RE: AUTHORIZATION TO OBTAIN APPRAISAL FOR PROPERTY LOCATED AT
7505 GARVALIA AVENUE
It has come to our attention that the Church of the Latter Day Saints
is interested in selling their property located at 7505 Garvalia
Avenue. The property consists of approximately 54,000 square feet,
and is improved as a church facility. The main building contains a
chapel for 225 persons, a gymnasium, 10 classrooms, 4-5 bathrooms and
church offices. The building also has a full basement. The Agency
Treasurer, Mr. Hugh Foutz, has indicated that the church would be
willing to offer it to the City at a reasonable price. Staff
directed Steve Copenhaver, our housing consultant, to solicit a bid
for an appraisal from Lea Associates, Inc. Attached is a quotation
received from them in the amount of $7500.

Dear Mr. Ellis:
Pursuant to our discussion, enclosed please find a Vicinity Map illustrating
property located at 7505 Garvaha Avenue. The property consists of
approximately 54,000 square feet and it is improved as a facility for the Latter
Day Saints. The original facility was constructed for the church group in or
around 1954 and it has been improved and expanded over the years. The main
building contains a chapel for 225 persons, a gymnasium, approximately ten
classrooms, four to five bathrooms and church offices. The building is configured
with a full basement. The LDS representative stated that the above described
improvements were in good condition. In addition to the main building there is a
small maintenance building on the site. The property is Hilly enclosed by a
masonry wall on the interior property lines and a chain link fence on the street
frontage. The parking lot is paved and is in good condition. The LDS
congregation has a Hill set of construction drawings available for review and the
Agency will provide Lea Associates a preliminary title report.
The LDS property is currently zoned R-2 and is located on an interior lot. The
Rosemead Municipal Code permits one unit for each 4,500 square feet of land
area in the R-2 Zone. All development/zoning questions can be directed to Peter
Lyons, the City Planning Director, at (818) 238-6671.
Please consider this letter as request for a quote to complete a full narrative
appraisal of the LDS property. This appraisal should meet industry standards
for public agency acquisitions. It will be a willing-seller willing-buyer
acquisition. The appraiser will provide two original copies of the completed
appraisal to the Rosemead Redevelopment Agency. The report should be
completed within forty-five (45) days following authorization and approval by the
Agency Board. It is anticipated that the Board will consider approving this work
order with Lea Associates on August 10, 1993. Additionally, Lea Associates, Inc.
agrees to hold the City, Agency and Housing Corporation of Rosemead harmless
from any and all claims resulting from its activities related to this appraisal
including, but not limited to, the use of private or company automobiles.
