AT DEADALENA STREET - SAVANNAH SCHOOL
At its June meeting, the Traffic Commission approved a request for a
crossing guard at Rio Hondo Avenue and DeAdalena Street adjacent to
Savannah School. As you recall, this request came to the Council
from concerned parents and students who addressed the City Council at
the "Family of the Year" presentation last Spring. In response, the
City Council referred the request to the Traffic Commission.
' Since the pedestrian counts clearly warrant a crossing guard at this
location, staff recommends that the Council authorize the position.
Crossing guards currently earn $6.56 hourly, and work 15 to 17 hours
a week during the school year. Worker's Compensation insurance will
amount to 7.89 percent of the yearly gross salary of the position.
The total annual cost to the City will be approximately $4,000. The
staff report and minutes for the June meeting are attached for your
convenience.
RECOMMENDATION
It is recommended that the Rosemead City Council approve a crossing
guard for the intersection of Rio Hondo Avenue and DeAdalena Street,
and appropriate $4,000 for fiscal year 1994-95 to fund the position.

REQUEST
This request is a continuation of last month's agenda item for a
crossing guard at the intersection of Rio Hondo Avenue at Marshall
Street. During our meeting, it was determined the crossing guard
would be better utilized at Rio Hondo Avenue and De Adelena Street.
In addition, a petition has been received for "speed bumps around
the whole school", "STOP.sign at Rio Hondo/Marshall" and "red zone
on Rio Hondo at K-1 parking area". A copy of this petition is
attached.
DATA
The pedestrian volumes crossing the intersection of Rio Hondo
Avenue and De Adelena Street were observed from 1:45pm to 3:00pm.

DISCUSSION
Staff met with Ms. Georgianna Donnelly, Principal of Savannah
School to insure all the concerns of the school were addressed. We
also discussed the petition to clarify these requests.
The petition requests "speed bumps" around the school. It is the
policy of the City not to install speed bumps due to the liability
placed on the City. California courts have held public agencies
liable for personal injuries resulting from faulty designs.
Currently, there is no standard design for speed bumps approved by
Caltrans. Therefore, the City does not have a standard to follow.
As discussed in last month's agenda, the request for STOP signs on
Rio Hondo Avenue at Marshall Street was presented at the April 1993
Traffic Commission meeting. The recommendation, at that time, was
not to install the STOP signs. Traffic conditions have not changed
at this intersection that would indicate a needed change in this
recommendation.
The request for red curb on Rio Hondo Avenue in the vicinity of the
parking area was discussed with Ms. Donelly. Based on this
discussion, it was determined the requested red curb would be on
the eastside of Rio Hondo Avenue, north of the crosswalk at Rio
Hondo Avenue/Marshall Street and would extend to the "exit"
driveway of the parking lot.
Field review of the parking lot area indicated a limited amount of
visibility for exiting vehicles. The requested red curb would
improve this visibility. This would also reduce some confusion
that occurs with.. exiting vehicles and vehicles pulling away from
the curb. Therefore, the installation of red curb is recommended
as identified in Figure 1.
Adult crossing guards are assigned to controlled crossings when the
following are satisfied:
1. There are at least 40 school pedestrians for each of any
two hours (not necessarily consecutive) daily using the
crossing while going to or from school; and
2. The vehicular traffic volumes on undivided highways of
four or more lanes exceeds 500 per hour during any period
when the school pedestrians are going to or from school.
The count data indicates that the number of pedestrians crossing at
the intersection of Rio Hondo Avenue and De Adelena Street would
meet the first guideline. The PM peak period analyzed demonstrated
over 40 pedestrians crossing. A similar number of pedestrians is
anticipated to cross during the AM peak period.
The traffic count data was interpolated from counts taken at the
intersection of Rio Hondo Avenue and Marshall Street. The counts
at this intersection are expected to be very similar to the
intersection of Rio Hondo Avenue and De Adelena Street. The
traffic count data indicated a total volume (northbound and
southbound) in the AM peak hour of 709 vehicles and in the PM peak
hour of 397 vehicles.
The AM peak hour traffic volume exceeds the 500 per hour guideline
for crossing guards. The PM peak hour is less than this guideline.
The PM peak hour volume, however, is almost 80% of this guideline.
This indicates a crossing guard may be needed.
Based on field review of the intersection of Rio Hondo Avenue and
De Adelena Street, confusion does exist between school pedestrians
and motorists. Pedestrians are hesitant in crossing the street and
motorists are unsure of the pedestrians actions and movements.
overall, there is a question of right-of-way between pedestrians
and motorists. Therefore, the assignment of a crossing guard at
the intersection of Rio Hondo Avenue and De Adelena Street is
recommended.
Based on this report, the following is recommended:
1. Install 70' of red curb on the eastside of Rio Hondo
Avenue from the crosswalk at Marshall Street to the
"exit" driveway of the Savannah School/School District
parking lot. See Figure 1.
2. Assign an adult crossing guard to the intersection of Rio
Hondo Avenue and De Adelena Street. The crossing guard's
function is to cross students on the south leg and the
east leg of the intersection.
3. Direct school staff to instruct students to cross with
the crossing guard at Rio Hondo Avenue and De Adelena
Street and not to cross at Rio Hondo Avenue and Marshall
Street.
