Council Member Ly requested that this item be placed on the agenda for discussion and direction
regarding a proposed Mayor's Commendation Program and Administrative policy.

SUBJECT: ROSEMEAD MAYOR'S COMMENDATION MEDAL
PURPOSE: THE PURPOSE OF THIS POLICY IS TO ESTABLISH THE MAYOR'S
COMMENDATION MEDAL, AN AWARD TO BE PRESENTED TO A
ROSEMEAD RESIDENT OR BUSINESS OWNER WHO HAS
DEMONSTRATED A MERITORIOUS ACHIEVEMENT OR PERFORMED A
MERITORIOUS SERVICE BENEFITING THE NATION, THE STATE OF
CALIFORNIA, OR THE CITY OF ROSEMEAD
GENERAL POLICY
The City of Rosemead values and seeks to formally recognize residents and business
owners whose meritorious achievement or service brings distinction to themselves, the City,
the State, or the Nation. The Mayor's Commendation Medal provides a formal mechanism for
the City Council and Mayor to bestow such recognition. The objectives of the Mayor's
Commendation Medal are to:
A. Publicly recognize individuals whose actions or achievements reflect exceptional
merit, service, or contribution to the community.
B. Encourage civic pride and inspire continued service and achievement among
Rosemead residents and businesses.
C. Provide a consistent, transparent, and dignified process by which such recognition is
nominated, approved, and recorded.
PROVISIONS
The Mayor's Commendation Medal shall be administered under the following guidelines:
A. EfigibilitV. The Mayor's Commendation Medal may be awarded to any Rosemead
resident or business owner who has made a meritorious achievement or rendered
meritorious service to the Nation, the State of California, or the City of Rosemead.
Eligible achievements or service may include, but are not limited to, acts of
exceptional civic contribution, professional or academic distinction, humanitarian
service, or extraordinary acts benefiting the community.
B. Nomination. A nomination for the Mayor's Commendation Medal shall be submitted
by at least one (1) member of the City Council. Nominations shall be submitted in
writing to the City Clerk and shall include:
1. The name of the nominee and, if applicable, the business represented;
2. A description of the meritorious achievement or service supporting the
nomination; and
3. The name of the nominating Council Member(s).

C. Mayoral Approval. No nomination shall be finalized without the approval of the
Mayor. Upon receipt of a nomination, the Mayor shall review the nomination and either
approve or decline to approve the award. The Mayor may request additional
information from the nominating Council Member prior to rendering a decision.
D. Award Numbering and Registry. Upon Mayoral approval, each Mayor's
Commendation Medal shall be assigned a sequential award number by the City Clerk.
The City Clerk shall maintain a permanent public registry of all medals awarded,
recording, at minimum, the award number, recipient name, date of approval,
nominating Council Member(s), and a brief description of the basis for the award.
E. Presentation. The Mayor's Commendation Medal shall be presented by the Mayor, or
by the Mayor Pro Tern or a designated Council Member in the Mayor's absence,
typically at a regular City Council meeting or other appropriate public City event.
F. Staff Support. The City Clerk's Office shall have primary responsibility for receiving
nominations, maintaining the award registry, and coordinating the production of the
medal and any accompanying certificate. The City Manager's Office shall provide
additional support as needed for scheduling and presentation logistics.
