1) Those wishing to speak on any Agenda Item, including public hearing, should have their

2) Immediately after approval of the minutes and again at the end of the meeting, there is a

Recommendation: Adopt Resolution No. 2004-10, for payment of City
expenditures.

B. ORDINANCE NO. 831 - AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF ROSEMEAD PROHIBITING LOITERING BY CRIMINAL STREET
GANGS
Supervisor Mike Antonovich has requested that the City adopt an ordinance
prohibiting loitering by criminal street gangs.
Recommendation: That the City Council waive reading and introduce
Ordinance No. 831, AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF ROSEMEAD PROHIBITING LOITERING BY CRIMINAL STREET
GANGS; and that, upon adoption by the Rosemead City Council, staff be I"

ONSENT CALENDAR -RECOMMENDATION: APPROVAL
C-A RESOLUTION NO. 2004-11 - A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD ADOPTING THE 2004 SUPPLEMENT TO THE
"GREENBOOK" STANDARD SPECIFICATIONS FOR PUBLIC WORKS
CONSTRUCTION
By adopting this resolution, the City Council resolves that the 2004 Supplement
of the Standard Specifications for Public Works Construction will be adopted for
use for public works projects.
Recommendation: Adopt Resolution No. 2004-11.
CC-B RESOLUTION NO. 2004-12 - A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD IN SUPPORT OF NATIONAL RECOGNITION
OF "WELCOME HOME VIETNAM VETERANS DAY"
This resolution fully supports January 27th as "Welcome Home Vietnam Veterans
Day" and urges the United States Congress to move to recognize this day on a
national level, and that the cities throughout the 38th Congressional District
support all efforts in securing National recognition for our Vietnam Veterans.
Recommendation: Adopt Resolution No. 2004-1q an instruct the City Clerk to
send it to the appropriate agencies.
CC-C RENEWAL OF GENERAL SERVICES AGREEMENT BETWEEN THE CITY
OF ROSEMEAD AND THE COUNTY OF LOS ANGELES
The General Services Agreement (GSA) expires on June 30, 2004. To ensure
continuation of services staff is recommending the renewal of the Agreement for a
five-year period.
Recommendation: Approve the Agreement and direct the City Clerlyto process

MODIFICATION OF CONTRACT BETWEEN CITY OF ROSEMEAD AND
APPLIED PLANNING, INC. FOR ENVIRONMENTAL IMPACT REPORT
(E.I.R.) FOR PROPOSED WAL-MART DEVELOPMENT
At the September 26, 2003 City Council meeting, the Council approved a contract
with Applied Planning to prepare this E.I.R. After the public scoping session
and responses to Notice of Preparation, additional analysis is being requested.
The developer will be required to increase their deposit to cover the additional
costs.

Recommendation: Approve the amended contract between the City of
Rosemead and Applied Planning, Inc. to include the additional scope of work in
the amount of $42,924.00 and authorize the City Manager to approve future
amendments to the scope of work, not to exceed $20,000.00.
CC-E ZAPOPAN PUBLIC SAFETY CENTER - APPROVAL OF CONTRACT WITH
BOA ARCHITECTURE FOR ARCHITECTURAL AND ENGINEERING
SERVICES
This contract provides for architectural and engineering services for the
rehabilitation work associated with the proposed Zapopan Public Safety Center.
Recommendation- Approve the contract with BO Architecture in the amount

CC-F REQUEST FOR RED CURB ON THE EAST SIDE OF NEW AVENUE
BETWEEN NEWMARK AND FERN AVENUES
A request was received from a resident regarding the installation of red curb on
the east side of New Avenue south of Newmark Avenue. The requestor indicated
that a large flatbed truck was parking in this area causing vehicles to travel in the
northbound left turn lane even if they were traveling northbound through.
Recommendation: Approve the Traffic Commission's recommendation to
install a sign that restricts vehicles over 6 feet in height from parking at the
intersection and to install the double yellow centerline.
CC-G R QUEST FOR "DO NOT BLOCK INTERSECTION" SIGNS ON GARVEY
ENUE AT STINGLE AVENUE
A request has been received from a resident regarding the installation of "No
Blocking" signs at the intersection of Garvey Avenue and Stingle Avenue. The
requestor indicated that it is difficult to access Garvey Avenue from Stingle
Avenue. In addition, westbound vehicles turn left into the driveway on the north
side of Garvey Avenue where no left turn lane exists.
Recommendation: Install "Do Not Block Intersection" sign and "KEEP
CLEAR" pavement marking for eastbound Garvey Avenue at Stingle Avenue.
CC-H ACCEPTANCE OF DEEDS FOR STREET PURPOSES - 7900, 7901, 7907,
7913, 7914, 7916, 7920, 7924, 7938 VIRGINIA STREET; 3033 DENTON
AVENUE; 7863, 7867, 7901 GARVEY AVENUE
This item provides for the dedication of the road right-of-way along the westerly
portion of Virginia Street and future Strathmore Avenue. Virginia Street will be
reconstructed to include new curb, gutter and sidewalk. Strathmore Avenue will
be extended north from Garvey Avenue to Virginia Street to allow for the
vacation of Denton Avenue. The dedication will allow for street improvement to
be constructed within public right-of-way.
Recommendation: Accept the deeds and direct the City Clerk to record the
deeds together with the certifications of acceptance.
CC-I APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION
TO SEEK BIDS FOR 2004 SLURRY SEAL PROTECT ON VARIOUS CITY
STREETS
This project provides for a slurry seal coat on various streets throughout the City
to maintain the pavement surface.
Recommendation: Approve the plans and sp cifications and.authorize
advertisement for bids by the City Clerk. - l cxw- c

CC-J ACCEPTANCE OF DEED FOR STREET PURPOSES - 8732 ZERELDA
STREET
This item provides for the dedication of road right-of-way along the northwesterly
portion of 8732 Zerelda Street. This dedication will allow future Dubonnet
Avenue that will be constructed with Tract 53447 to be aligned with existing
Dubonnet Avenue north ofZerelda Street.
Recommendation: Accept the deed and direct the City Clerk to record the deeds
together with the Certification of Acceptance.
CC-K AUTHORIZATION TO REJECT CLAIM AGAINST THE CITY FROM
MANUEL DAUBER
Claimant drove his motorhome under a low hanging limb. The tree is not a City
parkway tree.
Recommendation: Approve rejection ~of pthis claim and authorize that a letter of
rejection be sent to the claimant. - f'x'~`"
