SUBJECT: REQUEST FOR "SCHOOL ZONE" SIGNS NEAR BITELY SCHOOL
This item is a request from Ms. Barbara Razo, principal of Bitely School, to install
additional "SCHOOL ZONE" signs near Bitely School.
After investigating the location, staff found that the addition of the requested signs
would be beneficial to the safety of school children walking near the school.
This item was reviewed by the Traffic Commission on August 1, 1996. No persons
from the audience spoke for or against this item. The Traffic Commission Report and
minutes are attached for review.
RECOMMENDATION: The Traffic Commission voted 5-0 to recommend that the City
Council approve the placement of additional "School Zone" signs near Bitely School.

REQUEST
A request was received by Barbara Razo for the installation of "School Zone" signs
near Bitely School. The request is to install additional school zone signs on Fern
Avenue between New Avenue and Jackson Avenue..
CONDITIONS
Fern Avenue is a 36 foot wide east/west residential street with parking allowed on
both sides. Parking restrictions on Fern Avenue adjacent to Bitely School were
requested in March 1991 and installed to prevent double parking of buses.
Additional school markings were requested in October 1991 and installed behind
the school on Egley Avenue. These school markings included yellow crosswalks,
"SLOW SCHOOL XING" legends and 25 miles per hour signs.
Existing "Advance School" (W63) and "School" plate (W65) signs are located in
advance of the school on Fern Avenue. The easterly sign is located 180 feet east
of the Jackson Avenue intersection. The westerly sign is located 50 feet east of the
New Avenue intersection. Visibility of the signs are not obstructed and sign
reflectivity is good.
DISCUSSION
A field review of existing conditions revealed that the existing sign placements fulfills
the intent of providing advance notice to drivers of entering a school zone.
However, It appears that the installation of two additional signs (W63 and W65)
placed contiguous to the school grounds will provide additional advance notice to
drivers. Figure 1 depicts existing and proposed conditions.
RECOMMENDATIONS
It is recommended that two additional "Advance School" (W63) and "School" plate
(W65) signs be installed in the approximate locations shown in Figure 1.

Deputy Traffic Engineer Turnbull presented the staff report.
RECOMMENDATION:
It was recommended that two additional "Advance School" (W63) and "School" plat
(W65) signs be installed.
It was moved by Commissioner Knapp, seconded by Commissioner Tirre and carried
unanimously to approve the Traffic Engineer's recommendation.

This received from Councilman Bruesch to review the installation of a "No
Left Turn" e driveway of Circle K on Walnut Grove Avenue. The concern is that
vehicles turning e Walnut Grove Avenue driveway and proceeding south on
Walnut Grove Avenue blems for southbound Walnut Grove Avenue left turning
traffic.
RECOMMENDATION:
Based on the field review of the driveway, it was reco that a "No Left Turn" sign
be installed at the Circle K driveway exit
Commissioner Knapp stated that if a "No Left Turn" sign is installed, peon
exiting and making left turns going east out of the driveway, creating further
She suggested a "Right Turn Only" sign be installed instead.
