CITY COUNCIL
The regular meeting of the Rosemead City Council was called to order by Mayor Vasquez at
8:00 p.m. in the Council Chambers of the City Hall, 8838 E. Valley Boulevard, Rosemead,
California.
The Pledge to the Flag was led by Councilman Imperial.
The Invocation was delivered by Councilman Alarc6n.

APPROVAL OF MINUTES: FEBRUARY 24, 2004 -REGULAR MEETING
MOTION BY COUNCILMAN TAYLOR, SECOND BY COUNCILMAN IMPERIAL
that the Minutes of the Regular Meeting of the Rosemead City Council held on February 24,
2004, be approved as submitted. Vote resulted:

CITY COUNCIL REORGANIZATION
A. SELECTION OF MAYOR
Bill Crowe, City Manager, opened the nominations for the office of Mayor for the City of
Rosemead.
Councilman Imperial placed the name of Mayor Pro Tern Margaret Clark in nomination
for Mayor. Motion seconded by Councilman Taylor and that the nominations be closed and Mrs.
Clark be appointed to serve as Mayor for the upcoming year. A unanimous vote resulted.

B. SELECTION OF MAYOR PRO TEM
Mayor Clark opened the nominations for the office of Mayor Pro Tem.
Councilman Vasquez placed the name of Councilman Jay Imperial in nomination for
Mayor Pro Tem. Motion seconded by Councilman Taylor. A unanimous vote resulted.
C. PRESENTATIONS TO OUTGOING MAYOR VASQUEZ
Outgoing Mayor Vasquez received recognition for his past year as Mayor for the City of
Rosemead from the following:
Chi Mui representing Senator Gloria Romero; Assistant Superintendent Tony Ortega
representing the El Monte Union High School District; Fred Mascorro representing the
Rosemead School District; Henry Lo and John Yuen representing the Garvey School District;
Captain Richard Shaw representing Temple Station; Chief Daniel Scott representing the Los
Angeles County Fire Department; John Steelesmith representing Southern California Edison;
Mary Jo Maxwell and Joan Hunter representing the Rosemead Chamber of Commerce, and
Nadine Gomez representing Career Partners. Assemblymember Judy Chu, Gil Lopez
representing Supervisor Gloria Molina, and Helen Romero-Shaw representing Southern
California Gas Company could not attend, but sent certificates and gifts. The Councilmembers
presented out-going Mayor Vasquez with an engraved gavel plaque.
Councilman Vasquez thanked everyone, including staff and Councilmembers for their
support throughout the year.
Mayor Pro Tem Imperial introduced Desiree Lee, Rosemead Librarian and her new
Assistant, Wen-Wen.
1. ORAL COMMUNICATIONS FROM THE AUDIENCE
Juan Nunez, 2704 Del Mar, Rosemead, thanked the Council for installing the Shopper
Shuttle signs at Garvey Center, and for removing the trailer across the street from Pine Avenue.
Mr. Nunez read a letter from the American Policy Center urging that petitions be signed to
prevent the Continuity of Government Commission's (COG) amendment to change the
Constitution to allow replacements to be appointed by Congress "if a substantial number of
members are killed or incapacitated". Mr. Nunez turned in his document so that copies can be
made for Council.
Mr. Nunez reported that the highway safety lights are out on east and west Muscatel,
Garvey and Del Mar, and at Garvey and Kelburn.

A. RESOLUTION NO. 2004-10 - CLAIMS AND DEMANDS
The following Resolution was presented to the Council for adoption.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD
ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF
$1,337,719.43 NUMBERED 44310 THROUGH 44597
Councilman Taylor requested a list of all the traffic sign locations regarding Traffic
Operations, Inc., Check No. 44501 in the amount of $19,343.77. Councilman Taylor stated that
some of the signs installed are wrong.

B. ORDINANCE NO. 831 - AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD PROHIBITING LOITERING BY CRIMINAL
STREET GANGS
Juan Nunez, 2702 Del Mar, Rosemead, asked how does one distinguish who is a gang
member?
Mayor Pro Tern Imperial stated that this ordinance will be a great tool in an effort in
dealing with gangs and where they hang out.
MOTION BY COUNCILMAN TAYLOR, SECOND BY MAYOR PRO TEM
IMPERIAL that the Council waive reading and introduce Ordinance No. 831, and that this
Ordinance be adopted at Council meeting of April 13, 2004. Upon adoption, staff be instructed
to communicate the adoption to Supervisor Mike Antonovich. Vote resulted:

CC-G REQUEST FOR "DO NOT BLOCK INTERSECTION" SIGNS ON
GARVEY AVENUE AT STINGLE AVENUE
Juan Nunez, 2702 Del Mar, Rosemead, asked why that intersection is being painted.
People should not block intersections, especially when traffic is at a stop.
Mayor Pro Tern Imperial explained that there is a problem of accessing Garvey Avenue
from Stingle.
MOTION BY COUNCILMAN TAYLOR, SECOND BY MAYOR PRO TEM
IMPERIAL that the Council approve the Traffic Commission's recommendation to install a "Do
Not Block Intersection: sign and "KEEP CLEAR" pavement markings. Vote resulted:

Councilman Taylor requested that this item be deferred for corrections to the individual
Deeds as each contained reference to the subject land being located in the City of La Canada
Flintridge. There were no objections.

VII. MATTERS FROM OFFICIALS
Mayor Pro Tem Imperial requested that tonight's meeting be adjourned in memory of
former City of Rosemead Mayor and Councilmember, Louis Tury, Jr.
Councilman Vasquez requested that tonight's meeting also be adjourned in memory of
Matthew Clark, Mayor Clark's grandson; in memory of Roland Jara, Conchita Escalona's son-
in-law; and in memory of long-time City of Alhambra Councilmember, Talmadge Burke.

IX. ADJOURNMENT
There being no further action to be taken at this time, the meeting was adjourned at 8:40
p.m. in memory of Louis Tury, Jr., Matthew Clark, Roland Jara, and Talmadge Burke. The next
regular meeting will beheld on Tuesday, April 13, 2004, at 8:00 p.m.
