Attached is a letter from the City of Montebello requesting the City's support of national
recognition ofa "Welcome Home Vietnam Veterans Day".
RECOMMENDATION
It is recommended that the Rosemead City Council adopt Resolution No. 2004-12 and instruct
the City Clerk to send it to the appropriate agencies.

At the regular meeting of February 11, 2004, the City of Montebello City Council
approved Resolution No. 04-11, supporting national recognition of "Welcome Home
Vietnam Veteran's Day".
We are pleased to support all United States veterans, and establishing a day that
recognizes and commemorates the return of the Vietnam Veterans who bravely and
proudly served this country is an honor.
I want to encourage cities in the 38'h Congressional District and other cities the
opportunity to sign on as supporters for a nationally recognized day.

RESOLUTION NO. 2004-12
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD
IN SUPPORT OF NATIONAL RECOGNITION OF
"WELCOME HOME VIETNAM VETERANS DAY"
THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE AS
FOLLOWS:
WHEREAS, the Vietnam War, also known as the Second Indochina War, military struggle
was fought in Vietnam from 1959 to 1975, involving the North Vietnamese and
National Liberation Front (NLF) in conflict with United States forces and the
South Vietnamese army; and
WHEREAS, the United States became involved in Vietnam because American policymakers
believed that if the entire country fell under a Communist govenunent,
Coirununism would spread throughout Southeast Asia; and
WHEREAS, in 1964, the U.S. Congress overwhelmingly passed the Gulf of Tonkin
Resolution, which effectively handed over war-making powers to President
Johnson until such time as "peace and security" and returned to Vietnam; and
WHEREAS, in 1965, U.S. combat troops composed mainly of volunteers arrived in Vietnam.
By the end of 1965, there were 80,000 U.S. troops in Vietnam and by 1969, a
peak of about 543,000 troops would be reached; and
WHEREAS, on January 27, 1973, the Treaty of Paris was signed declaring the release of all
American prisoners of war from North Vietnam and the withdrawal of all U.S.
forces from South Vietnam, and
WHEREAS, on March 29, 1973, the last U.S. troops left Vietnam with more than 58,000
Americans losing their lives in the conflict and more than 300,000 U.S. soldiers
being wounded.
NOVV, THEREEFORE, BE IT RESOLVED, THAT THE CITY COUNCIL OF THE
CITYOF ROSEMEAD:
SECTION 1. Fully supports recognition of January 27`h as "Welcome Home Vietnam
Veteran's Day" and urges the United States Congress to move to recognize this
day on a National level.
SECTION 2. Urges cities throughout the 381h Congressional District to support all efforts in
securing National recognition for our Vietnam Veterans.
SECTION 3. That the City Clerk shall certify to the adoption of this resolution and the same
shall be in full force and effect.
PASSED, APPROVED AND ADOPTED this 23rd day of March 2004.
