RE: REQUEST FOR RED CURB IN FRONT OF 3303 DEL MAR AVENUE
The owner of 3303, Del Mar Avenue requested installation of red curb in front of his
property and time limit parking in front of 3313 Del Mar Avenue. His request was in
response to notification by Planning Department of a proposed residential project at
3313 Del Mar Avenue recently under consideration by the Planning Commission.
Discussions with the property owner at 3303 Del Mar Avenue indicate that he would like
the red curb because visibility of southbound vehicles from his driveway is difficult,
especially when trucks are parked at this location. Field observations during the mid-
morning period noted a vehicle parked at the subject location. The property at 3303 Del
Mar Avenue has on-site parking behind the building.
The Traffic Commission recommended installation of red curb in front of 3303 Del Mar,
Avenue to provide additional sight distance for motorists exiting the property. The
request for time limit parking will not be considered until such time when, or if, the
development at 3313 Del Mar Avenue proves to cause a parking problem. The
proposed residential development will provide on-site parking as well as that for guests.
Approve the Traffic Commission's recommendation to install red curb in front of 3303
Del Mar Avenue.

Mr. Daniel Deng owner of 3303 Del Mar Avenue has requested staff to review
the possible installation of red curb in front of his property. His request came
through the Planning Department when he was notified of plans for a future
project at 3313 Del Mar Avenue, adjacent to his building. Mr. Deng has also
requested consideration of time limit parking in front of 3313 Del Mar Avenue
because of the proposed residential use. However, at this time, staff proposes to
postpone analysis of the time limit parking until such time when, or if, the
residential development proves to cause a problem with long-term parking.
Exhibit 1 depicts the curb frontage at 3303 Del Mar Avenue. Parking is allowed
on both sides of Del Mar Avenue. There are two lanes of traffic in each direction
of Del Mar Avenue separated by a double yellow centerline.
DISCUSSION
Field observation of the location was made during the mid-morning period.
There was one vehicle parked in front of 3303 Del Mar Avenue. The property at
3303 Del Mar Avenue has on-site parking behind the building.
Discussions with Mr. Deng indicate that he would like the red curb in front of his
property because visibility of southbound vehicles on Del Mar Avenue is difficult.
Sometimes trucks are parked in front of his property. In addition, there is no two-
way Iett turn lane to provide a "refuge" for'left turns out of the property:
As identified in Exhibit 1, the curb frontage at 3303 Del Mar Avenue is
approximately 50 feet with the existing driveway. This allows for approximately
30 feet of parking directly in front of 3303 Del Mar Avenue. The curb frontage at ,
3261 Del Mar Avenue (south of subject property) Is also 50 feet with an existing
driveway. There was one vehicle parked in front of 3261 Del Mar Avenue.
The proposed residential development at 3313 Del Mar Avenue (north of subject
property) will provide on-site parking. This will include parking for guests. It is
anticipated that some overflow may occur on Del Mar Avenue. However, staff

does not believe the removal of parking in front of 3303 Del Mar Avenue will be
significant.
RECOMMENDATION
The installation of red curb in front of, 3303 Del Mar Avenue is recommended.
This red curb will provide additional sight distance for motorists exiting the
property. It will not significantly affect the neighboring°businesses. .

A regular meeting of the Rosemead Traffic Commission was called to order by Vice-
Chairperson Matsdorf at 7:00 p.m., in the Council Chambers, 8838 East Valley
Boulevard, Rosemead.

Deputy Traffic Engineer Itagaki presented the staff report.
Recommendation:
The installation of red curb in front of 3303 Del Mar Avenue was recommended.
This red curb will provide additional sight distance for motorists existing the
property. It will not significantly affect the neighboring businesses.
It was moved by Commissioner Benjamin, seconded by Commissioner Baffo, and
carried unanimously to approve the Traffic Engineer's recommendation.
B. REQUEST FOR PARKING RESTRICTIONS ON EARLE AVENUE
NORTH OF GARVEY AVENUE
Deputy Traffic Engineer Itagaki presented the staff report.
Recommendation:
The installation of red curb was recommended. Though we do not like to paint
red curb on fire hydrants because enforcement of this parking restriction can be
made without red curb, we believe this will better direct vehicles to park in
.appropriate locations. It will also provide a clearer travel path immediately
north of Garvey Avenue on Earle Avenue.

Mr. Smally stated that after hearing the Traffic Engineer's recommendation and
looking at the exhibit, he realized that he misunderstood where the red curb was
to be installed, and therefore, had no problem with the Engineer's
recommendation.
It was moved by Commissioner Baffo, seconded by Commissioner Benjamin and
carried unanimously to approve the Traffic Engineer's recommendation.
V. STAFF REPORTS
Deputy Traffic Engineer Itagaki stated that the last two Traffic Commission items
that went before the City Council were approved.
Assistant City Manager asked if any of the Commissioners were interested in
attending the "2004 Traffic Commissioner's Workshop". Commissioners Baffo
and Commissioner Benjamin expressed their interest in going. The rest will
notify us later.

VII. ADJOURNMENT
There being no further business to come before the Commission, the meeting was
adjourned at 7:17 p.m., with 5 people in the audience. The next regular meeting
of the Traffic Commission is set for November 4, 2004.
