SUBJECT: COMMERCIAL TASK FORCE SUBCOMMITTEE UPDATES
SUMMARY
Following direction from the City Council, the Commercial Task Force Subcommittee met to
discuss its future and subsequently voted to recommend that the City Council dissolve the
Subcommittee.
DISCUSSION
At the City Council Meeting on July 28, 2026, the Council requested that staff return to the City
Council at its first meeting in October 2026 with one of the following three options for
consideration regarding the Commercial Task Force Subcommittee:
1. Continue with the Commercial Task Force Subcommittee with no further changes;
2. Narrow the scope of the Commercial Task Force Subcommittee; or
3. Dissolve the Commercial Task Force Subcommittee.
On August 31, 2026, the Commercial Task Force Subcommittee convened to discuss the future
role and scope of the Subcommittee. A summary of the discussion is included in the meeting
minutes provided as Attachment A. Following the discussion, the members of the Commercial
Task Force Subcommittee voted to recommend that the City Council dissolve the Commercial
Task Force Subcommittee as the original objective of assisting with the attraction/retention of
national and regional tenants in the community has been accomplished and currently supported
on an ongoing basis by the Community Development Department.
STAFF RECOMMENDATION
Staff recommends, at the direction of the Commercial Task Force Subcommittee, that the City
Council dissolve the Commercial Task Force Subcommittee.

MEETING NOTES
AUGUST 31, 2026
The Rosemead Commercial Task Force Subcommittee Meeting was called to order by Mayor Pro Tern Low at 4:32
p.m., in the Rosemead City Hall Conference Room, located at 8838 East Valley Boulevard, Rosemead, California
PRESENT: Mayor Pro Tern Low and Council Member Dang
STAFF PRESENT: Interim City Manager Belmudez, Director of Community Development Valenzuela, Planning and
Economic Development Manager Marshalian, and Senior Planner Lao
1. PUBLIC COMMENTS FROM THE AUDIENCE
There being no comments; Mayor Pro Tern Low opened and closed the Public Comment period.
2. DISCUSSION ITEMS
A. FUTURE ROLE OF THE COMMERCIAL TASK FORCE SUBCOMMITTEE. Discussion of proposed changes
to the Commercial Task Force Subcommittee (CTF) based on the City Council Meeting of July 28, 2026.
Planning and Economic Development Manager Marshalian thanked everyone for their attendance and
announced that the purpose of today's meeting was to discuss the future role of the Commercial Task Force
Subcommittee.
Mayor Pro Tern Low stated that the original purpose of the CTF was to attract economic development
opportunities to the City and since she has been on the subcommittee, the purpose has extended beyond the
original purpose.
Council Member Dang explained that before Mayor Pro Tern Low's presence, the CTF consisted of Council
Member Ly and himself. Together they spearheaded the Freeway Corridor Mixed Use Overlay (FCMU) and
introduced the "wedding cake tiering" method to review variable height requirements. The CTF relooked at
the way the City does zoning and how we can attract smart development. At the end of the day, the CTF will
always report to and make recommendations to the City Council.
Mayor Pro Tern Low questioned how the FCMU is related to the original purpose of the CTF.
Council Member Dang replied that there is overlap because if the City does not create opportunities for new
development, there is no inventory space.
Mayor Pro Tern Low referred to the staff report and questioned if the three bullet points (development of the
FCMU, live/work standards, and streamlining alcohol sales of restaurants) meet the objective of attracting
national and regional tenants.
Council Member Dang replied that live/work standards and streamlining alcohol sales would act as tools to
help attractive development to the City. Given the success of CTF, is there still a need for it? We can sunset
the CTF.

Director of Community Development Valenzuela suggested that the City Council could establish an Ad Hoc
Committee for future projects as needed.
Interim City Manager Belmudez agreed and stated that the new Ad Hoc Committees can be mission specific.
Mayor Pro Tern Low stated that the CTF already started the trend of creating smart development within the
City and asked if they should continue with the task or sunset the CTF because the committee has already
achieved its original purpose.
Director of Community Development Valenzuela informed the CTF that if they would like to focus on smart
development, the CTF should recommend to the City Council that a new Ad Hoc Committee be created and
sunset the CTF.
Council Member Dang agreed and stated that the CTF should be sunset, and a mission specific Ad Hoc
Committee be created for new projects, at the wish of the Council.
ACTION: Council Member Dang motioned to recommend to the City Council the dissolution of the CTF, which
was seconded by Mayor Pro Tern Low.
Planning and Economic Development Manager Marshalian announced that he will be doing a verbal vote.
The vote resulted in unanimous support for the motion.
3. MATTERS FROM THE SUBCOMMITTEE MEMBERS
Council Member Dang expressed that the Planning Division should be acknowledged on November 8th for a
"Planning Day" as all other departments such as the Public Works and the Parks and Recreation Departments
are recognized.
Interim City Manager Belmudez agreed and stated that staff will look into it.
4. ADJOURNMENT
Mayor Pro Tern Low adjourned the meeting at 4:58 p.m.
