RE: RALLY SUPPORTING TROOPS IN THE PERSIAN GULF, MARCH 2, 1991
The civic group, Patriotic Americans has requested permission to hold
a rally in front of the Vietnam Veterans' Memorial at City Hall,
March 2, 1991, to support U.S. troops in the Persian Gulf. This
group held a very successful similar rally at Rosemead Park on
February 9, 1991.
Recommendation
It is recommended that the Rosemead City Council authorize this rally
and whatever staff support might be required.

Rosemead has been my home for 27 years and I am very appreciative
that on February 9th the City of Rosemead extended its kindness to
me and my group to rally for support for our military on active
duty in Operation Desert Storm. Although small in quantity our
rally was large in quality, however, we did not get the media
coverage as expected.
With this in mind I would like to organize another rally. I am
asking the City of Rosemead to again extend their kindness and
support.

On March 9th we would like to have our rally in front of the
Vietnam Memorial next to City Hall. As on February 9th, we will
again conduct ourselves in an orderly manner and alcohol will not
be a part of our rally. We will be waving flags and showing our
support. We have contracted a cameraman to video tape our rally.
A member of our group has a Son on the John F. Kennedy, now serving
in the Red Sea, and we will be sending a copy of this video to the
crew. Again, I want to thank you for your support.

RE: REQUEST TO HOLD RALLY AT ROSEMEAD PARK
RECREATION
Mr. Javier Hernandez of 1061 Lawrence Avenue, Rosemead, has submitted
a letter (see attached) requesting the use of Rosemead Park in order
that he can hold a rally in support of the service personnel in the
Middle East. The rally is scheduled for Saturday, February 9, 1991,
from 9:00 a.m. - 12:00 p.m.
In general, he plans on sending fliers to other divisions within his
company. He estimates that he will have about 15.0 people in
attendance and he plans on contacting the media for publicity for the
day of the rally.
Mr. Hernandez's activity, (public rally) is protected under the
United States Constitution. Fortunately, Mr. Hernandez appraised us
of his plans in advance which will allow us to work with him to
insure a peaceful/positive outcome.
To this end, I have contacted the Los Angeles County Sheriff's
Department, Temple Station. Based on Mr. Hernandez's estimates they
plan on staffing the park with four (4) deputies and one (1) sergeant
from 8:30 a.m. - 12:30 p.m. They feel that this type of deployment
should resolve/dissipate any anti-war demonstration that might create
a problem/confrontation at the Park.
