Letter of Agreement for Videography Services
Dear Mr. Perez:
This agreement ("Letter of Agreement") is made and effective for 8/11/2026 (the "Effective
Date"), by and between the City of Rosemead ("City"), a municipal corporation, and Jairo Alexis
Perez ("Contractor") as an independent contractor to the City of Rosemead for the 2026 State of
City Address (`Project").
Videography services ("Services") to be provided as referenced in Exhibit A: proposal:
• Pre -Production:
o Planning and strategy sessions with the client.
o Location scouting (if applicable).
• Filming/Production:
o Principal photography on selected dates.
o Secondary shots or B -roll capture.
o Sound recording on location (if necessary).
• Post -Production:
o Video editing and assembly.
o Sound design and mixing.
o Color grading.
o Graphics and animation integration (if required).
o Review sessions and adjustments based on client feedback.
Contractor shall perform all Services under this Letter of Agreement in a skillful and competent
manner, consistent with the standards generally recognized as being employed by professionals in
the same discipline in the State of California, and consistent with all applicable laws. Contractor
represents that it has any required permit and qualifications and approvals of whatever nature that
are legally required to perform the Services, including a City Business License, and that such
license and approvals shall be maintained throughout the term of this Agreement. Compensation
for the above services shall be a not to exceed amount of two thousand two hundred dollars
($2.400.00).
Contractor shall defend, indemnify and hold the City, its elected officials, officers, employees and
agents free and harmless from any claim or liability arising out of any failure or alleged failure of
Services.
Invoices shall be submitted to the City, within 30 days of Services performed. City shall review
and pay the approved charges on such invoices in a timely manner. Services for the Project shall
begin on 8/11/2026 and be completed by 9/3/2026. The City may terminate this Letter of
Agreement at any time with or without cause. If the City finds it necessary to terminate this Letter
of Agreement with out cause before the Project completion, Contractor shall be entitled to be paid
for these Services adequately completed prior to the notification of termination. Contractor may
terminate this Letter of Agreement for cause only.
Contractor warrants that the individual who has signed this Agreement has the legal power, right
and authority to make this Agreement and bind the Contractor hereto. If you agree with the terms
of this Letter of Agreement, please indicate below and return to the undersigned. Once the
documents are fully executed, one original will be returned to you for your records.

Thank you for considering me for your videography needs. I am thrilled about the
opportunity to work with you and create captivating videos that meet your objectives.
Please find below my proposal for the videography services you require.
1. PROJECT DETAILS:

2. SCOPE OF SERVICES:
Our videography services will include:
Pre -Production:
o Planning and strategy sessions with the client.
o Location scouting (if applicable).
Filming/Production:
o Principal photography on selected dates.
o Secondary shots or B -roll capture.
o Sound recording on location (if necessary).
• Post -Production:
o Video editing and assembly.
c Sound design and mixing.
o Color grading.
o Graphics and animation integration (if required).
o Review sessions and adjustments based on client feedback.
3. TIMELINE:
The project will follow the timeline outlined below:
• Pre -production Meeting: [TBD]
o Concept, video length details, and shooting schedule due by Aug. 13th.
• Shooting Days: [TBD]
• Post -production:
o Rough draft due by Aug. 31st
o Final video to be done by Sept. 3rd
4. DELIVERABLES:
Upon completion of the project, you will receive:
• 8-10 minute horizontal video ready for presentation on digital formats.
5. INVESTMENT:
Our fee for the services outlined above is $2,400. This includes:
• Filming/Production:
o Video coverage and B -roll of various city events, programs, classes,
departments, and members of the city: $1050
• Post -Production:
o Video editing: $900
o Sound design and mixing: $250
o Color correction and grading: $200
Total Estimated Cost: $2,400
6. LOCATION:
Video recording will take place at various departments of the city of Rosemead, as well
as exteriors of buildings in Rosemead for drone footage.
7. TERMS AND CONDITIONS:
• A 50% non-refundable deposit is required to secure my services.
• The remaining balance is due upon the delivery of the final video.
• Additional fees may apply for extended shooting hours, travel, or other special
requests.
8. RIGHTS AND USAGE:
Jairo Alexis Perez retains full copyright and ownership of all original footage, audio
recordings, project files, and the final delivered video. Upon receipt of final payment,
Jairo Alexis Perez grants the Client a non-exclusive, perpetual, worldwide license to use,
share, and post the final video for personal or standard business purposes. The Client
may not sell the video or authorize third parties to use it for profit without prior written
consent. Jairo Alexis Perez retains the right to use the final video (or any portion thereof)
in their portfolio, demo reels, website, and social media channels for the purpose of
promoting their business. Raw footage and unedited project files remain the exclusive
property of the Videographer and will not be delivered to the Client unless an additional
raw footage fee is agreed upon.
9. CANCELLATION POLICY:
In the event of cancellation, the non-refundable deposit will be retained to cover
scheduling and preparation costs.
10. AGREEMENT:
This proposal, when accepted by both parties, constitutes a binding agreement. Any
changes must be made in writing and agreed upon by both parties.
