CONFERENCE ON ASIAN ORGANIZED CRIME AND TERRORISM
APRIL 11-16,2004, HONOLULU HAWAII
Attached for your consideration is information regarding the aforementioned conference. This
event was formerly known as the 26 h International Asian Organized Crime Conference. As a
result of September 11, 2001 it was decided to change the name of the conference to reflect the
change in the main focus of law enforcement to terrorism.
Members of the Rosemead Team, Deputies Valenzuela and Zarate, and Council Member
Imperial have attended this event on a regular basis. Last year Code Enforcement Officer
Mrakich also attended.
RECOMMENDATION
It is recommended that the City Council authorize the attendance of Council Member Imperial,
Deputy Valenzuela, Deputy Zarate, and Code Enforcement Officer Mrakich.

Welcome to the new Era!
It is with great pleasure to present and invite you to the Islands of Paradise. The location
of the I" International Conference on Asian Organized Crime and Terrorism (ICAOCT)
formerly known as the 26rr' International Asian Organized Crime Conference (]AOCC) for the
year of 2004 in Honolulu Hawaii.
Why change the name of the conference?
After a very successful 25sh IAOCC in Boston, we've decided to end the era of the
IAOCConference and add something more to the conference. The tunes have changed. The
world has changed. We, as law enforcement investigators and specialists have changed our
focus and techniques in our investigations to the ever-changing faces of organized cringe.
Since 9/11 of the year 2001, a new era was born. The main focus in law enforcement has
turned to terrorism. It is then learned that Asian organized crime have a major role in the
support of international terrorisng. Whether it is the sale ofsmuggled cigarettes to narcotics and
firearms' sales, human trafficking to laundering terrorist financing. This conference, for years
to come, will not only feature workshop topics relative to Asian organized. crime but the "hot
topics" of terrorism as well. Thus the name change of the International Asian Organized Crime
Conference to the International Conference on Asian Organized Crime and Terrorism.
The I" ]CAOCT (formerly IAOCC) will be held at the Hyatt Regency Waikiki Resort and
Spa Hotel located right on the beautiful and famous Waikiki Beach, Honolulu, host by the
Honolulu Police Department and the International Organization of Asian Crime Investigators
and Specialists (IOACIS). A special conference rate is offered of $125 per night, single or
double (not including the state of Hawaii's 11.42% hotel tax):
This is the first time the ICAOCT is held in the middle of the Pacific Ocean in Hawaii.
Hawaii has been the bridge between East meets West. Thus the theme for the conference:
"Bridging the Gap to Networking Communications". As well as a most unique program, you
will get a chance to enjoy the splendid island hospitality and the many venues that the Hawaiian
Islands have to offer.
Delegates are reminded to pre=register and make their travel and hotel reservations early
to secure the limited conference discount rates. Please make sure you mention the conference
when snaking your hotel reservations. All international delegates are reminded that federal
regulations prohibit any firearms brought into the United States and that the state and local
firearm regulations will be strictly enforced.
