CC - Item 4D - Consideration if increase funding for rosemead school district - Internal Fiels Box 069Iq
TO: HONORABLE MAYOR
AND MEMBERS
ROSEMEAD CITY COUNCIL
FROM: FRANK G. TRIPEPI, CITY MANAGER
DATE: SEPTEMBER 22, 1994
RE: CONSIDERATION OF INCREASED FUNDING FOR ROSEMEAD SCHOOL
DISTRICT SANE PROGRAM
Attached for the Council's review is a letter from the Rosemead School District stating that, due
to a loss of funding from the State, it will not be able to provide funding for its $10,000 share for
the SANE program. The Superintendent indicates in the letter that the program is valuable, but
that the District will provide only $5,000 to reimburse the cost of having a Sheriffs deputy work
with students in the classroom.
During the past few years, it has become apparent to the District and the City that the SANE program
provides many benefits for the youth of our community. In addition, it is apparent that the District
is making every effort to provide continued funding for the program. However, through no fault of
its own, funding for the program has been reduced significantly. In light of that situation, I believe
that instead of scaling back a successful program, it is in the City's best interest to provide the
additional $5,000 in funds to keep the SANE program operating at current levels in the Rosemead
School District during this fiscal year. Please note that the additional funds were not requested in the
attached letter. I do not feel, however, that allowing a reduction in the scope of program at this time
is in keeping with the City's continued efforts to address the challenges facing the youth of the
community.
RECOMMENDATION:
It is recommended that the City Council authorize an expenditure of $5,000 from the appropriated
reserve fund to continue the SANE program at current levels in the Rosemead School District.

For the past several years Rosemead School District has paid $10,000 a year to the SANE
program to reimburse part of the cost of having a deputy work with our students in the
classrooms. We have used funds from both federal and state sources given for the purpose of
drug education. We have been very pleased with this program in our district.
On June 13 we received a letter from the California Department of Education notifying us of
our 1994-95 entitlement of $16,986 for our programs. Last year for 1993-94, we received
$37,604 for this same Drug Free Schools program. This represents a drastic cut of 52 0
resulting in a loss of $19,618 for next year. As a result we are unable to pay $10,000 for the
SANE program. After much budget adjusting, we feel we can only come up with $5,000 for
the sheriff.
We regret this action, but feel it important to notify you as soon as possible. Please contact
me if you have any questions regarding this matter.
Sincerely, /r
Robert D. Hansen, Ed.D.
