The regular meeting of the Rosemead City Council was called to, order by Mayor Clark at
8:00 p.m. in the Council Chambers of the City Hall, 8838 E. Valley Boulevard,
Rosemead, California.
The Pledge to the Flag was led by Mayor Pro Tern Imperial.
The Invocation was delivered by Councilman Taylor.
ROLL CALL OF OFFICERS:
Present: Mayor Clark, Mayor Pro Tern Imperial, Councilmembers Alarcon,
Taylor and Vasquez

PRESENTATIONS:
1. ORAL COMMUNICATIONS FROM THE AUDIENCE
Juan Nunez, 3702 Del Mar Avenue, Rosemead, asked who was responsible for
maintenance on the property across the street. Don Wagner replied that the owners have
a security guard and staff has been in touch with the owners regarding maintenance of the
property.
Celia Nishimura, 634 N. Delta Street, South San Gabriel, expressed concern over
the amount of traffic that the proposed Wal-Mart development would generate.
Peggy Baumann, 8305 Scenic Drive, South San Gabriel, said that the proposed
Wal-Mart project would have a negative effect on air quality that would be harmful to
residents.
Paul Saito, 8361 East Sierra Bonita, South San Gabriel, described the earthquake
faults in the local area and his safety concerns for visitors to the proposed Wal-Mart
facility.
Beverly Thomson, 8320 Scenic Drive, South San Gabriel, discussed the
responsibilities of local government officials and her opposition to the proposed Wal-
Mart project.

Mary Weidner, 2633 Walnut Grove, Rosemead, said that traffic in the area of the
proposed Wal-Mart site is already bad, and expressed her concern in regard to access by
emergency vehicles.
Martha Manriquez, 1444 North Mountain Vista, South San Gabriel, asked the
Council members to remember their oath of office, and to acknowledge the comments of
those citizens opposed to the proposed Wal-Mart project.
John Kawakami, 8346 Elsmore Drive, South San Gabriel, discussed the traffic
study in the Wal-Mart EIR and the use of traffic lights.
Stephen Ing, 8444 Drayer Lane, South San Gabriel, said that the proposed Wal-
Mart 24-hour operation would be disruptive to families living nearby. He also stated
opposition to Wal-Mart because of their employment practices.
Councilman Taylor asked Mr. Ing who told him the proposed Wal-Mart would be
a 24-hour operation. Mr. Taylor stated that that is not true.

V. MATTERS FOR DISCUSSION AND ACTION
Mayor Margaret Clark directed comments to the students in the audience explaining the
current controversy regarding the taking of city and county revenues by the State. She
further explained the strategy that local government agencies are employing to protect
their revenue.
