PSC - Item 2A - Minutes of June 25, 2026 MINUTES OF THE ROSEMEAD PUBLIC SAFETY COMMISSION REGULAR MEETING June 25, 2026 The Regular Meeting of the Rosemead Public Safety Commission was called to order by Chair Garcia at 7:01 p.m. in the Rosemead City Council Chamber, located at 8838 East Valley Boulevard, Rosemead, California. PLEDGE OF ALLEGIANCE: was led by Commissioner Martinez INVOCATION: was led by Commissioner Foutz PRESENT: Chair Stephanie Garcia, Commissioners Billy Alarcon, Jeff Foutz, Jonathan Fung, Tommy Martinez, and Amy Wu ABSENT: Vice-Chair Fonseca STAFF PRESENT: Public Safety Supervisor Mandy Wong, Public Safety Administrative Assistant Julissa Del Rio, and Public Safety Office Specialist Alejandra Garcia 1. PUBLIC COMMENTS FROM THE AUDIENCE Chair Garcia opened the Public Comment period. No Public Comments were received. Chair Garcia closed the Public Comment period. 2. CONSENT CALENDAR A. Minutes of May 28, 2026 ACTION: Commissioner Foutz made a motion to approve the minutes of the May 28, 2026, Public Safety Commission Meeting, and motion was seconded by Commissioner Fung. Motion carried by the following vote: A YES: Alarcon, Foutz, Fung, Garcia, Martinez, and Wu NOES: None ABSENT: Fonseca 3. PRESENTATION A. Advanced Community Academy Overview Lieutenant Tiwari presented the Los Angeles Sheriff Department Advanced Community Academy overview, a five-week course that included the following topics: Sheriff’s Response Team Tactics and Survival, Bomb Detection, Homicide Search K9 Sierra Madre Search and Rescue, Sheriff’s Communication Center, Mental Evaluation Team, Homicide Bureau, and Graduation. Public Safety Supervisor Wong thanked Lieutenant Tiwari for his partnerships with the Sheriff's Department, which brought exceptional guest speakers to the Advanced Community Academy. Lieutenant Tiwari added that he also received positive feedback from the guest speakers, who expressed interest in returning for future Advanced Community Academy classes. Commissioner Foutz noted that in one of the photographs shared from Session One, “Sheriff’s Response Team Tactics and Survival,” featured a memorial dedicated to Deputy David W. March, a fallen deputy who passed away on April 29, 2002, at Temple Sheriff’s Station. Commissioner Wu asked Lieutenant Tiwari and Public Safety Supervisor Wong when the next Advanced Community Academy would be held. Public Safety Wong shared with the Commission that staff plans to host another Basic Community Academy to attract more participants for the next Advanced Community Academy. Commissioner Wu thanked both Lieutenant Tiwari and Public Safety Supervisor Wong, as she had previously attended the informative classes for the Basic Community Academy. Chair Garcia added that she also attended the Basic Community Academy and looks forward to attending the next Advanced Community Academy. She shared with the Commission that Community Academy’s are valuable educational programs that allow the residents to learn about the various divisions within LASD and encouraged community members to attend if their schedules permits. Lieutenant Tiwari added that the Advanced Community Academy is open to residents throughout the San Gabriel Valley. Chair Garcia asked the Commission if there were any further questions or comments. No further questions or comments were received. 4. MATTERS FROM STAFF A. L.A. CADA Service Reports A representative from L.A. CADA informed the Commission that during the month of May, thirty (30) of the 154 homeless individuals encountered were first-time contacts. L.A. CADA was able to successfully place thirteen (13) individuals into interim housing including; one (1) placed at Aspire Community Services, five (5) placed at Haven Support Services, one (1) at Abundant Blessings, two (2) placed at Hope the Mission, two (2) placed at La Mission, one (1) placed at L.A. Mission, and one (1) at Safe Landing. L.A. CADA representatives added they also placed four (4) individuals into Substance Use Disorder (SUD) treatment: one (1) at Martin Luther King Jr. (MLK) Detox Center, one (1) at MLK Respite and Recovery Center, and two (2) at L.A. CADA Outpatient services. L.A. CADA Senior Manager of Homeless Services Manuel Mora addressed Commissioner Wu’s previous request for data regarding homeless hot spots. He shared with the Commission that the identified locations include San Gabriel Boulevard and Garvey Avenue, Sketchers parking lot, Sally Tanner Park, and the intersection of Walnut Grove Avenue and Garvey