CC - Item 4B - Consideration of Increased funding for rosemead school district - Internal Files Box 069TO: HONORABLE MAYOR
AND MEMBERS
ROSEMEAD CITY COUNCIL
FROM: FRANK G. TRIPEPI, CITY MANAGER
DATE: OCTOBER 4, 1994
RE: CONSIDERATION OF INCREASED FUNDING FOR ROSEMEAD SCHOOL
DISTRICT SANE PROGRAM
The City Council deferred action on this item on September 27, 1994. The Rosemead School District
has sent correspondence indicating that it will not be able to fully fund its $10,000 share of the SANE
program. As indicated in the staff report to the City Council prior to the last meeting, the District
lost funding that it has traditionally used to fund the SANE program. However, the District
recognizes the value of the program, and has authorized continued funding at a reduced level. In
response, staff is recommending that the City Council approve an additional $5,000 expenditure to
keep the SANE program operating at current levels in the Rosemead School District for the
remainder of the fiscal year.
The following is a breakdown of the total costs of the SANE program, as requested by Councilman
Imperial at the last meeting:
City Contribution $106,000
Grant through Sheriffs Dept. 20,000
Garvey School District 15,000
Rosemead School District 5,000
TOTAL PROGRAM COST: $146,000
RECOMMENDATION:
It is recommended that the City Council authorize an expenditure of $5,000 from the appropriated
reserve fund to continue the SANE program at current levels in the Rosemead School District.

For the past several years Rosemead School District has paid $10,000 a year to the SANE
program to reimburse part of the cost of having a deputy work with our students in the
classrooms. We have used funds from both federal and state sources given for the purpose of
drug education. We have been very pleased with this program in our district.
On June 13 we received a letter from the California Department of Education notifying us of
our 1994-95 entitlement of $16,986.for our programs. Last year for 1993-94, we received
$37,604 for this same Drug Free Schools program. This represents a drastic cut of 529o
resulting in a loss of $19,618 for next year. As a result we are unable to pay $10,000 for the
SANE program. After much budget adjusting, we feel we can only come up with $5,000 for
the sheriff.
We regret this action, but feel it important to notify you as soon as possible. Please contact
me if you have any questions regarding this matter.
Sincerely, /r
Robert D. Hansen, Ed.D.
