turn on Red" signs at southbound San Gabriel Boulevard at Walnut
Grove Avenue, as it has been observed that vehicles oflen execute a right turn into
the gas station at the intersection when vehicles on Walnut Grove Avenue are
entering the intersection.
Recommendation: Approve the Traffic Commission's recommendation to
install "No Turn on Red" signs for southbound San Gabriel Boulevard at Walnut
Grove Avenue.
CC-D RELEASE OF BOND - PARCEL MAP 26494 - 3877 EARLE AVENUE
To guarantee construction of house sewer laterals, drive approaches, curb and
gutter, and sidewalk as part of the development of Parcel Map 26494, a
Certificate of Deposit was issued to the City in the amount of $15,000. The
completed improvements have been inspected and approved by the City Engineer.
Recommendation: Accept the public improvements and release the Certificate
of Deposit.
CC-E AUTHORIZATION FOR THE SHERIFF'S ROSEMEAD TEAM MEMBERS
TO ATTEND CALIFORNIA DEPARTMENT OF HEALTH SERVICES
TRAINING REGARDING ILLEGAL TOBACCO SALES, JUNE 10, 2004 -
SACRAMENTO
Training is being offered by the California Department of Health Services
regarding the sale of tobacco products to minors.
Recommendation: Authorize attendance of Deputies Chivas and Bartholomew
at the California Department of Health Services Training session on June 10,
2004, in Sacramento.
CC-F AUTHORIZATION TO ATTEND LEAGUE OF CALIFORNIA CITIES
MAYORS AND COUNCIL MEMBERS EXECUTIVE FORUM AND
ADVANCED LEADERSHIP WORKSHOPS, JULY 28-30,2004 - MONTEREY
This year's conference will include sessions on development, traffic,
environmental requirements, transportation and water quality.
Recommendation: Authorize the attendance of any Councilmember, City
Attorney, City Manager and staff designee.

CC-G APPROVAL OF COOPERATIVE AGREEMENT BETWEEN THE CITY AND
THE COMMUNITY DEVELOPMENT COMMISSION FOR STREET
IMPROVEMENTS ON SAN GABRIEL BOULEVARD
This is an agreement between the City of Rosemead and the Rosemead
Community Development Commission to jointly undertake the construction of
street improvements on San Gabriel Boulevard. The City will be the lead agency.
Recommendation: Approve the agreement.
CC-H APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION
TO SEEK BIDS FOR STREET IMPROVEMENTS ON SAN GABRIEL
BOULEVARD
This project includes a rubberized asphalt concrete overlay, removal and
construction of all existing sidewalk, driveways, and access curb ramps as well as
removing all existing trees and planting new parkway trees from the I-10 Freeway
to the south City limit. Damaged and uplifted curb and gutter will be removed
and replaced along the corridor to mitigate drainage problems. The existing street
lighting system will be converted to marbelite poles with underground conduits.
Recommendation: Approve the plans and specification and authorize
advertisement for bids by the City Clerk.
CC-I REQUEST TO USE ROSEMEAD PARK
Jonathan Wu, Pastor of Evergreen Baptist Church, is chairing a community-wide
service project with four other churches on Sunday, June 6, 2004, which includes
300-400 volunteers. At the conclusion of their community event, a social
get-together and picnic at Rosemead Park will be held for the volunteers from
noon to 2:00 p.m.
Recommendation: This community activity will benefit a number of residents
and agencies in the City. Based on the mission of the program, the agencies
involved and the limited amount of City involvement, it is recommended that
Pastor Wu and his volunteers be authorized to use Rosemead Park as outlined in
his letter.