Avenue. Commissioner Foutz asked whether the FIFA World Cup affected L.A. CADA's ability to transport individuals to and from service locations. L.A. CADA Outreach Navigator Andrea Valencia shared with the Commission that they experienced difficulties transporting individuals to Haven Support Services in downtown Los Angeles due to traffic, but they were able to use alternative routes to ensure individuals arrived at their appointments on time. Commissioner Wu thanked the L.A. CADA Senior Manager of Homeless Services Mora for the update and referenced the previous Public Safety Commission meeting held on May 28, 2026, during which she requested additional patrols near the city limits. She asked whether outreach navigators had encountered any new homeless individuals within that area. L.A. CADA Outreach Navigator Valencia shared with the Commission that they had encountered three (3) new homeless individuals with whom they have not yet made contact. They believe these individuals reside in the encampment located on San Gabriel Boulevard just beyond the city limits. She added that the individuals appeared to be experiencing mental health issues and that they would seek the assistance of LASD deputies when initiating future contact. Commissioner Martinez inquired about the age demographic of the homeless individuals encountered by L.A. CADA. L.A. CADA Senior Manager of Homeless Services Mora shared with the Commission that the majority of the homeless individuals they have encountered are over the age of 55, which he believes is attributed to displacement caused by housing costs. He also noted that they have largely encountered five (5) families with children under the age of 18. Commissioner Wu asked whether L.A. CADA representatives could provide an overview of how a service request is submitted to LASD. L.A. CADA Outreach Navigator Valencia shared with the Commission that they currently have four designated LASD deputies they may contact directly. If those deputies are unavailable, they contact Temple Sheriff Station to request that a deputy be dispatched. She informed the Commission that when interactions are escalated outreach navigators remain in their vehicles until LASD deputies arrive. Once the homeless individuals agree to receive services, they resume the interaction. Commissioner Wu requested clarification on whether L.A. CADA outreach navigators contact specific LASD deputies directly or request that any available deputy be dispatched. L.A. CADA Outreach Navigator Valencia confirmed that they personally call the designated deputies directly and have never experienced any issues with a deputy being available to assist. L.A. CADA Senior Manager of Homeless Services Mora informed the Commission that Raimundo Torres, the current L.A. CADA Program Coordinator for the City of Rosemead, had been promoted to a new position and that the new Program Coordinator was expected to begin on Monday, June 29, 2026. Chair Garcia asked the Commission if there were any further questions. No further questions were received. This report was received and filed by the Commission. B. Public Safety Community Service Officer Program Statistics Public Safety Supervisor Wong shared with the Commission that the Public Safety Manager, Wayne Co, and the Director of Public Safety, Tim Murakami, were unable to attend the meeting. She added that she was available to take note of any questions and would have either the Public Safety Manager or Public Safety Director address them at the next Public Safety Commission meeting. Commissioner Foutz referenced the Animal Care Services statistics, noting that 200 dog licenses were renewed in May 2026. He asked whether there was a trend in certain months for residents to adopt dogs and obtain dog licenses, noting that the April 2026 statistics reflected 182 dog license renewal. Public Safety Supervisor Wong informed the Commission that there is no correlation, as dog license renewal dates depend on when the dog owner originally registered the dog. She explained licenses are renewed annually, which is why the number of renewals varies from month to month. Chair Garcia asked the Commission if they had any further questions. Crime Prevention & Emergency Preparedness Activities Public Safety Supervisor Wong informed the Commission that the June 2026 Summary Report and the July 2026 Forecast were included in the meeting packet and that she was available to answer any questions. Chair Garcia asked whether Public Safety Supervisor Wong had received