RE: REQUEST FROM THE GARVEY SCHOOL DISTRICT TO REDUCE
THEIR LEVEL OF FUNDING FOR THE SANE PROGRAM
Attached for your consideration is a letter from the Garvey School District requesting that their
financial contribution to the SANE Program be reduced by 50%. As you may recall, last year
the Rosemead City Council granted a similar request of the Rosemead School District. The
following is a breakdown of the actual total cost of the SANE Program for fiscal year 1994-95:
City Contribution $ 89,261
Grant through Sheriffs Department 22,124
Garvey School District 15,000
Rosemead School District 5,000
Total Program Cost $ 131,385

RECOMMENDATION
It is recommended that the Rosemead City Council authorize an expenditure of $7,500 from
Appropriated Reserves to continue the SANE Program at the current levels in the Garvey School
District.

For the past few years the Garvey School District has partially funded the SANE
deputies in the amount of $15,000. These funds came from the federal government
through the Safe and Drug Free Schools and Community Entitlement. Over the
past two years our entitlement has been reduced by 70%. We are no longer able to
fully fund the amount of $15,000 for the SANE deputies.
The SANE officers do an outstanding job in working with our students and we
would very much like them to continue with their program. We understand that
both city governments and school districts are facing financial problems at this
time. We hope we can work out an agreement so the program may continue.
The Garvey School District proposes that their funding for the SANE deputies be
reduced by 50%. We value the SANE deputies' contribution to the program and
want to keep them in place. If in the future the Safe and Drug Free Schools and
Community funds are restored, the Garvey School District will be open to revising
the amount upward to support the SANE deputies.

four, five and six. There are 57 classrooms.

The Program
The SANE Deputy collaborates with the classroom teacher to present the "Discover
Skills for Life" program. This curriculum focuses on the harmful effects of drug
abuse, alcohol and tobacco. Lessons also include strategies to build positive self
esteem, to deal with peer pressure, and to make good decisions. The SANE deputy
brings into the classroom materials and activities to enrich the program and
interest the students.
In addition the SANE deputy spends time with the students during recess and
lunch. The presence of the deputy on campus gives students the opportunity to
meet an officer informally and build a positive relationship with a representative of
the police. SANE deputies are often involved with assemblies and other extra-
curricular activities.
