SUBJECT: SEPTEMBER 111h MEMORIAL DONOR PROGRAM
SUMMARY
On September 11, 2011, America will commemorate the 10th anniversary of the tragedies of
September 11th. An anniversary memorial commemorating those tragic events was proposed as
part of the Parks, Recreation, and General Facilities Master Plan Capital Improvement Projects
at the regular City Council Meeting of March 9, 2010.
The memorial would be included as part of Rosemead's memorial plaza at City Hall. The costs
for the transport of an artifact from New York to Rosemead, the development and installation of
artwork, and modifications to the plaza to accommodate the artwork are estimated at $50,000 -
60,000. No funds have yet been allocated for the project.
Staff, therefore, proposes creation of a donor program in order to raise the funds needed to
create a 10`h Anniversary 9/11 Memorial. The donor program would encourage a community -
wide investment in a significant public art project. The memorial would foster a renewed sense
of community pride and reflect the shared values referenced in Rosemead's Strategic Plan.
Staff Recommendation
Staff recommends the following:
1. That the City Council authorize the City Manager to sign a Transfer Agreement with the
Port Authority of New York and New Jersey to transfer full and complete legal ownership
of the steel beam identified as H -0053 to the City of Rosemead; and
2. That the City Council authorize staff to conduct a community fundraising campaign to
solicit contributions for the development and installation of a September 11th Memorial.
ANALYSIS
In the fall of 2008, the Port Authority of New York and New Jersey was contacted to determine
the availability of artifacts from the World Trade Centers for use in public memorials.
Communication with the Port Authority has continued since that time. On May 17, the City
received a Transfer Agreement from the Port Authority which will transfer ownership of the
artifact to the City of Rosemead.
Further, in December, 2009, discussions were initiated with local artist Heath Satow for the

creation of a public sculpture. Mr. Satow is an Alhambra artist who has created a variety of
large -scale metal sculptures for Palm Desert, the Denver Zoo, Whole Foods Market, Dubai
Aluminum, Raleigh- Durham International Airport, Wake Medical Children's Center (North
Carolina), and Nor -Lea Hospital District (New Mexico). Thus, he brings a familiarity of the local
area, international experience, and expertise in large scale metal sculpture to the project. Mr.
Satow has provided Rosemead with two conceptual designs of the Memorial for consideration
(Attachment A).
As indicated above, a community fundraising campaign would make the memorial a literal public
artwork. It would enhance the community's sense of ownership of the memorial, would prove a
very effective way to kick off Rosemead's Public Art Program as referenced in our Strategic
Plan, and is consistent with the community's small town values.
The goal of the proposed donor program is to raise all funds necessary to complete the project.
Businesses, community groups, families, and individual residents would all have opportunity to
invest in the memorial. The campaign would include a letter and brochure (Attachment B)
explaining the program, seeking contributions, and detailing benefits offered at various levels of
sponsorship. Every donor would be recognized for their commitment to the project.
Further, given the significance of 9/11 to emergency services personnel, local law enforcement
and fire personnel will be given the opportunity to host a "Run for the Memorial" event to raise
funds for the project. This proposed 5K run would occur in conjunction with this year's
September 11th Commemoration Ceremony on Saturday, September 11, 2010. Similar events
are also being considered.
A Trust and Agency account would be created for the funds received. Any donations in excess
of project costs would be retained in the account for ongoing maintenance of the memorial.
PUBLIC NOTICE PROCESS
This item has been noticed through the regular agenda notification process.
FISCAL IMPACT:
No funds have been allocated for a September 11th Memorial. The goal of the donor program is
to raise all funds needed to complete the project.

The event was w`ell'receiv`ed and— and—by many in the community
demonstrating both a desire and commitment to commemorate this important
moment in American history. We can think of no better way to remember the
events of that fateful day in perpetuity than with the development of a 10th
Anniversary Memorial. We have been working with a local sculptor to develop
concepts for a memorial suitable for the City's own Civic Center Plaza. We need
your help to build it.
The City of Rosemead is seeking contributions from businesses, organizations,
families, and individuals to make the memorial a reality. The enclosed brochure
explains the September 11th Memorial Donor Program in detail including the
proposed sculpture and the many benefits offered to contributors.
The sculpture will be the centerpiece of the plaza, placed alongside veterans'
memorials already located there. The Memorial will be the first effort in
Rosemead's Public Art Program. It is our desire to unveil it during a 10th
Anniversary 9/11 Commemoration Event on Sunday, September 11, 2011.
You can help make that happen! We urge you to consider joining us in helping
Rosemead, and people throughout the region, remember the historic events of
