TRIPEPI, CITY MANAGER DATE: NOVEMBER 14, 1991 RE: STUDY SESSION - VALLEY BOULEVARD AND THE CONGESTION MANAGEMENT PLAN At the October 8, 1991 meeting of the Rosemead Redevelopment Agency, the Agency Board called a study session to discuss the topic of Valley Boulevard. At that time, staff was directed to prepare background information and a presentation on the Agency's plans for Valley Boulevard and the impact of the County of Los Angeles' Final Draft Congestion Management Program (CMP) on Valley Boulevard. By way of background information, we have attached a copy of the Final Draft version of the CMP, Written Comments by Cities on the Draft document (including Rosemead's response), copies of staff reports relating to Valley Boulevard and CMP presentation material which will be reviewed with the Council at the study session along with the notice sent to the business community fronting Valley Boulevard advising them of the meeting. The Council has received most of this information in the past. However, this package does include the cities' written comments on the draft CMP, and those responses may be of interest to you. Valley Boulevard Implications for Valley Boulevard are that the CMP currently designates the street as a "Route for Further Study" meaning the street may be designated a CMP route as adopted in the Fall of 1992. If designated a CMP route, the City would be required to annually monitor traffic volumes and report to LACTIC as well as review development impacts on the corridor with a higher level of scrutiny. However, CMP routes are expected to receive higher priority for funding of congestion alleviation projects through the Capital improvement Program element of the CMP. t Page 2. Pursuant to the engineering proposal approved by the Redevelopment Agency on September 11, 1990, staff has developed plans to remove the protruding landscaped bays along a limited segment of Valley Boulevard, to be funded in part with Los Angeles County Aid to Cities funds. By removing the planters approximately 65 additional parking spaces will be realized with about 1/2 the spaces gained between Muscatel and Ivar Avenues. The project will also include removal of 37 trees to be replaced by 42 trees of the Eucalyptus, Carrotwood and Victorian box varieties. As the council is also aware, the County has submitted a proposal for the City's consideration to impose peak hour parking restrictions along the corridor, to alleviate peak hour traffic congestion. This proposal has been submitted to all jurisdictions along Valley Boulevard and staff has learned that the Cities of Alhambra and San Gabriel have approved the proposal. Congestion Management Plan The Congestion Management Plan is a new countywide program enacted by the State of California to improve traffic congestion in California's urbanized areas. The CMP requirement originated in the State Legislature with the passage of Assembly Bill 471 (1989) and Assembly Bill 1791 (1990). The program requirement became effective when Proposition 111 was enacted by the voters in June 1990. Proposition 111, as you are aware, increased the state gas tax by nine cents over a five-year period. The objectives of the CMP are as follows: To link land use, transportation, and air quality decisions; To develop a partnership among transportation decision makers on developing appropriate transportation solutions that include all modes of travel; and To utilize the CMP as the basis for proposing transportation projects which are eligible to compete for State gas tax funds. The objectives are met through the CMP by the five statuary elements of the document: 1. A system of highways and roadways with minimum level of service standards designated for highway segments and key roadway intersections on this system. 2. Transit standards for frequency and routing of transit service and coordination between transit operators. 3. A trip reduction and travel demand management element promoting alternative transportation methods during peak travel periods. r• Page 3. 4. A program to analyze the impacts of local land use decisions on the regional transportation system, including an estimate of the costs of mitigating those impacts. 5. A seven year capital improvement program that includes projects proposed for funding through the State Flexible Congestion Relief or Traffic System Management programs. Currently, LACTC is preparing an Environmental Impact Report (EIR) on the CMP as well as developing a Nexus study to determine the size of any regional fees that are a part of the CMP and justify linkage between new development, fees collected, and how they are to be allocated. LACTC expects to complete the Nexus study in Spring of 1992 and release the draft EIR for comment in the Summer of 1992 with EIR certification and CMP adoption in the Fall of 1992, whereby Cities will be required to implement CMP requirements within 120 days of CMP adoption. Valley Boulevard, Rosemead, California. The Pledge to the Flag was led by Mayor pro tem Clark. The Invocation was delivered by councilman Bruesch. ROLL CALL OF OFFICERS: Present: Councilman Bruesch and Mayor Pro Tem Clark Absent: Councilman McDonald - Excused Councilman Taylor - Excused Mayor Imperial - Excused There being a lack of a quorum, the meeting was adjourned.
