SUBJECT: Annual Beautification Award Program
SUMMARY
One of the goals of the 2010-2011 Strategic Plan is the implementation of an Annual
Beautification Award Program designed to increase the curb appeal of Rosemead
neighborhoods and boulevards. The Annual Beautification Award Program provides
recognition in both the residential and the commercial sectors for outstanding curb
appeal and use of low water/drought tolerant landscaping. Any residential or
commercial property located within the City is eligible to participate.
Staff Recommendation
It is recommended that the City Council adopt Resolution 2010-26 authorizing
implementation of a Beautification Award Program and appoint a Beautification Judging
Committee.
ANALYSIS
The Annual Beautification Award Program promotes property maintenance and
improvements along with an enhanced sense of civic pride. The program will be held
annually. Participating residential and commercial properties will compete in two
categories: (1) Beautification and (2) Landscaping (xeriscape or low water landscaping).
Judging will be based on criteria that follows the City's General Plan and demonstrates
enhancement of the property and the neighborhood (see Attachment "B").
Participating properties will be judged by a committee of members appointed by City
Council. The committee will elect one residential property and one commercial property
as the "Most Outstanding". An unlimited number of residential and commercial
properties may receive and Honoree Award. Residential honorees will receive a
certificate as well as a yard sign. Commercial honorees will receive a certificate and a
window sign to display. The "Most Outstanding" residential and commercial property will
also receive a special gift to be determined at a later date. Criteria for each category
are explained in the guidelines (Attachment "B").
The program is designed to be marketed in March and April of each year. The judging
will occur in May. Most Outstanding Awards will be presented to the winning properties
during the last council meeting in June. Honorees will have yard signs and certificates
delivered to their homes and they will be acknowledged on the City's' the

subsequent issue of the Rosemead Resources. If the Council would like to kick-off the
program this year, the program could be marketed in June and July, judging in August,
and awards given in September.
The Annual Beautification Award Program is consistent with the City's Two Year
Strategic Plan goal, Strategy 2: to "encourage and promote private investment to
improve property aesthetics" adopted by the City Council on December 8, 2009.
Once the Annual Beautification Award Program is approved, the marketing plan will be
implemented to reach potential applicants. The following is a list of key strategies that
will be used to advertise the program to residents and local businesses:
• Send press release to local newspapers;
• Article in the Quarterly Rosemead Resources;
• Post informational packets at City Hall, Chamber of Commerce, Rosemead
Library, etc.
• Advertise program on the Internet (City and Chamber of Commerce websites);
• Provide winners with a yard sign or window sign announcing their achievement;
• Collaborate with the Chamber of Commerce - newsletter and Chamber events.
LEGAL REVIEW
The attached Resolution was reviewed and approved by the City Attorney.
FISCAL IMPACT
$1,500 - General Fund (appropriation will be included in the 2010-11 fiscal year
budget).

BEAUTIFICATIONA WARD PROGRAM
Purpose of Awards
To recognize outstanding achievement in the beautification and preservation of
water through landscaping of commercial businesses and properties located within
the City of Rosemead.
Award Eligibility
I. The business or property must be located within the City of Rosemead .
2. Awards can be made to a tenant business or commercial property owner.
3. The award consideration will be for curb appeal (excellent maintenance,
restoration, rehabilitation, and beautification), or properties that
exemplify green initiatives (drought tolerant or rock landscaping, energy
efficient windows, solar panels, on demand water heaters, etc.) of
commercial properties within each calendar year.
4. All work on the property requiring permits and approvals must have
permits on file with the City.
Nomination
Nominations must be received by 5:00 p.m. on the last business day of April each

submitted for consideration by any person or group that is not employed by the

Beautification To be an Honoree in this category there must be no open code
violation cases and portions of the business or property that are
visible to the street must be clean and neatly kept and painted
(no faded, chipped, or peeling paint). Window advertisements
must be kept to a minimum. Parking lots must be maintained
with striping in compliance with City Ordinances. Planters must
be maintained with plants or flowers and kept free of debris.
Signs must be free from damage and in compliance with
ordinances of the City. Property owners who are applying
should have matching signs on their tenant units. Trash
containers must be kept out of sight. Honorees will be
acknowledged with an award when portions of the criteria have
been met. The winner will be the property that encompasses all
of the Beautification Criteria.
Green Initiative To be an Honoree in this category the property must have rock
landscaping and/or the use of drought tolerant landscaping
practices and decorative plantings, solar panels, energy efficient
windows and doors, perforated concrete etc.
One overall winner will be selected as the owner of the property that encompasses the
most or all of the above criteria in both categories.

the criteria have been met. The winner will be the property that
encompasses all of the Beautification Criteria.

NOTE: Additional consideration may be given to owners or managers of apartment
buildings where one or more of the criteria listed above are met and also provide
additional benefit to the tenants of the building.

A RESOLUTION ADOPTING THE CITY OF ROSEMEAD
ANNUAL BEAUTIFICATION AWARD PROGRAM
WHEREAS, City of Rosemead recognizes the value of maintaining the
attractiveness of well maintained properties within the City; and
WHEREAS, the City of Rosemead would like to encourage its citizens and
businesses to participate in efforts of beautification; and
WHEREAS, a program has been developed to recognize those individuals
and businesses that display outstanding pride of ownership and attentive
maintenance; and
WHEREAS, the City of Rosemead desires to encourage and acknowledge
property and business owners who maintain and beautify their properties.
NOW THEREFORE,
THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, DO
ORDAIN AS FOLLOWS:
The City shall adopt the attached policy for the City of Rosemead Annual
Beautification Award Program
Section 1. The City hereby approves rules for, administration of, and
implementation of the Annual Beautification Award Program as shown in Exhibit r
"A" attached hereto.
Section 2. The Secretary shall certify to the passage and adoption of
this Resolution, whereupon it shall take immediate effect and be in force.
