TRIPEPI, CITY MANAGER DATE: SEPTEMBER 5, 1996 RE: REQUEST FROM ROSEMEAD SCHOOL DISTRICT FOR INSTALLATION OF DRUG FREE ZONE SIGNS Attached is a letter from Char Girard, D.A.T.E. Coordinator for the Rosemead School District requesting that the City install eighty (80) "Drug Free Zone" signs at various locations throughout the community. The requested signage is an integral part of the District's Drug, Alcohol and Tobacco Education (D.A.T.E.) Advisory Committee recommendation to form Drug Free Zones throughout the City. The Zones will serve as a catalyst for gaining attention and commitment throughout the community for local drug abuse prevention programs. Specifically, the District is requesting that the City purchase and install eighty (80) triangular signs on existing street light and sign poles throughout the City. Staff estimates that the cost of installing the requested signage will not exceed $50.00 per sign. Advisory Committee from the Rosemead School District has been working since 1992 to establish Drug Free Zones within the City of Rosemead. A Drug Free Zone is designed to prevent juvenile drug use and reduce drug trafficking and violent crime in areas where youth congregate. The zones establish areas where youth can be safa and drug free. A Drug Free Zone is defined as a geographic area around a school (1;000 foot radius), a park or any area where youth congregate (100 foot radius). The zones are meant to protect youth from the sale of controlled substances. One of the main strategies of a Drug Free Zone is to enforce increased penalties for a number of drug - related activities within the zone. Why establish Drug Free Zones? • To use the zones as a catalyst for gaining the attention and commitment of families, schools, law enforcement, business and community organizations. • For broader prevention programs. • To discourage the trafficking of narcotics by advertising the enhanced penalty. As a prevention strategy the Drug Free Zone. program will bring people and agencies together to implement awareness, prevention and intervention activities. The Drug Free Zones will help create a focused collaborative effort within the community to address the factors that contribute to alcohol and other drug use by the community's youth. The D.A.T.E. Advisory Committee requests funding to purchase and install Drug Free Zone signs around all public schools, parks, community centers, the Boys and Girls Club and the video arcade. The cost of this project will be approximately $50 per sign installed with an initial need of approximately 80 signs. The D.A.T.E. Advisory Committee requests the support of the Rosemead City Council in making our community a safer place to live, work and play by adopting a resolution creating Drug Free Zones within the city and approving appropriation of the needed funds to purchase the Drug Free Zone signs.