any applications for the Youth Academy. Public Safety Supervisor Wong shared with the Commission that she and Lieutenant Tiwari had finalized the curriculum for the six-week course, scheduled to be held every Wednesday from July 15 through August 19, from 4:00 p.m. to 6:00 p.m., at the Temple Sheriff Station. She added that, with parental consent, 16- and 17-year-old participants would have the opportunity to complete a four hour ride- along with an LASD deputy. She encouraged the Commissioners to share information about the program with interested students between the ages of 12 and 17, as a minimum of fifteen (15) participants are required to host the Youth Academy. Commissioner Foutz asked whether the El Monte School District had been notified of the Youth Academy. Public Safety Supervisor Wong redirected the question to Lieutenant Tiwari. Lieutenant Tiwari informed the Commission that they were unable to notify the El Monte School District because the schools were no longer in session for the summer. Public Safety Supervisor Wong shared with the Commission that the HAM radio had been successfully installed and that she would resume the weekly HAM radio check-ins in mid July 2026. Chair Garcia asked the Commission if there were any further questions. No further questions were received. This report was received and filed by the Commission. D. LASD Crime Statistics Lieutenant Tiwari provided a summary of the May 2026 crime statistics, noting decreases across all reported categories, including aggravated assault, robbery, theft, grand theft auto, and arson. Commissioner Foutz asked whether there was an explanation for the decrease in crime. Lieutenant Tiwari shared with the Commission that the Public Safety Substation has enhanced deputies’ presence and visibility throughout the city, thereby reducing response times and enabling proactive policing. He also noted that the District Attorney has pursued additional charges related to firearm offenses, gang activity, and drug-related crimes, which have contributed to the reduction in crime. Chair Garcia noted that break-ins had been reported near the intersection of Del Mar Avenue and Garvey Avenue and asked whether any individuals had been apprehended. Lieutenant Tiwari informed the Commission that investigation is ongoing and that he was unable to share additional details at this time. Chair Garcia asked the Commission if there were any further questions. No further questions were received. This report was received and filed by the Commission. H. Rosemead SAO Team Weekly Report Lieutenant Tiwari informed the Commission that the weekly LASD reports for May 2026 were included in the meeting packet and that he was available to answer any questions. He added that L.A. CADA representatives have assigned liaisons who meet with them weekly and accompany them during outreach operations. Commissioner Wu asked whether LASD deputies would be providing security for the Whittier Narrows FIFA World Cup Watch Party scheduled for July 9, 10, and 11, 2026. Lieutenant Tiwari informed the Commission that LASD Park Bureau would take the lead in providing security for the event and that a third-party company would also be hired to assist. He added that Temple Sheriff Station deputies would serve as the secondary respondent to assist if needed. Commissioner Wu inquired whether Lieutenant Tiwari knew how many individuals were expected to attend. Lieutenant Tiwari explained that the event is controlled and requires attendees to register online to obtain free tickets for the Whittier Narrows FIFA World Cup Watch Party. Chair Garcia asked the Commission if there were any further questions. No further questions were received. This report was received and filed by the Commission. 2. MATTERS FROM COMMISSION A. Commissioner Comments Commissioner Fung addressed the Commission and City staff, thanking them for their hard work. He shared that this would be his last Public Safety Commission meeting and wished everyone well. Chair Garcia encouraged the Commissioners to attend Coffee with Councilmembers event scheduled for Thursday, July 9, 2026, at Rosemead Community Recreation Center from 6:00 p.m. to 7:00 p.m. She added that the topic of discussion would be Public Safety and encouraged Commissioners to attend City events and engage with members of the community. 3. ADJOURNMENT The meeting was adjourned at 7:52 p.m. The next Public Safety Commission meeting will be held on Thursday, July 23, 2026, at 7:00 p.m. in the Council Chambers.
