CC - Public Hearing Regarding Reallocation of CDBG Funds and Consolidated Plan Amendmend for FY 2003-20042 E TO: HONORABLE MAYOR AND MEMBERS ROSEMEAAD CITY COUNCIL FROM: BILL CWO-WE, CITY MANAGER DATE: FEBRUARY 2, 2004 RE: PUBLIC HEARING REGARDING REALLOCATION OF CDBG FUNDS AND CONSOLIDATED PLAN AMENDMENT FOR FY 2003-2004 Since FY 1994-1995, the City of Rosemead has participated in the federal CDBG program as a direct entitlement entity. In May 2003, the Rosemead City Council approved the CDBG and HOME budget for FY 2003-2004. That budget was based on anticipated costs of projects and anticipated resources. As the budget was based on preliminary estimates, the City now needs to reallocate resources based on actual bids and/or revised estimates of costs for projects. Further, staff proposes to augment funding for several block grant activities to accommodate additional block grant eligible improvements around Zapopan Park neighborhood. This supplemental recommendation is the outgrowth of a request made at a December 17th neighborhood meeting, at which staff presented residents information about our on-going community and economic development programs and strategies. Residents voiced an interest in having more proactive code enforcement to improve neighborhood conditions. Accordingly, staff recommends designation of a new code enforcement target area. The proposed Zapopan Code Enforcement Area would have the following boundaries: San Gabriel Boulevard on the west, Garvey Avenue on the south, Hellman Avenue on the north and Walnut Grove Boulevard on the east.
