APPROVING THE SCOPE
OF THE
IMPROVEMENTS FOR THE
SAN GABRIEL
VALLEY FORWARD
"JUMP-START" TRANSIT
IMPROVEMENT
PROJECT
ALONG
GARVEY AVENUE BETWEEN NEW AVENUE
AND THE
EASTERN
CITY LIMITS
WHEREAS, in March 2024, the San Gabriel Valley Council of Governments
("SGVCOG") adopted the San Gabriel Valley Transit Feasibility Study, which identified regional
transit projects to improve mobility and connectivity across the San Gabriel Valley; and
WHEREAS, as part of that study, now known as "SGV Forward," the SGVCOG identified
a set of "Jump -Start" projects consisting of quick -build improvements intended to increase bus
speed and improve service reliability in advance of the Los Angeles 2028 Summer Olympic and
Paralympic Games; and
WHEREAS, the "Jump -Start" improvements are focused along the Garvey Avenue
corridor between New Avenue to the eastern City limits, which serves Metro Line 70—a Tier 1
Metro service with weekday headways of 7.5 minutes that ranks among the highest -ridership bus
lines in the region; and
WHEREAS, the "Jump -Start" improvements are intended to fit within the existing street
right-of-way and consist of three categories of improvements: (1) dedicated peak -hour side -
running bus lanes; (2) transit signal priority; and (3) bus shelter upgrades; and
WHEREAS, the dedicated peak -hour side -running bus lanes would designate the outside
travel lanes for buses during the peak hours of 7:00 A.M. to 9:00 A.M. and 4:00 P.M. to 7:00 P.M.
and would permit vehicles to access the outside travel lanes in advance of intersections and
driveways to make right turns; and
WHEREAS, the SGVCOG conducted a multi-lingual community outreach program,
including six (6) community meetings and four (4) community pop-up events, and completed
traffic and parking studies to evaluate operational impacts and inform the scope of improvements;
and
WHEREAS, the Cities of Rosemead, Monterey Park, South El Monte, and El Monte
formed a sub -committee, comprised of two designated City Councilmember representatives from
each jurisdiction, which met three times—in April, June, and July 2026—to discuss the project
and promote continuity across jurisdictional boundaries; and
WHEREAS, following the third sub -committee meeting, the sub -committee
recommended that the project be brought before each city's respective City Council for
concurrence on the defined scope of improvements; and
WHEREAS, City Council approval of the scope of improvements will enable the
SGVCOG to complete the project -definition phase and proceed with the Project Approval and
Environmental Document (PA/ED) phase, seek environmental clearance of the proposed project
before the end of 2026, and pursue funding from the Los Angeles County Metropolitan
Transportation Authority ("Metro') to complete engineering design and construction, with the goal
of implementing the project by the end of 2027; and
WHEREAS, approval of the scope of improvements will result in no fiscal impact to the
City; and
WHEREAS, the City Council has duly considered the staff report, the recommendation of
staff, and all testimony and evidence presented in connection with this matter.
NOW, THEREFORE, the City Council of the City of Rosemead does hereby resolve as
follows:
SECTION 1: Recitals. The City Council finds that the foregoing recitals are true and correct and
are incorporated herein by this reference as though fully set forth.
SECTION 2: Approval of Scope of Improvements. The City Council hereby approves the scope
of improvements for the SGV Forward "Jump -Start" Project, consisting of the following:
(a) side -running bus lanes operating during the peak hours of 7:00 A.M. to 9:00 A.M. and
4:00 P.M. to 7:00 P.M.;
(b) transit signal priority; and
(c) bus shelter upgrades;
with the limits of the improvements located along Garvey Avenue between New Avenue and the
eastern City limits.
SECTION 3: Authorization to Negotiate Agreement. The City Council hereby authorizes City
staff, including the City Manager or his or her designee, to take all necessary actions to implement
the intent of this Resolution, including coordination with the SGVCOG and Metro in furtherance
of the approved scope of improvements, and the negotiation an agreement with the Los Angeles
County Metropolitan Transportation Authority (Metro) and/or the SGVCOG, in a form approved
by the City Attorney, to proceed with the engineering design and construction of the project.
SECTION 4: Environmental Review. This Resolution approves the scope of improvements to
enable the SGVCOG to undertake environmental review and does not commit the City to a definite
course of action or constitute approval of the project. The SGVCOG will complete the appropriate
environmental review and clearance for the project in accordance with the California
Environmental Quality Act (CEQA) and, as applicable, the National Environmental Policy Act
(NEPA), prior to approval and implementation of the project.
SECTION 5: Severability. If any section, subsection, sentence, clause, phrase, or portion of this
Resolution is for any reason held to be invalid or unconstitutional by the decision of any court of
competent jurisdiction, such decision shall not affect the validity of the remaining portions of this
Resolution. The City Council hereby declares that it would have adopted this Resolution, and each
section, subsection; sentence, clause, phrase, or portion thereof, irrespective of the fact that any
one or more sections, subsections, sentences, clauses, phrases, or portions be declared invalid or
unconstitutional.
SECTION 6: Effective Date. This Resolution shall take effect immediately upon its adoption.
SECTION 7: Certification. The City Clerk shall certify the adoption of this Resolution.
